1. Resolution 0936:
Acceptance of the proposed agenda
Councillor Michel Léger moved, councillor Donna Florence seconded and it was resolved that
the proposed agenda be accepted.
ADOPTED
The minutes of the meeting of April 11 2009 were read.
2. Resolution 0937:
Adoption of the minutes
Councillor Susan de Schulthess moved, councillor Mark Uchwat seconded and it was resolved
that the minutes of the meeting of April 11 2009 be adopted as read.

3. Question period
Mayor Huot addressed issues of security. He will be attending a meeting on June 22 2009 with SQ
representatives to discuss problems with SQ service to the Town of Barkmere. The SQ is now
assigning a sponsor to each municipality for more personalized attention which will hopefully
improve service, in light of problems suffered by citizens in the Town.
4. Urbanism/Building Inspector/Forestry Operations
4.1 Public installation supervisor’s report
The report of the Public installation supervisor, to April 2009, was read by the Director General:
Ÿ Duncan road was visited and all was found to be fine; the landing to the wharf has been cleaned;
the public toilets are functional; the forest fires sign has been put up; the fire pumps have been
installed.
Ÿ Yvon Dion has taken a first aid course offered by the CSST. He is now qualified in first aid and as a
first responder.
Ÿ New signs will be installed at the entrance to the Town.
Ÿ The DG will address signs on Duncan road.

4.2 Transfers

4.3 Building inspector’s report
The Building Inspector deposited her activity report for April 2009: Nothing to report.
5. Report of urbanism committee (CCU)
The CCU is working on the Urban plan and its related bylaws. The committee is addressing details
which will be reviewed in a meeting later on May 9 2009. An information session is planned for
Saturday, May 23 2009 and for the morning of May 30 2009. A public consultation assembly will be
held on May 30 2009 in the afternoon.

6.1 Notice of motion
Urban Plan Draft Bylaw
Councillor Susan de Schulthess gives notice of motion to the effect that a draft bylaw entitled
« Urban Plan Bylaw » will be adopted at a subsequent meeting of this council, and in
compliance with the Loi sur les cités et villes, is requesting a dipensation with the reading of
the bylaw and a copy is given to each member of this Council.
Bylaw no. 200 entitled « Urban Plan Bylaw » will repeal the « Urban Plan Bylaw » currently in
force.

Zoning Draft Bylaw
Councillor Susan de Schulthess gives notice of motion to the effect that a draft bylaw entitled
« Zoning Bylaw » will be adopted at a subsequent meeting of this council, and in compliance
with the Loi sur les cités et villes, is requesting a dipensation with the reading of the bylaw and
a copy is given to each member of this Council.
Bylaw no. 201 will repeal bylaw no. 89 entitled « Zoning Bylaw » and bylaw no. 164
entitled « Identifying conditions related to private swimming rafts » as modified by their
amendments.

the bylaw and a copy is given to each member of this Council.
Bylaw no. 203, entitled « Construction Bylaw », will repeal bylaw no. 91 « Construction

Bylaw », repealing bylaw no. 91 « Construction Bylaw » and the Bylaw no. 142
« Fortification or protection of a construction » as modified by their amendments.

the bylaw and a copy is given to each member of this Council.

with the reading of the bylaw and a copy is given to each member of this Council.

THAT the council of the Town of Barkmere adopt draft bylaw no. 206, entitled « Architectural
Integration and Installation Plan ».

6.19 Resolution 0950
Date of the Public Consultation Assembly
Councillor Michel Léger moved, Councillor Bruce Perron seconded, and it was unanimously
resolved by those present
THAT the council of the Town of Barkmere host a Public Consultation Assembly relating to
Bylaws 200, 201, 202, 203, 204 and 206 on Saturday May 30 2009 at 1:30pm.

7. Report of environment committee (CCE)
Councillor Bruce Perron announced that the committee has addressed issues relating to the Urban
Plan and its bylaws.
8. Request for forestry road closure (MRFN)
A meeting with the MRFN scheduled for May 7 2009 was postponed to the end of June 2009.
9. Notice of motion
Bylaw constituting the Consultative committee on urbanism
Councillor Susan de Schulthess gives notice of motion to the effect that a draft bylaw entitled
«Bylaw constituting the Consultative committee on urbanism » will be adopted at a subsequent
meeting of this council, and in compliance with the Loi sur les cités et villes, is requesting a
dipensation with the reading of the bylaw and a copy is given to each member of this Council.
Bylaw no. 205 will repeal Bylaw no. 144 « Bylaw concerning a Consultative committee on
urbanism » as modified by its amendments.
10. Legal Affairs
10.1 Resolution 0951
Signing a statement of offence
Councillor Bruce Perron moved, Councillor Michel Léger seconded, and it was unanimously
resolved by those present
THAT the council of the Town of Barkmere give signing authority to the Town Manager and the

11. M.R.C. and governmental affairs
11.1 Resolution (0952)
Substitute at the conseil des maires de la MRC des Laurentides
Councillor Michel Léger proposed, councillor seconded by Donna Florence seconded and it
was unanimously resolved by those present
THAT councillor Susan de Schulthess replace Mayor Charles Huot at the conseil des maires
de la MRC des Laurentides meeting to be held on Thursday, May 21 2009.

11.2 Resolution (0953)
Fondation Palliaco
GIVEN THAT the Fondation Palliaco des Sommets is soliciting significant financial aid from
the provincial government;
GIVEN THAT the Fondation Palliaco has asked the Town of Barkmere to support Resolution
no. 2009.03.4467;
Councillor Mark Uchwat proposed, councillor Susan de Schulthess seconded and it was
unanimously resolved
THAT the Town of Barkmere support Resolution no 2009.03.4467 relating to the Fondation
Palliaco des Sommets’ request to the provincial government for significant financial aid to
allow its continued existence.

11.3 Resolution (0954)
Aerobic corridor
GIVEN THAT the MRC des Laurentides is asking the provincial government, by legislative act
or by decree, to implement the necessary measures, financial and otherwise, to solve
problems related to the operation of the multifunctional trail known as the “corridor
aérobique”;
GIVEN THAT the Town of Barkmere has been asked to support this Resolution (no.
2009.03.4446);
Councillor Michel Léger proposed, councillor Donna Florence seconded and it was
unanimously resolved
THAT the Town of Barkmere support Resolution no 2009.03.4446 pertaining to solving the
problem related to the aerobic corridor.

11.4 Resolution (0955)
High speed internet
PVA0509 – Town of Barkmere 8
GIVEN THAT Nathalie Normandeau, ministre des Affaires municipales, des Régions et de
l’Occupation du territoire, has announced that a sum of $24 M has been made available for
access to high speed internet in all regions of Quebec;
GIVEN THAT the distribution of this amount is to be staggered over a period of five years; this
in our opinion is protracted;
GIVEN THAT the Laurentians are witnessing a growth and that a large part of the region
does not have access to high speed internet;
GIVEN THAT access to high speed internet is essential and that is a critical factor for people
wishing to acquire a residence in the region, either to enable them to work from home, or to
ensure that their children are properly equipped for school work;
GIVEN THAT the MRC des Laurentides is presently working on a project within the program
entitled “Communautés rurales branchées”;
GIVEN THAT the Town of MontTremblant is asking the Town of Barkmere to support
Resolution no. CM09 04 111;
Councillor Donna Florence proposed, councillor Mark Uchwat seconded and it was
unanimously resolved
THAT the Town of Barkmere support Resolution no CM09 04 111 relating to Mont
Tremblant’s request for high speed internet.

11.5 Pacte de la ruralité 2009
All documents have been sent and we are waiting for a response.
11.6 Volet II 200809
The second phase of the Volet II should begin in May 2009.
12. Public Security/Civil protection
Fire service: A 911 notice was included in the spring 2009 bulletin. Mayor Charles Huot
addressed the issue of misdirected 911 calls. It was discovered that to correct the problem, the
Town of Barkmere might need to have its own, separate, postal code.
13. Communications/Technology/Bulletin
The spring 2009 bulleting has been posted and is also available on the Town’s website.
14. Water quality/Environment
14.1 Water testing
The contract has been given to Biofilia for the 2009 season. (See resolution 0931)
15. Landing Management
15.1 Hiring of landing attendant
One opening is available for a landing attendant to assist Iona Miller with certain tasks.
16. Sanitation
There are large sanitation containers at the landing and on Duncan road.
17. Navigation
It was reported that after a boathouse was relocated, the old wharf was left in place and planks

from this wharf can be found floating away. The Building Inspector will investigate.

19. Public installations/Roads
19.1 Dam inspection
A meeting with representatives from Genivar concluded that the dam requires attention. It has
been reassessed as a class A given that there are concerns in the event of structural failure, that
water would cause damage to the bridge on route 327. Testing of the soil and the concrete will
need to be done. Quotes will be obtained for the work necessary to repair structural damage. The
company contracted to work on the dam will also be responsible for contracting workers.
20. Adjournment & Next Meeting
On Saturday, June 13 2009 a caucus will be held at 8h and a regular meeting at 10h at the Town
Hall in Barkmere, Québec.
