       The Institute is organising Training Programme on Empowering Trade Union
Leaders from June 01-06, 2009 at its campus in NOIDA. The programme is designed to
enhance knowledge and skills of trade union leaders. It will enable them to contribute
more effectively to the organisations they represent. The enclosed brochure provides
the details of the issues that would be covered during the programme.

       The programme will, in particular, focus on the economic policy, recent trends in
industrial relations and the implications of the changes for industrial growth and
employment. The programme is exclusively for trade unions office bearers.

INTRODUCTION

        Events of far reaching consequences are reshaping and defining anew the social,
political and economic purpose of trade union across the world. In India too, substantial
changes in economic policy have thrown up new challenges for trade union.

       Trade union leaders need to understand these changes and analyse their
implications to serve better their members and contribute more effectively to the viability
of the organisations in which they work.

       To enhance their effectiveness, trade union leaders need to acquaint themselves
with the recent developments in human resource management, the change in
negotiation processed the growing quality consciousness and the increasing emphasis
on individual excellence and team work in the functioning of the organisation.


AIM

The programme aims at empowering of trade union leaders by enhancing their
knowledge skill base.


OBJECTIVES

To achieve this, following will be the objectives of the programme:



     Have familiarity with the changes and trends in industrial relations and labour
      laws
     To sharpen skills of leadership.
     To discuss the role of Trade Unions in emerging reforms and political scenario

       Stay arrangement will be made in the hostel of V. V. Giri National Labour Institute.

the forenoon of June 07, 2009 on twin sharing basis. For extended stay or early arrival,
lodging & boarding charges would be borne by the participants



PROGRAMME FEE

       This is a residential programme and the fee for each participant is             Rs. 10,
000/-. It includes training material, board and lodging.

        Only in very exceptional cases admission will be granted to non-residential
participants in which case the fee will be Rs. 9,000/-. But, to ensure an effective
interaction, the institute will give preference to the residential participants while enrolling
them for the programme.

      The fee is payable in advance by demand draft drawn in favour of V.V. Giri
National Labour Institute, payable at New Delhi. The fee is not refundable once the
nomination is accepted.

Introduction

"No one shall be condemned unheard" is one of the basic principles of natural justice.
This equally applies to domestic enquiry. To put this principle into practice is however, a
difficult job. This problem arises because the rules and laws for conducting domestic
enquiry have to be garnered from myriad decisions of High Courts and the Supreme
Court. Inadequate understanding of the basic principles, and the emerging trends as
evident through judicial interpretations, has often resulted in setting aside of findings of
domestic enquiries. Departure from impartiality and objectivity in domestic enquiry, in
other words denial of opportunity to the delinquent employee to prove his innocence
amounts to denial of justice. Undoubtedly, the quality of domestic enquiry has an
important role to play in building up morale and trust in the organization.


This programme has been designed to give the participants an in depth understanding of
the basic principles of natural justice and element of objectivity in procedures relating to
domestic enquiry. In addition to the conceptual and pragmatic issues relating to the
subject, judgements of High Courts and the Supreme Court will be discussed during the
programme with a view to enlighten and enrich the participants on various aspects of
domestic enquiry so that they can perform their role, in this regard, effectively.

   To identify factors affecting discipline in industry in order to prevent indiscipline;
   To understand implications of the principles of natural justice;
   To unravel the procedural tangles of domestic enquiry
   To develop understanding on misconduct, preliminary enquiry, framing and service of

       Child labour is a serious problem and needs to be tackled effectively. A training
programme for the NGOs has been devised in order to provide relevant information and
requisite skills to the representatives of NGOs to enable them to effectively tackle the
problem of child labour in the North-Eastern Region.

INTRODUCTION

    The problem of child labour has been addressed both by Preventive and curative
approaches including legislative measures, policy interventions and programmes. While
efforts of various social partners are converged to end the problem of child labour in
India, it is felt that there is a need to strengthen these efforts and take adequate
advantage of the inherent synergy. It is to this end that the training programme for the
NGOs of the North-East has been devised in order to provide relevant information and
requisite skills to representatives of NGOs to enable them to tackle the problem of child
labour effectively in their respective Districts by emerging as change agents.

OBJECTIVES


         To identify the role of NGOs in the prevention and elimination of child labour
         To develop understanding on the magnitude, causes and consequences of
          child labour
         To enhance understanding on the policies and legislation pertaining to child
          labour

COURSE PROFILE

         Overview of Child Labour in India
         Governmental and Non-governmental Interventions
         Techniques and Skills of Conducting Training Programmes on combating
          Child Labour
         Presentation and Communication Skills
         Developing training materials on child labour

METHODOLOGY

Experience based learning through the following individual and collective processes:
understanding, experiencing, owning, experimenting, multiplying and strengthening,
internalizing, applying and sustaining
PARTICIPANT PROFILE

Non-Government Organisations in the North Eastern Region working for the vulnerable
sections of the population.

RESOURCE PERSONS

      Faculty will comprise of Academicians, Activists, Government Officials, Trade
Union Leaders and NGOs actively involved in the area of child labour

ELIGIBILITY

       1. Participants should be above 22 years and below 50 years of age and should
          be from North Eastern States only.
       2. Should be actively engaged in grassroot level activities and have a minimum
          experience of 2 years.
       3. Should have working knowledge of English or Hindi.


PROGRAMME DATES

June 22-26, 2009

The programme commences at 9.30 a.m. on June 22, 2009 and will conclude in the
afternoon of June 26, 2009.

       The Institute’s campus is situated near Prakash Hospital and NTPC Ltd, and is at
a distance of 20 kms from New Delhi Railway Station. NOIDA is situated at Delhi border
in close proximity to Mayur Vihar, Delhi.

STAY ARRANGEMENT

       Stay arrangement will be made in the hostel of V.V. Giri National Labour Institute
only for the participants. The boarding and lodging will be provided from the
afternoon of June 21, 2009 till the forenoon of June 27, 2009. The additional cost of
early arrival or extended stay will be borne by the individual participants.
TRAVELLING EXPENSES

      1. No fee is charged from the participants.
      2. The participants are paid Second Class sleeper Rail/Bus fare from their place
         of work to NOIDA and back by shortest route on production of a copy of ticket.
      3. The local conveyance will be reimbursed restricted to the actual expenditure
         incurred or Rs. 350/- whichever is less.
      4. The participants are provided free board and lodging for the duration of the
         programme.


NOTE:      Participants are requested to book their return journey ticket in
           advance from their own place.

Training Programme on Developing Social Security for Civil Society Organisations
from June 29-July 03, 2009 at Institute Campus, NOIDA.

      The specific objective of the training programme is to equip the participants with
the concept of social security and familiarise them with social security programmes. The
programme will also help the participants to develop self help social security network.

       There is no programme fee. The participants would be provided free boarding and
lodging facilities at the Institute’s hostel.

INTRODUCTION

      Social Security measures have been an essential aspect of any society.
However, the forms of security and the process of implementation vary from time to time
and as per the region specific needs. The objective of providing social security has
remained the same despite the variations in providing some forms of assistance to
people during their period of distress – distress caused by any unforeseen and inevitable
eventualities like sickness, accident, unemployment, death, etc.

        Today state plays a very important role in providing social security measures to
people in different forms with different terms and conditions. But despite many social
security programmes and schemes, the provision of social security has remained
virtually conspicuous by its absence in the lives of the great majority of the workers of the
unorganized sector. Hence, it is necessary to explore ways and means to extend social
security measures to unorganized sector workers.

AIM

       To develop grassroots level social security network.


THE OBJECTIVES

        The programme is being organised by the V.V. Giri National Labour Institute with
the following main objectives:-

         To acquaint with concepts of social security
         To familiarise with the social security programmes
         To develop self-help social security network
         To familiarise with different micro level social security experiments

        Government Officials & Representatives of Civil Society Organisations. For the
welfare of vulnerable and marginalized groups of the society, we will appreciate if
participants from reserved categories (SC/ST/OBC) are also nominated.
