D/As will participate in EH 09 from their alternate sites EH 09 is scheduled for June 17, 2009 The exercise is currently scheduled for one day 8:00 AM - 4:00 PM
Exercise Purpose
EH 09 will enable Federal D/As to:
Validate and assess D/As continuity plans, procedures and policies Validate and test interagency continuity communications procedures and capabilities Fulfill the annual continuity exercise and training requirements of National Security Presidential Directive 51 and Homeland Security Directive 20 (NSPD-51/HSPD-20), National Continuity Program Implementation Plan (NCPIP) and Federal Continuity Directive (FCD 1)

EH 09 Overview
First exercise New Administration will be involved in EH 09 would include combination of tabletop questions and injects Conducted with Principal’s Level Exercise 2009 (PLE 309) on June 17, 2009 – The PLE is conducted via Secure Video Teleconference (SVTC) from alternate sites National Level Exercise 2009 (NLE 09) will not include a continuity exercise objective
D/A Requirements
Exercise continuity capabilities to include: Alert and notification Deployment to alternate sites and Emergency Relocation Group (ERG) check-in and orientation Continuity communications test Review of D/A Mission Essential Functions (MEFs) / Primary Mission Essential Functions (PMEFs) Support to PLE 3-09 (SVTC call only)
EH 09 objectives will be focused on to the Essential Elements of a viable continuity capability to enhance VA continuity planning

TTX Focus – Tailored to Continuity
Exercise Goals: COOP planning and programs Educate Principals on continuity procedures and PMEF/MEF Train ERG members Review continuity program plans and procedures Emergency Coordinators will develop injects that address key components of Continuity within their organizations. Some organizations have selected to initiate devolution into play. Organizations wishing to play devolution will be required to develop internal injects that test their plans. Site C will be activated for this exercise Scenario will overlap with PLE3-09 and NLE 09
VA Concept
EH 09 will be an internally evaluated, exercise that will permit VA the opportunity to activate its continuity plan (COOP Plan), deploy Emergency Relocation Group (ERG) personnel to alternate site(s), and perform essential functions as a means of assessing its mission readiness. EH 08 will be an full-scale exercise that will serve to orient new tem members and provide a forum for review of essential functions. VA ERG staff must be fully operational at their COOP location by 7:30 AM on June 17, 2009.

National Level Exercise 09 (NLE 09)
Exercise Concept
NLE 09 will take place in the aftermath of a terrorist event outside of the United States, and focus on preventing subsequent efforts by the adversary to enter the United States and carry out additional attacks domestically This approach enables participating senior officials to focus on issues related to the overseas attack, preventing associated events domestically, and the protection of U.S. critical infrastructure

NLE 09 is a White House directed exercise that will test and validate existing policies, plans, and procedures All D/A participation Enables participating senior officials to focus on issues related to the overseas attack, preventing associated events domestically, and the protection of U.S. critical infrastructure NLE 09 will focus exclusively on the prevention and protection mission areas, rather than incident response and recovery. Terrorism prevention and border security were identified as priorities for the exercise There is no specific incident site

VA Concept
VA will utilize the received intelligence information to access information gathering, review and analysis, and planning implications related to VA’s ability to meet its’ Mission Essential Function (MEF).
Discussions related to these topics will be address at Crisis Response Team (CRT) meetings that will take place during the exercise.
Monday (27 July) will be a warm start day, Tuesday through Thursday (28-30 July) will be full 24-hour play days, and Friday will be focused on concluding exercise play and conducting Hotwash events. Primary VA play will be during daytime working hours, with the ROC fielding call during the off hours.
VA Concept (cont’d)
There will be no National Response Framework (NRF), National Disaster Medical System (NDMS) activation and response activities as part of this exercise. Due to the nature of the Scenario (non-medical) and the fact that this is a functional exercise, it is anticipated that VA will have less of a critical role in the exercise as in past years; however, you never know what might be asked of the VA.
VA Concept (cont’d)
We will receive information via VNN, NSIN and our regular means of acquiring intelligence information. A&SOs Administrations and Staff Offices (A&SOs) are encouraged to build upon the exercise through involvement of field level entities. Development of this level of play is contingent upon individual A&SO planning initiatives/activities. Developed plans, exercise injects and objectives should be shared with the OSP Exercise Director.
