SENIOR TEAM MEMBERS
Mytch Jeffrey established BRI in 1989.
Prior to establishing BRI Mytch served with the NSW Police Service for ten years, with his last
deployment as an Instructor with the Special Weapons and Operations Squad (SWOS).
During his time with SWOS, Mytch was responsible for the establishment of the NSW State Vital
Installation Program that was formed to provide protective and security policies and procedures for
New South Wales’ major economic, government and private sector installations including oil refineries,
airports, steelworks and power stations.
His experience includes the formulation of crisis management and emergency plans, protective
security design and auditing, retail security and the formation of strategic security risk management
Mytch has been called upon to provide expert evidence on a number of occasions in a wide variety
of security related issues, including both the provision of expert reports and presentation of evidence
in court. He has also presented a large number of security-related seminars.
His particular expertise involves the review and analysis of appropriate security programs, expenditure
and strategies to counter risk and minimise and deter crime. He has lectured on Australian Standards
particularly AS 4360: Risk Management as it relates to security and property protection.
Mytch is regarded as one of Australia’s leading practitioners in terms of corporate and celebrity
safety involving personal attack, stalking, extortion and the establishment of personal protection plans
both within Australia and overseas in some of the world’s most violent regions.
National Manager Frank Bellomo joined BRI in March 2005. His responsibilities include coordination of
all national operations with a specific focus on human resource management, industrial relations,
labour control practices, quality assurance, contract and financial management, special projects
and assignments, business development, security consultancy, and strategic and tactical
management advice and direction.
Frank has over 18 years of experience in the safety, security and risk management industry. He has
provided advice and given strategic direction to government and non- government organisations
across numerous sectors including aviation, rail, insurance, religious, commercial, residential, industrial,
aged care and health facilities, arts, iconic Melbourne structures and some of the State’s critical

instrumental in the development of the industry through his participation in numerous steering
committees and working groups in areas including training, education, security risk management,

He is the current president of the Victorian Security Institute where he represents the industry on a
number of academic and industry based boards and committees. He is the course convener and
lectures in Security and Risk Management related studies at Kangan Batman TAFE. Frank has
delivered training in specialist areas that include Counter-Terrorism First Response, Operational
Management, Powers of Arrest and Use of Force Continuum, Emergency Response and Coordination,
Dispute Resolution, Executive Protection, IED Awareness, Detection and Response and Event
As licensed security operative and bodyguard and a registered Security Advisor and Trainer under the
Private Security Act 2004 Frank holds postgraduate qualifications in Business and Human Resource
Management and other qualifications in Training, Security and Risk Management. He holds formal
membership with ASIS International and the Victorian Security Institute.
TRAINING, QUALITY & COMPLIANCE MANAGER
Ian Phipps has a lengthy background in Law Enforcement having served with the Royal Australian Air
Force Police the NSW Police Force and the United States Department of State. His work has been
recognised by the awarding of a number of letters of citation and awards from within the
departments and various other agencies from Australian and Overseas.
He has a background in operational policing having undertaking duties including the writing of
operation orders and execution of multi-agency operations, involving a wide spectrum of criminal
matters, marine policing, public order and dignitary protection. Whilst the Education and Training
Officer for the NSW Police Force’s Marine Area Command he developed a number of courses and
training awareness packages, in addition to a number legal packages for use within the industry.
Ian has a Diploma in Policing, Certificate of III Frontline Management, Certificate IV in Assessment and
Workplace Training amongst other specialised law enforcement and marine training.
Scott O’Driscoll is our Senior Consultant. His responsibilities include security risk management, hazard
and safety risk management, investigations management, crisis and emergency management
planning, security system design, development of security policies and procedures, security system
training, customer service, industry compliance and business development.
Scott has 27 years experience in the security industry with expertise in all areas of physical security
including CCTV, Access Control, Alarms, Locks and CPTED Principles. During his time in the industry
Scott has been heavily involved in the development of security and hazard and safety risk
management strategies for large multi-national companies and government bodies throughout
Scott is a member of ASIS International and is a Certified Protection Professional (CPP) which is a world
recognised qualification of competency in the areas of security solutions and best-business practices
obtained through an intensive qualification and testing program.
His qualifications include a Diploma in Security Studies, a Certificate in Intelligence and Investigation
and a Certificate in Fraud Risk Awareness all from the University of Western Sydney. He is a licenced
Security Consultant, Private Investigator and a Locksmith by trade.
Scott also writes for one of the largest circulating security magazines in the southern hemisphere.
MIDDLE EAST & EUROPE SPECIALIST ADVISOR - CENTRAL EUROPE
Steve is the Partner in Deloitte for Central Europe (CE) in charge of Forensics and Dispute Services
taking up this role in 2008. He is responsible for conducting complex forensic assignments and
ensuring that tasks are undertaken within the relative legislative requirements and the Firm's risk
management framework for the 17 CE counties. In this capacity he has to work in a multilingual and
cultural environment while ensuring a commercial result. He also has to coordinate the various
activities that connect to this region from member Firms, coordinating tasks and projects across the

insurance brokers in providing total risk management solutions for Marsh McLennan clients. He dealt
specifically in the development and improvement of enterprise risk management and risk frameworks
with senior members of organisations.
Steve has a unique business and personal profile. He has enjoyed working closely with business
leaders in the prevention and management of strategic risk issues, looking forward with them to
support business plans and objectives.
He has a Masters Degree in Dispute Resolution from the University of Technology, Sydney (MDR) and a
Masters of Science (Risk) Degree (MSc) from Leicester University, UK.
STATE MANAGER - NSW
Darren has over 15 years experience in the security and hospitality industry. His qualifications include
tertiary studies from the University of Western Sydney, Train the Trainer, Certificate IV in Security and
Risk Management, and a Certificate III in Investigative Services. He is a licenced security consultant
and holds a commercial and private inquiry agents licence.
Darren has held a number of senior positions in the security industry with high profile organisations
such as Star City Hotel and Casino, Queen Victoria Building, Hotel Intercontinental and Sydney
Harbour Venue Management.
He has extensive experience with large scale events and crowd control, Incident and Emergency
management, and training and inducting staff. Darren specialises in the planning and logistics of
major events, and also heads up Sydney’s executive protection division focusing on BRI’s blue chip
clients, annual general meetings, corporate functions and executive travel.
As State Manager for NSW Darren’s role will see him oversee the guarding services across New South
Wales as well as manage a team of dedicated Account Managers and administrative staff. Darren is
responsible for contract compliance, client services, human resources, and business development.
Darren also oversees BRI’s staff selection and recruitment process, and continual staff training
program. Darren has been instrumental in the joint venture formed with TAFE NSW, who have been
engaged to conduct all BRI’s in-house training.
ACCOUNT MANAGER - NSW
Con Tsamardos has over five years experience in the security industry.
Con has held supervisory and managerial roles within the security industry with a number of high
profile companies including Foxtel Television Centre, News Limited, Darling Harbour Foreshores and
Sydney Olympic Park.
He has extensive experience in CCTV, access control, event management, training and inducting
staff and the development and implementation of policies and procedures.
As an Account Manager for NSW, Con is responsible for the educational guarding portfolio for BRI
including the University of Western Sydney and TAFE NSW. He is also responsible for client service,
human resource management and overall business development.
ACCOUNT MANAGER - NSW
Scott Hatfield has more than ten years managerial experience including National Operations
Manager with an Import and Export company.
This role included the deployment and management of staff across five states. Scott also has ten
years experience in the New South Wales Police Force, specialising in areas such as brief handling
and community liaison. As a Field Training Officer, Scott was responsible for on the ground training
and development of New South Wales Police recruits.

OPERATIONS MANAGER - VICTORIA
Stefan Wobking is BRI Victoria’s Operations Manager and oversees the state’s operations with a focus
on client services, operations labour control and new business development.
He is an experienced security professional with over eight years experience in the protective and
electronic security arena. He has held numerous site management positions with some of the
country’s leading security providers and has had considerable experience in human resources, labour

Spiro joined BRI in March 2006 as an Account Manager and is responsible for supervising staff and
conducting site inspections at various locations to ensure that high standards are met and staff are
carrying out their duties in a professional manner and meeting clients’ expectations.
Spiro holds numerous certificates in areas of security, investigations, prosecution, evidence gathering
and submission, executive protection and report writing. He is also an approved trainer in Terrorism
Awareness under the Project Griffin initiative.
He has over twenty years experience in the security and enforcement industry in the government and
private sectors. He began his career with the State Transit Authority as an enforcement officer and
was responsible for the development and training for new employees in the tram and bus division.
During this time Spiro spent three years with the Australian Army Reserves as an infantry soldier. He also
worked for the Melbourne Market Authority as an enforcement officer and also as a security manager
for the Melbourne 2006 Commonwealth Games in the high security area of the Uniform and
Spiro has also worked as Personal Security for a number of international visiting identities and in the
corporate security and investigations field. Spiro was recently invited to partake in the Project Griffin
course which was run by the Victorian Police.
SECURITY MANAGER QV - VICTORIA
Liam has worked in the security industry since 2002 with a number of major organisations including
Crown Casino & City of Melbourne.
Liam possesses extensive experience within the security industry generally and Security Control Room
and CCTV Camera Management in particular. He has proven skill sets and qualifications in major
event planning, public order prevention, human resource management conflict resolution and
Liam's experience in managing complete technical security environments makes him a suitable
addition to the BRI team to head the security management within the Melbourne QV precinct
responsible for all security operations both tactical and strategic.

BRI has been in business for nearly 20 years and during this time has accumulated considerable
physical and human resources in both NSW and Victoria.
BRI NSW operates from company-owned headquarters in Palmer Street, East Sydney, which is fully
resourced to perform all security-related tasks. Similarly BRI Victoria operates from fully equipped
company-owned offices at 1 Queens Road Melbourne.
BRI NSW has a 24-hour operations centre available to field calls and respond to emergencies at any
time of the day. Our inspectors are out in the field to ensure quality compliance and to act as an
immediate emergency response when required.
BRI Victoria runs a 24-hour Control Room located at QV in central Melbourne.
In addition to the experienced management team headquartered in Sydney, the company employs
over 250 personnel including both permanent and casual employees as well as a fleet of 16 fully

BRI developed a custom Security Risk Assessment program for a leading bank which was
used to carry out national assessment for its ATM network. A similar program was used for

CROWD CONTROL AND VENUE MANAGEMENT
BRI provided expert advice on Crowd Control and Security matters to the Sydney
Organising Committee for the Sydney 2000 Olympic Games.
BRI has been involved in providing unique consultancy services to the premier venues
throughout Australia and overseas, including the Sydney Cricket Ground, the Sydney
Football Stadium, Sydney International Aquatic Centre, ANZ Stadium and Eden Park
(New Zealand). These services not only include expert assistance in planning venue
security and crowd control issues but also the deployment of qualified staff, training of
site personnel and development of emergency and other operational procedures.
BRI is also actively involved in the planning and co-ordination of major concerts, outdoor
operas and other public events, and has coordinated large scale events such as U2,
Aiida and the Super League Grand Final.
BRI was contracted by the Sydney Organising Committee for the Olympic Games
KEEPING PATRONS (SOCOG), as well as the NSW Police Olympic Security Group (OSG) to provide expert
SAFE advice and assistance on crowd control and security matters.
DISASTER AND EMERGENCY PLANNING
BRI created an Emergency Management Manual encompassing preventative response
and recovery arrangements for Southern Cross Station in Melbourne.
BRI is able to prepare Disaster and Emergency Plans for all types of buildings, businesses
and operations. The evaluation of emergency procedures manuals and the
identification of circumstances such as bomb threat, emergency first aid, explosion, toxic
spill, fire, evacuation and recovery planning are some of the areas that are included in
Disaster and Emergency Planning.
The procedure manual not only provides definitive information relating to the preferred
response to such emergencies, but also provides instructions relating to responsibilities
and duties, notification and liaison. Comprehensive checklists, diagrams and flow charts
supplement the documentation.
The procedures are tested and evaluated through staff exercises, which are designed to
evaluate the effectiveness of the procedures.
