        1. Introduction

        Strategic management is about achieving a strategic fit between the organisation and a dynamic internal and
        external environment in order gain competitive advantage. Strategic choice needs to consider the core
        competences and resources of the organisation whilst balancing this with the external opportunities and
        threats. Benefits to be had from strategic planning in our environment:
        • By creating a vision of the future we can manage toward that expectancy over a substantial period
        • Keep our teams’ focus on value creation
        • It can focus our effort by aligning our short-term decisions / activities with our long(er)-term objectives
        • It can energise our environment
        • Strategic plan is a proven tool which can enable us to improve our performance
        • Taken an overall view of the organisational direction

        Track Cycling in South Africa has had its fair share of ups and down in recent years & we can benefit from the
        potential advantages of having a common approach. The intent of this document is to serve as an outline of
        the strategy for Track Cycling in South Africa and to be used by the National and Affiliates Track Commissions in
        the execution of their activities.

        2. Proposed implementation of the strategic plan:

        1. Prioritize & focus on limited number of activities for now – completed (Sept 10)
        2. Ensure alignment with Cycling SA’s strategy – completed (Sept 10)
        3. Internal benchmarking - Obtain Track Cycling (TC) community input (through Affiliates) – completed (Sept
        10)
        4. External TC benchmarking - limited but completed (Sept & Oct 10)
        5. Revision of overall strategic plan for TC – completed (Sept & ct 10)
        6. Compilation of strategic plan per focus area / portfolio to be defined by the National Track Cycling
        Commission Portfolio Manager – in progress. Initiated 05 Oct 10
        7. Implementation of overall strategic & portfolio plans – in progress. Oct 10 onwards

        Specifically:

              •    increased participation to enable wider base from which to screen for talent & develop those talent
                   to be able to be competitive internationally (junior, elite & masters level)
              •    increased intimacy to create a place of belonging, for social interaction and allow cyclists and
                   volunteers to be valued
              •    produce world champions safely
              •    raise media profile of the sport

        Summary of the proposed Cycling SA Track Cycling strategic objectives

        Sustain:
        1. Ensure a quantifiable increase in satisfaction of cyclist in terms of organization & facilities. We should
            give recognition to all and opportunities for participation and ability to fulfill their potential
        2. Improve communications with our members and the broader public by using a mix of traditional and
            modern media
        3. Improved communication between the National and Provincial Track Commissions
        4. Increase the popularity and public awareness of track cycling as a sport
        5. Strive to achieve a drugs free environment through a continuous education and monitoring program
        6. Ensure availability & maintenance of existing Tracks

        Grow:
        7. The priority for CSA Track cycling is to grow participation in the sport of cycling and increase our
           International successes
        8. Encourage and support clubs and groups who wish to develop new, or improve existing, facilities and
           infrastructure
        9. Increase participation by PDI’s & woman athletes

        Excel:
        10. Improved talent identification and development systems
        11. Develop and implement a Track Cycling High Performance Programs
        12. Engage with the CSA & commercial sector to secure sponsorship for various elements of cycling

        8. Proposed portfolios in National Track Cycling Commission

        As discussed during the SA Track Championships (2-4 October 2010), the following portfolios will be deployed
        in the sport. This was discussed with the individuals and agreed, with the exception of the Planning & Record
        management and High Performance Portfolios. My expectations are that each Portfolio Manager will compile
        a plan on how the portfolio will be implemented (focus specifically on providing a plan for implementation for
        remainder of 2010 & 2011) and submit a first draft to myself & the rest of the NTCC by 31 Oct 10, with the
        planning to be finalised by end Nov 10.

        In this, please consider:

        • Track Cycling SA objectives & strategy

        • "Fun riders" need to be introduced to track racing, both as spectators and competitors. As competitors,
            the easiest way to achieve this is, to have a dedicated CSA Provincial Coach, working below and in tandem
            with the above National Coach, based at each current track/velodrome, whom affords and imparts advice
            on bike set ups, etc., general coaching and whom presents safe, traffic-free floodlit training sessions for
            track riders, on at least two nights a week and similar training sessions for "fun riders", on their road
            bikes(non velodrome facilities only) initially, and on track bikes eventually, on two nights a week(one night
            for the road bike riders, the other for such track bike users)as part of their road preparation.
        • Our current tracks though do require simple smartening up jobs, however only to a point of being usable
            and presentable.

        2. High Performance:

        Proposed 2012 Olympic strategy (issued 20/10/10 for comment):

        The ultimate aim should however be to have a clear strategy to secure the maximum UCI points to secure a (at
        least) place at the 2012 Olympics. The fact that we have limited funds available to assist our riders is
        problematic & until funds are made available, we will sit in a situation where riders may have to pay for
        themselves.
            1) Select a national squad by 22 Oct based on the existing selection policy (until the proposed one has
                 been ratified):
                     a. For upcoming world cups. I would advice that we do not select a SA team for the Melbourne
                          World Cup as we currently do no have our ducks in a row & would be difficult to say why we
                          have / have not selected riders. I however propose that we NOW select a team for some of the
                          other upcoming WC events where riders are allegeable. These events will be self-funded and
                          we must thus afford the riders the opportunity to select competition(s) which will serve them
                          & their training programs, etc. best. Note that entry into these events close 6 weeks prior to
                          the event! (Selectors)
                     b. For upcoming Tier 2 events. (Selectors)
                     c. International training opportunities (e.g. Aus, T-town, Europe). Selectors
                     d. These squads needs to be continuously updated based on the incoming results. Selectors

              4) Allow athletes to select then from these events (WC’s & Tier 2’s & Training to ensure appropriate
                  preparation and alignment with his/her training program & peaking & aspirations, the events on offer
                  etc. This needs to be communicated to the HP Manager. (Athlete)
              5) Be transparent that funds are not available for the National Squad but provides admin support to assist
                  the riders to participate in as many events where UCI points can be gathered. (Annerine & Cycling SA
                  office)
              6) Promote international events (Greg with Annelize)
              7) Provide motivational support to our HP riders and track progress (HP Manager)
              8) Secure African Continental Championships (‘easy’ UCI points compared to others). (Annerine & Corne
                  & Greg – in progress)
              9) Follow-up on discussions with Hendrik Lemmer to facilitate the participation of promising road riders
                  on the track. Following results on the track, these athletes can then be considered for inclusion in the
                  National Squad (Annerine)
              10) Follow-up on discussions with Sean Edwards ito House-of-Paints intention to register as a Track Trade
                  Team & race overseas (Annerine)
              11) Bernhard Esterhuizen:
                       a. Assist Bernhard in securing SASCOC funding. (William - in progress)
                       b. Whilst we are awaiting SASCOC funding (expected to start to flow from Feb 10 onwards), assist
                          Bernhard through the funds available in the Talent ID budget (William)

        Some mind joggers for your consideration:

              •    Need feedback from Bernhard on training done in Aigle to incorporate lessons learnt into SA program
              •    The construction of Velodromes is way less important than the implementation of an excellence
                   programme, spanning Junior to Elite track riders, with a suitably qualified foreign CSA National Coach
                   identifying such talent and also inviting participation from any/all currently otherwise already
                   successful "non track riders" as well as from any accordingly interested and/or suitably talented "fun
                   riders" into this programme.
              •    The track riders on the above track programme need to be developed in SA, and at least so, until they
                   reach meaningful(medal-winning) standards in the measurable timed events, before they commence
                   travel to international events of any nature, as they only need to learn technique from racing on
                   velodromes (especially important for the sprinters) and gain experience racing against internal
                   competition, whilst at least two international 4-test series a year, need to be hosted in SA, order to
                   retain and build the proposed new momentum and interest around track racing in our country. We
                   may have to think about combining of categories – specifically relevant in the endurance & ind sprint -
                   to lift the profile of riders until the group is of sufficient quality. This is easy for the Elite ladies &
                   Juniors but does is more difficult for our Elite men.
