RE: procedure for awarding contracts by open tendering for supply, installation and start-up of the Stand for calibration
     of radiation protection monitoring instruments including computer system and dedicated software, where the
     contract value exceeds the amounts specified in the provisions issued under art. 11 paragraph 8 of the Act of 29
     January 2004 – Public Procurement Law.

            In the above mentioned procedure, at 25.06.2010. was received query on the contents of tender documents, in
            the following terms:
Formal questions:

    1) Ref. Chapter I, Section VII, Point 2
       Please, clarify, whether the detailed technical description of the offered object of contract shall be just written in
       the table of the Annex No 3 – Technical & Price Form, or a separate document containing the detailed technical
       description is required.

       The Awarding Entity answer:
       Description of the offered object of the contract can be written in the table of the Annex No 3 – Technical &
       Price Form or the offered object of the contract can be described in separate document.
    2) Ref. Chapter I, Section VIII, Point 6
       Please, confirm that it is acceptable to submit the Tender partially in Polish and partially in English languages –
       e.g. documents issued by foreign government authorities or other organisations in another language than Polish
       or English will be translated into Polish language, and all other tender documents, including the Annexes to be
       filled in, can be in English language.

       The Awarding Entity answer:
       It is acceptable to submit the Tender partially in Polish and partially in English languages.
    3) Ref. Chapter III, Annex No 3 – Technical & Price Form
       Please, confirm that foreign Economic Operator who has not a branch in Poland is not obliged to fill in the blank
       spaces in the columns Nos 7 and 8 of the table.

        The Awarding Entity answer:
        We confirm that foreign Economic Operator who has not a branch in Poland is not obliged to fill in the blank
        spaces in the columns No 7 and No 8 of the Technical & Price Form.



Technical questions:

    4) Ref. Chapter II, Point (1)
       Please, clarify, whether the requirement on the attenuator set is mandatory or not.
       If it is the case, please, indicate the beam attenuation factor to be achieved by means of the attenuator set
       required.

        The Awarding Entity answer:
        It is not mandatory. However some installations have such attenuators as an option. If such option is available
        then the attenuation factors should be: with any combination of X2, X4, X10, X100 and additionally X1 (no
        attenuator).

5) Ref. Chapter II, Point (1)
   Please, confirm that lower kerma rate (weakening of the radiation beam) can be achieved in another way than by
   attenuators – e.g. by addition of third source of appropriate activity.
6)
   The Awarding Entity answer:
   Such solution can be acceptable (However it is not obligatory)
7) Ref. Chapter II, Point (1)
   Should be the attenuator set strictly required, please, clarify, whether the requirement on the automatic remote
   controlled changing (pneumatic) of the attenuators is mandatory, or manual changing would be acceptable.

   The Awarding Entity answer:
   Such safety and convenient manual system could be acceptable as well (However it is not obligatory)
8) Ref. Chapter II, Point (2)
   Please, indicate dimensions of the apertures required and/or the beam diameter range to be achieved.
   The Awarding Entity answer:
   Aperture sizes can range at least from 1 cm to 6 cm in 1 cm increments and not modified beam as well.
9) Ref. Chapter II, Points (1), (2) and (3)
   Please, indicate dimensions of the irradiation room (length, width, height) where the equipment shall be
   installed.
   The Awarding Entity answer:
   (see attachment: RZUT PIWNIC_Popr.pdf)
   The system should be installed in four rooms:
   - P/08 room: (Cs-137: 1Ci, 100Ci) irradiation facility, X-ray machine, calibration bench
   - P/07 room: gamma (Cs-137: 50 mCi), neutron (241AmBe: 1Ci) and beta installation
   - P/06 room: control room for remote operation of irradiation facilities
   - P/04: compressors and other ancillary equipment if necessary

    However the location of neutron and/or beta installations could be P/07 or P/08 room. It depends on dimensions
    of these facilities and space available in these rooms.
    Pressure, humidity and temperature sensors: P07 one set and P08 one set (2 sets)
    The security system related to door interlock should operate as follows
    - the door to the P/08 room: Exceeding/Opening the door will turn off the irradiation facilities located in the
      P/08 room,
    - the door to the P/07 room: Exceeding/Opening the door will turn off the irradiation facilities located in the
      P/07 room,
    - the door to the P/04 room: Exceeding/Opening the door will turn off the irradiation facilities located in the
      P/08 room

10) Ref. Chapter II, Point (4)
    Please, indicate the type and dimensions of badges to be irradiated on the table. A picture of one badge would be
    also appreciated.
    The Awarding Entity answer:
    We dispose presently of following badges

    -   Polish badges (ca. cylindrical form): (a) 3 cm diameter, 1 cm height or (b) 4 cm diameter, 1 cm height

     The Awarding Entity answer:
   Yes
12) Ref. Chapter II, Point (4)
     Shall any special fixtures/jigs for positioning of badges be within scope of the supply or not?
     The Awarding Entity answer:
   It is not obligatory
13) Ref. Chapter II, Point (4)
     Please, specify the distances between badge positions and the source to be determined on the table.
     The Awarding Entity answer:
   You can determine: 30cm, 50cm and 100 cm from the source centre
14) Ref. Chapter II, Point (5)
     Please, indicate the type and dimensions of badges to be irradiated on the table. A picture of one badge would be
     also appreciated.
     Panasonic badges: see Point 9 above (“9. Ref. Chapter II, Point (4)”)
15) Ref. Chapter II, Point (5)
     Shall the table be within scope of the supply or not?
     The Awarding Entity answer:
    Yes

16) Ref. Chapter II, Point (5)
    Shall any special fixtures/jigs for positioning of badges be within scope of the supply or not?

19) Ref. Chapter II, Points (1) through (6) and (11)

Please, confirm that it is acceptable that the dedicated software for operating and controlling all the equipment and
for the recording the environmental parameters will have the man-machine interface (screens) in English language.
Or clarify what language is required .

 English and/or Polish languages are acceptable.
