					  THE ANZAC DAY CEREMONY      NORFOLK ISLAND 25 APRIL 2006

        ADDRESS BY HIS HONOUR THE ADMINISTRATOR,
                THE HON GRANT TAMBLING


MANY OF YOU PRESENT WERE HERE EARLIER FOR THE DAWN SERVICE,
- OTHERS, AND FAMILIES -HAVE JOINED US NOW TO PARTICIPATE IN
THE TRADITIONAL COMMEMORATION OF ANZAC DAY.

AT THE OUTSET LET ME REMIND YOU THAT ONLY LAST THURSDAY
(20/04/2006) SEVERAL HUNDRED ADDITIONAL AUSTRALIAN MILITARY
FORCES AND FEDERAL POLICE WERE DISPATCHED TO WHAT CAN ONLY
BE DESCRIBED AS A WAR ZONE IN ONE OF OUR NEAR AND DEAR
PACIFIC NEIGHBOURS – THE SOLOMON ISLANDS.   I HAVE NO DOUBT
THAT EACH AND EVERYONE OF YOU SHARE MY SADNESS AT THE
NECESSITY FOR THIS UNFORTUNATE, BUT INEVITABLE, ACTION IN OUR
IMMEDIATE REGION. A YEAR AGO (APRIL 2005) WE WERE VISITED
OFFICIALLY ON NORFOLK ISLAND BY THE GOVERNOR-GENERAL OF
THE SOLOMON ISLANDS, AND AT THAT TIME WE ALL SHARED THE
HOPEFUL MESSAGES THAT SIR NATHANIEL WAENA BROUGHT TO US.
IT IS A SALUTATORY MESSAGE THAT WE ARE NEVER FAR FROM
MILITARY      INTERVENTION, UNSTABLE   CIRCUMSTANCES      AND
COMMUNITY TURMOIL.

IF WE CAST OUR MINDS FURTHER NORTHWARD IN THE REGION TO
BOUGAINVILLE, PAPUA NEW GUINEA, WEST PAPUA, BALI, INDONESIA,
AFGHANISTAN AND IRAQ WE KNOW THAT UNREST, TERRORISM AND
THE GHASTLY SPECTRE OF WAR IS FAR TOO OMINOUS AND EVER
PRESENT. AGAIN THE AUSTRALIAN GOVERNMENT IS COMMITTED ON
OUR BEHALF TO INVOLVEMENT WITH THE OBJECTIVE OF PEACE.

THE PARADE OF OUTSTANDING SERVICE-PERSONNEL, VETERANS AND
CADETS HERE TODAY MAKES US ALL THE MORE AWARE OF OUR
RELIANCE ON THE SPECIAL BONDS OF FRIENDSHIP, CAMARADERIE,
SKILL, TRAINING AND DISCIPLINE WHICH UNDERPINS THE DEFENCE
AND EMERGENCY SERVICES IN ANY COMMUNITY.

ANZAC DAY IS A COMMEMORATION OF THE SPECIAL LINKS BETWEEN
AUSTRALIA AND NEW ZEALAND THAT HAVE MATURED MORE
PARTICULARLY SINCE THE BEACHFRONTS OF GALLIPOLI IN 1915.

NORFOLK ISLAND HAS ALSO BEEN AN IMPORTANT PARTNER THROUGH
INVOLVEMENT IN THE FORCES OF BOTH AUSTRALIA AND NEW
ZEALAND, AND OUR VITAL AIRPORT FACILITIES STAND AS A
CONSTANT MEMORIAL TO THE SECOND WORLD WAR.

TODAY IS AN OCCASION OF NATIONAL COMMEMORATION.
EVERYWHERE THROUGHOUT AUSTRALIA (-& NEW ZEALAND-). WE SAY
THANKS TO OUR VETERANS, AND RECOGNISE THE CURRENT WORK OF
MILITARY AND OTHER-AGENCY PERSONNEL.

I THANK YOU ALL FOR JOINING THE CEREMONIES HERE TODAY AT THE
CENOTAPH WHERE WE NOTE, WITH PRAYERS AND WREATHS, THOSE
WHOSE NAMES ARE RECORDED FOR THEIR SACRIFICES – JUST AS THEY
ARE AT THE AUSTRALIAN NATIONAL WAR MEMORIAL AND OTHER
CENOTAPHS THROUGHOUT THE COUNTRY.

TO THOSE WHO STAYED AT HOME ON THIS IMPORTANT DAY - I
SINCERELY HOPE THEY HAVE TAKEN THE TIME TO REFLECT ON WHY
THIS IS A SPECIAL PUBLIC HOLIDAY, - AND THAT THE TELEVISION
COVERAGE FOCUSSED ELSEWHERE HAS CAUSED THEM TO SERIOUSLY
REFLECT ON THIS SPECIAL OCCASION.

THE SOCIAL FUNCTIONS – AT THE “GUNFIRE BREAKFAST” AND SOON
AT THE RETURNED SERVICES CLUB LUNCH – ALSO PROVIDE OTHER
OPPORTUNITIES FOR MEMORIES AND THANKSGIVING TO BE
CELEBRATED.

IT IS SIGNIFICANT THAT AS WE STAND HERE THIS MORNING WE NOTE
THAT WE ARE SURROUNDED BY HERITAGE BUILDINGS IN THIS
KINGSTON & ARTHUR’S VALE AREA THAT WERE BUILT BY BRITISH
SOLDIERS AND SAILORS UNDER DIFFERENT AND HARSH CONDITIONS
BETWEEN 1800 & 1850. THIS BRINGS US BACK TO THE REALITY OF
KNOWING AND UNDERSTANDING THAT IT IS OUR RESPONSIBILITY TO
CREATE A MORE SUSTAINABLE ENVIRONMENT, FREE OF CONFLICT,
FOR FUTURE GENERATIONS.

REMEMBERING THE OBJECTIVES OF PAST WARS – AND THE EFFORTS OF
THOSE WHO SERVED SO VALIANTLY – CHALLENGE US ALL TO PLAN
COMPREHENSIVELY FOR THE FUTURE WITH EQUAL DETERMINATION
AND VIGOUR.

WE ON NORFOLK THIS YEAR PROUDLY CELEBRATE 150 YEARS OF
‘PITCAIRN’ HERITAGE HERE, BUT IT IS OUR COMMITMENT FOR
STARTING THE NEXT 150 YEARS THAT IS OUR RESPONSIBILITY TODAY.
IN DOING SO WE MUST REMEMBER AND ACKNOWLEDGE EARLIER
SACRIFICES AND THE LESSONS LEARNT FROM OUR PAST AS WE
CONFRONT OUR PRESENT AND PROGRESS INTO THE FUTURE.
