Proposal of Technical Cooperation between NIDM and InWEnt-GTZ under
                Indo-German Bilateral Programme ASEM

                                   CONCEPT NOTE

1.       NIDM:

National Institute of Disaster Management (NIDM) has been mandated under the
Disaster Management Act 2005 to be the apex national level institution for capacity
building, training, research, documentation and policy advocacy on all areas of disaster
management in India. NIDM has established networking with a large number of
scientific, technical, academic, training and practising organisations within and outside
the governments at the local, provincial, national, regional and international levels for
effective implementation of its mandate.

2.       InWEnt:

InWEnt – Capacity Building International, Germany is a non-profit making organization
financed and commissioned by the Federal Republic of Germany with worldwide
operations dedicated to human resource development, training and dialogue. InWEnt’s
current programmes focuses on climate change, governance, water crisis, disaster risk
management, environment, natural resources and food through advanced training and
training, dialogue, e-learning, network building and advisory services.

3.       InWEnt in India:

Under Indo-German Development Cooperation InWEnt has contributed to India’s
national efforts for capacity building in industrial disaster risk management since 2001
in cooperation with Disaster Management Institute Bhopal. Under the project of iDRM’
(Industrial Disaster Risk Management) InWEnt has been supporting capacity building
activities in form of workshops/training programmes, publications, development and
maintenance of web-enabled platform ‘iDRM-hrdp’ focused on training resource
management. The Environmental Planning and Disaster Risk Management (EPDRM) is
an expansion to the InWEnt’s ongoing efforts on disaster risk management in India.

4.       Environmental Planning and Disaster Risk Management (EP-DRM) InWEnt-
         GTZ Project in India:

The EPDRM Program seeks to support human resource development on emerging
aspects in ‘environmental planning and disaster risk management’ including statistical
tools, fire safety planning, climate-risk and natural resources for disaster risk
management. Under EPDRM Program 2010-2013, three projects are envisaged:

        iDRM (Industrial Disaster Risk Management) which is already ongoing at DMI
        cdDRM (Civil Defence and Disaster Risk Management) which is proposed to be
         taken up at National Civil Defence College, Nagpur
        ekDRM (Environment and Knowledge Management for DRM)which is proposed to
         be implemented in collaboration with the National Institute of Disaster
         Management, New Delhi
5.      Environment and Knowledge Management for Disaster Risk Management
        (ekDRM) Project

The ‘Environment and Knowledge Management for Disaster Risk Management
(ekDRM)” project has been conceptualized to address the emerging issues of
environmental risk management and develop appropriate tools and techniques suited
to the conditions of the country. Under the project the major focus will be on
environmental concerns and decision support systems including statistical methods,
promotion of effective training methodologies, case/research studies, publication of
reference literature, monographs, educational/awareness materials, etc.

6.      Aims and Objectives

The aim of the ‘Environment and Knowledge Management for Disaster Risk
Management (ekDRM)’ programme is to strengthen capacity building initiatives on
disaster risk management with following objectives:
     a. To emphasize the environmental aspects of disaster risk management through
        use of statistical/decision-support system for assessment, planning and case-
     b. To promote effective network and training with emerging/innovative methods
        including e-learning, consultation and workshops in the areas of the project
     c. To promote effective use of web-enabled system for human resource
        development and training management in the areas of the project
     d. To promote international cooperation on exchange of ideas, expertise and
        sharing of experience on aspects of environment and knowledge management
        for DRM.

7.      Strategies

The ‘ekDRM’ project shall be implemented involving the NIDM’s network of Disaster
Management Centres at ATIs and other Institutes/Universities, etc. Relevant faculty
members on environment and knowledge management/decision support-system shall
steer the project at NIDM. Financial, technical and knowledge support from concept to
implementation of the project activities shall be extended by InWEnt-GTZ. Training
methodology shall focus on promotion of Blended-learning (combination of online-
learning and classroom training) mode of e-learning to enhance interaction and
effectiveness of the courses and better management of training and human resources
through introduction and maintenance of web-platform ‘ekDRM-hrdp’ that shall also
function as management information system of training resources, trained personnel,
experts, institutions, etc.

8.      Areas of Work

In order to fulfil the envisaged objectives of the proposed ‘ekDRM’ project, the following
areas of focus have been identified to address the broad theme of ‘environment and
knowledge management for disaster risk management’:
a. Environmental Statistics and Decision-support System for Disaster Management
b. Legal Framework and Regulations for Environment and Disaster Management
c. Spatial Planning/Information System for Chemical-Industrial Disaster Management
d. Natural Resources Management Linkage to Disaster Management
e. Environmental Services and Impact Assessment in Disaster Management

9.     Activities

Following activities shall be undertaken in the areas of work mentioned above:
a. Case/research studies and documentation based on field investigation
b. Publication of monograph and educational/awareness materials
c. Introduction and management of ‘ekDRM-hrdp’ training resource web-platform
d. Development of training modules/blended-learning e-modules and conducting
e. Conducting and supporting consultation, workshops, knowledge and experience
f. Any other relevant activity proposed and accepted in the advisory committee

10.    Budget and Modus Operandi

Project ‘ekDRM’ will be implemented by NIDM & InWEnt jointly. A management
information system for the smooth functioning and assessment of project activities shall
be maintained. Training courses envisaged under the project will be integrated with the
annual training calendar of NIDM. An annual report of activities shall be prepared and
submitted on completion of the year.

For the ‘ekDRM’ component with NIDM the annual budget allocation will be in the range
of 100 to 120 thousand Eur during the project period of 2010-2013.

The expenses of the project TA Capacity Building activities shall be incurred and be
maintained by InWEnt in India. No transfer of funds is foreseen.

11.    Commitment of InWEnt

Under the NIDM-InWEnt technical cooperation in form of ‘ekDRM project’, InWEnt will
provide technical and financial support as given below:

 (a) Technical Support:      Technical expert input for design and development of training
                              modules and blended learning e-modules/platforms
                             International/national resources persons for workshops,
                              training courses under the ekDRM project
                             Study/exchange tours network partners to study best practices
                             Technical/expert support in conducting research/case study,
                             Development of web portal ‘ekDRM-hrdp’ for blended learning
                              courses, user databases and training resource management
                             Activities to support training network for the ‘ekDRM’ project
 (b) Financial Support:      Covering expenses for project activities:
                              (a) venue, lodging & boarding, travel expenses of resource
                                  persons, secretarial, stationary, etc.
                              (b) field travel and stay expenses in relation to case/research
                                  study, training/workshop etc.
                              (c) portables and equipment to support presentations,
                                     simulations, demonstration and field observations
                                (d) procurement of data, maps, reports, etc. to support project
                                (e) any other item relevant to project activities
 (c) Human resource            staff for assisting in planning/organizing training/workshops/
     support:                   blended-learning courses
                               research/case study or documentation and
                               capacity development for operating and maintaining the web-
                                portal ‘ekDRM-hrdp’ and its contents

12.      Commitment of NIDM

For implementation of ‘ekDRM’ programme as envisaged in the proposal, NIDM shall
execute the project by associating faculty members on environment and information
management for coordination/steering of the project and conducting/organizing
activities envisaged in the proposal as per annual plan. The Executive Director, NIDM,
shall chair the advisory/consulting meeting to present the abstract annual plan
(beginning each year), with following invitees/representation:

      (1) ED, NIDM (Chairperson)
      (2) Joint Secretary (ASEM), MoEF or representative
      (3) Joint Secretary (DM), MHA or representative
      (4) Senior Advisor InWEnt-GTZ India
      (5) 2 – 3 subject specialists concerned (co-opted)

13.      Expected Outcomes

The short and long-term benefits of ‘ekDRM’ project activities shall be following:

a. Strengthening capacity building efforts by addressing the gaps associated with
   environment issues for holistic disaster management
b. Developing reference literature in terms of publications and case/research studies
   and documentation
c. Effectively managing training courses and training resources by way of multiple use
   of resources through web-platform
d. Disseminating knowledge on environmental and decision/planning issues for larger
   benefits of stakeholders at all levels
e. Creating a human resource network on the areas envisaged in the project.
