                            REGULAR COUNCIL MEETING
                                SEPTEMBER 14, 2010
The September 14, 2010 Regular Meeting of Council of the Village of Consort was
called to order at 7:00 PM.

Attendance

Mayor Terry McMahon, Councillors Dale Kroeger, Gerald Rehman, Roxanne Stillings
and Wayne Walker and Acting CAO Michelle Formanek were present for the meeting.

Adoption of the Agenda

10.338 Moved by Councillor Kroeger that the agenda of the regular council meeting of
       September 14, 2010 be adopted as presented.
                                  Carried

Minutes

10.339 Moved by Councillor Rehman that the minutes of the August 24, 2010 Regular
       Council Meeting be accepted as presented.
                                  Carried

10.340 Moved by Councillor Walker that the minutes of the September 7, 2010 Special
       Council Meeting be accepted as presented.
                                  Carried

Issued Cheque List

10.341 Moved by Councillor Walker that the Issued Cheque List in the amount of
       $73,477.55 be approved as presented.
                                   Carried

Unsightly Yard Bylaw

A review of the unsightly yard bylaw is being done. It is felt that our charges are too
low. Other communities are to be contacted to find out if they have a bylaw and how
much their charges are.

Hall Air Conditioning & Furnace Replacement

The Shunda Construction quote for the Air Conditioning and Furnace Replacement at the
hall was presented to Council for more discussion. This project was included in the
original application for the RINC Grant.

10.342 Moved by Councillor Kroeger that the quote from Shunda Construction
         regarding the Hall Air Conditioning and Furnace Replacement quote be accepted
         for information.

It was felt that a walk through with the contractor should be done.

Atco Gas Franchise Agreement

10.343 Councillor Stillings moved that the Atco Gas Franchise Fee for 2011 remain
       unchanged.
                                    Carried

Activation Analysis Group

Activation Analysis Group provided costs to provide interim CAO support.

10.344 Councillor Kroeger moved that information from the Activation Analysis Group
       be tabled until the next meeting.
                                     Carried

Development Permits

10.345 Councillor Stillings moved that the Development Permit from Tyler Owens to
       remove and replace his mobile home be approved.
                                     Carried
10.346 Councillor Rehman moved that the Development Permit from Wayne Noble to
       build a carport and shed attachment to his garage be approved.
                                     Carried

Electro Tel Information

Electro Tel was contacted to do an audit of the Village’s telephone bill accounts. They
had some recommendations that would result in some savings for the Village on the
Telus telephone bills.

10.347 Moved by Councillor Kroeger that Electro Tel be contacted to follow up on their
       recommendations.

Animal Control Patrol Reports for August, 2010

10.348 Moved by Councillor Stillings that the Animal Control Patrol Reports for
       August, 2010 be accepted as information.

Consort Municipal Library – Minutes and Executive Ratification

The Consort Municipal Library Board sent their minutes naming their new executive.
Christine Fischer is the new Chair/Treasurer and Lisa Myers-Sortland is Secretary. They
requested that Council Ratify the appointments.
10.349 Moved by Councillor Rehman that the new Executive for the Consort Municipal
        Library Board be ratified.
                                     Carried

Sportex Fundraising Committee

Trish Kelts and Bryan Romaniuk representing the Fundraising committee for the Sportex
Project joined the meeting. Mayor McMahon gave a brief outline of the progress of the
project. The committee requested that there be more communication between Council,
the Committee and the public as a whole. Council agreed that they would try to
communicate more about the project. It was decided that a Donation listing would be
submitted to The Consort Enterprise periodically to thank all the donors. Bryan outlined
the upcoming fund raising activities. They will be having a Tug-O-War dance and a
hockey pool for fundraising. Any Village Facilities used for fundraising purposes will be
rent free. The next Fundraising Committee meeting will be held on September 29,2010.
The Council expressed their gratitude to the Fundraising Committee for all their hard
work and dedication and expressed their wishes to have continued open communication.

Envision Edmonton – City Centre Airport Campaign

Envision Edmonton requested a contribution of $ 1.00 for each resident of The Village of
Consort to help their campaign to save The Edmonton City Centre Airport.

10.350 Moved by Councilor Kroeger that the request from Envision Edmonton for $1.00
       contribution be accepted as information.
                                    Carried

Edmonton City Centre Airport Petition

Envision Edmonton presented a petition to Premier Stelmach voicing concerns over the
closure of the Edmonton City Centre Airport which will affect air ambulance traffic.
They are requesting that we distribute their petition to our residents to help their cause.

10.351 Moved by Councillor Walker that the request from Envision Edmonton to
       distribute their petition be accepted as information.

County of Paintearth Invitation to Grand Opening

County of Paintearth sent an invitation to the Grand Opening of their new administration
building being held on September 29,2010.

10.352 Moved by Councillor Rehman that the invitation to the Grand Opening of the
       new County of Paintearth building be accepted as information. A number of
       Councillors will be attending to show our support.

Alberta Municipal Affairs – Municipal Internship Program

Municipal Affairs has invited the Village to participate in the 2011 Municipal Internship
Program.

10.353 Moved by Councillor Rehman that the Village participate in the 2011 Municipal
       Internship Program if we meet the requirements and invite The Village of
       Veteran to join with us.

Sportex Renovation Project Community Meeting Minutes

10.354 Moved by Councillor Stillings that the Sportex Renovation Project Community
       Meeting minutes be accepted as information.

Sportex Site Meeting August 24, 2010 Minutes

10.355 Moved by Councillor Rehman that the Sportex Site Meeting Minutes from
       August 24, 2010 be accepted as information.
                                  Carried

Trail of the Buffalo Tourism Association Membership

The Trail of the Buffalo Tourism Association Membership renewal statement in the
amount of $892.50 was discussed.

10.356 Moved by Councillor Walker that the Trail of the Buffalo Tourism Association
       Membership not be renewed.

Premier Stelmach Letter

Mayor McMahon had sent an email to Premier Stelmach expressing our concerns over
the possible closure of the heli-pad at the Hospital. Premier Stelmach sent a letter
explaining that the heli-pad is scheduled to be upgraded and repaired, hopefully this year.
The heli-pad is not scheduled to be closed.

10.357 Moved by Councillor Kroeger that the letter from Premier Stelmach concerning
       the Hospital heli-pad be accepted as information.

Speed Limit Reduction

Alberta Transportation responded to our letter concerning speed limit reductions on
Highways 12 & 41. They had conducted a speed limit review using Transportation
Association of Canada standards and guidelines. All the factors were analyzed and the
recommended speed limit should be 90 kph, but the speed limit is already posted at 70
kph, so they will be allowed to remain. They felt that a lower speed limit would be more
dangerous. They will continue to monitor the traffic growth and urban development on
these highways.

10.358 Moved by Councillor Kroeger that the letter from Alberta Transportation
       concerning the speed limits on Highways 12 & 41 be accepted as information.

Red Deer River Water Shed Alliance Public Meetings

The Red Deer Water Shed Alliance is holding public information meetings to develop an
integrated water shed management plan.

10.359 Moved by Councillor Stillings that the Red Deer River Water Shed Alliance
       letter be accepted as information.
                                     Carried

Alberta Children & Youth Services Recruitment

Alberta Children and Youth Services are recruiting members for the Children and Youth
Service’s Boards and Appeal Panels.

10.360 Moved by Councillor Walker that the letter from Alberta Children and Youth
       Services be accepted as information.

Bylaw Enforement Officer Shared Services

Coronation Town Council enquired if we would be interested in establishing a shared
Bylaw Enforcement Officer position. They have not worked out any details about costs,
mileage or how hours would be allocated to the Village.

10-361 Moved by Councillor Walker that we inform Coronation Town Council that we
would be interested in establishing a shared Bylaw Enforcement Officer position, but we
would like more information concerning costs, etc.

Animal Control Letter of Concern

A letter from a Village resident was shared with Council concerning the skunk and stray
cat population in the Village. They feel that their dog is barking due to all the cats and
skunks that come into their yard and that they shouldn’t be issued warnings or tickets
under the Noise or Dog Bylaws. Council discussed the possibility of a cat bylaw, but it
is too hard to enforce. The Village has skunk traps available for residents to borrow and
trap the skunks and dispose of them humanly.

10.362 ved by Councillor Walker that the letter of concern regarding the skunk and stray
      cat population in the Village be accepted as information.

AUMA Convention Meeting with Government Officials

Government of Alberta Environment invited Council to meet with them at the AUMA
Convention in Edmonton in November. It was felt that we had no issues to discuss with
them at this time, so a meeting doesn’t need to be scheduled this year.

10.363 Moved by Councillor Stillings that the letter from Government of Alberta
       Environment be accepted as information.
                                    Carried
Council would like meetings scheduled with the Health and Transportation Ministers and
Minister Hayden at the AUMA Convention.

10.364 Moved by Councillor Rehman that meetings be scheduled at the AUMA
      Convention with Minister Hayden and the Ministers of Health and Transportation.

10.365 Moved by Councillor Kroeger that the next regular meeting of Council of the
      Village of Consort be held on September 28, 2010 at 6PM.

Vehicle Allowance

10.366 Moved by Councillor Rehman that Administrative Assistant Denise Gramlich be
      paid a $50.00 vehicle allowance per month for the use of her private vehicle for
      Village business.
                                   Carried

Adjournment

10.367 Moved by Councillor Stillings that the Regular Council Meeting of September
      14, 2010 be adjourned at 9:45 PM.
