Rental Agreement & Regulation Governing Use of Chamber Facilities
1. Reservations
All persons or groups holding any meeting or event are required to reserve the facility in
advanced. Individuals or groups are required to read, complete, and sign the “Rental Agreement
& Regulations” to reserve facility. The Burlington Chamber of Commerce reserves the right
to deny use of Chamber facilities to any applicant. Denial may occur when, in the judgment
of the Director, or designee of the Director, the intended use of the Center, the philosophy or
background of the principal or the applying organization, would be detrimental to the best
interests of the citizens of Burlington.
In order to confirm your reservation on the calendar, a Rental Agreement MUST be completed
and ALL YOUR FEES AND DEPOSITS MUST BE PAID IN FULL.
2. Use by Non- Profit Organizations
Fees may not be required from bonafide community based non- profit service club or youth
organizations if they fall under the following guidelines:
- Club or organization must be a non-profit member of Burlington Chamber of
Commerce
- Group must provide copies of documents of State or Federal Non- Profit Status.
- Non- Profit must provide “in-kind” contribution to the community in exchange for the
rent. In-kind contribution will be approved by the Director of the Chamber of
Commerce.
- Non- Profits must pay for fund-raising events unless approved by the Director of the
Chamber of Commerce.
- Non- Profit will be limited to 4 times a month and not mOre than 8 hours per month
unless prior permission has been given by the Director of Chamber of Commerce.
- Non- Profit may be re-scheduled in the event that a paying client needs the space.
Non-Profit will be given one week notice of schedule changes.
- Non-Profit will be required to pay a damage deposit.
- Non-Profit will pay HARD COSTS of 10.00 per hour
3. Facility Monitor
Any event scheduled for Friday, Saturday or Sunday, and possibly other weekday that
shall have any form of alcohol, beer, liquor or music will require a facility monitor. Cost to
the event sponsor will be $11.00 per hour of rental. (Note the Facility Monitor must be on site
during the active function hours and clean up of your event until the time you vacate the
building. Clean up crew is allowed an additional hour beyond closing time. Example: The
wedding reception starts at 7:00 PM and your guests must vacate the building by contract at
11:00 PM. You will pay for the monitor for five (5) hour. Four (4) hours plus one (1) hour clean
up.) Monitor are not required for set up and decorating time. If your function runs beyond your
contracted monitor period, additional fees will be deducted from deposit.
Monitor Function include:
- Insure compliance with all rules and regulations
- Acts as liaison between sponsor and Chamber if problems arise
- Power to shut down the event if rules and regulation are not complied with
Monitor Function does not include:
- Clean up
- Set up
- Serving Food or Beverages
- Physically intervening in disputes
4. Deposits
Damage deposits will be refunded within 10 working days after the following conditions have
been met:
- The key has been returned to the Monitor or to Chamber office
- There has been no destruction of the building or property
- All rules and terms of this agreement have been complied with
- No City ordinances have been violated
- If Alcohol is on premises at a NON-ALCOHOl based function DEPOS
In the event damage has occurred and some portions of the deposit must be surrendered, the
balance of the deposit may be returned within 30 days after the damage has been corrected.
5. Cancellations & Refunds
An administration fee of $25 will be charged for all cancellation prior to the scheduled event. If
the event is canceled less than 7 days prior to the event date a $50.00 fee will be assessed. If the
rental fee is less than administration fee, the rental fee will be retained.
6. Alcohol / Music / Other uses and restrictions
Any event where alcohol is served, and or music is provided, any type of MUSIC will require a
facility monitor at the rate $11.00 per hour & One or more Security Officers or off duty Police
Officers may be required to attend and monitor the event at discretion of the Chamber of
Commerce Executive Director. The event sponsor will assume the cost of hiring any Police or
Security Officer.
Uses of alcohol:
Alcoholic Beverages are allowed under the following guidelines:
- Consumption of alcohol is not permitted outside the building.
- Use of Alcoholic beverage shall conform to all rules and regulations of the Washington State
Liquor Control Board.
- The event sponsor is Required to obtain a Banquet Permit from any Washington State
Liquor Store
- The event sponsor must show the Banquet Permit when picking up the key to the center.
There will be no rental of the facility without the proper permit.
Keg Beer is only allowed under the following conditions:
- A person specifically assigned by the “Event sponsor” must dispense the beer from the keg,
to attending guests, and shall not consume beer during the event– No Self Service.
- The keg must be placed within a garbage can or in the kitchen sink so excess beer will spill
into the sink.
- Failure to comply with the above rules may result in eviction from the building.
Bottled or canned beverage and Champagne fountains are allowed under the following
conditions:
- All alcohol is provided by the sponsor (No BYOB)
- No self service (Event Sponsor shall designate server(s).
- Server(s) shall not consume alcoholic beverage during the event.
- Champagne fountain will require a designated observer.
Music:
music is permitted until 12:00 Midnight Friday or Saturday and 9:00 PM Sunday through
Thursday. After these times all music shall cease. All doors and window will remain closed
while the music is being played. The Chamber of Commerce is in a residential neighborhood
and those using the facility owe consideration to the neighbors.
If the Police Department receives complaints about noise from music, or general rowdiness
in or around the Chamber of Commerce, they may exercise their professional judgment
and either give the event sponsor a warning or may have the music turned off and may also
request the event close and vacate the premise. There will be no refunds or partial refunds of
fees if the event is ended in this manner.
Any unlawful or mischievous tampering with the building fire alarm system which results in a
false alarm will result in $250.00 fine and may require eviction from the building and other
associated cost with this action.
Any misconduct, rowdiness, damage, or destruction of property through misuse or failure to
leave the premises in a satisfactory condition may be sufficient reason to refuse use of the facility
to offending event sponsor, organization or groups in the future. The Burlington Camber of
Commerce shall hold the event sponsor, and such grouping or individual responsible for damage
including repair and replacement.
Uses and Restrictions:
* Every one must be out of hall by 12:00am
* The use of candles or any other type of open flame is not allowed.Limited use of smokeless
candles for a wedding ceremony may be allowed but must be spelled out in the contract at time
of signing.
* Dry-Ice fueled or any other type of smoke generating devices are not allowed.
* No glue, tape, tacks, nail or pins or any other fasteners that may damage the walls or ceiling
may be used to hang decorations. Do not hang heavy objects or decorations from the ceiling.
* No animal will be permitted in the building without written consent from the Burlington
Chamber of Commerce.
* All groups must limit activities to assigned space. (No wandering to areas other than allotted
space.)
* No smoking is allowed within the building.
* Noise level should not impact others within the facility.
* All alcoholic beverages must be consumed within the building – NO EXCEPTIONS.
7. Storage
Storage by any tenant is not allowed.
8. Cleaning
The facility must be left clean after each event. The event sponsor is responsible to see that all
trash is picked up and disposed of by event sponsor. All personal belongs and decorations are to
be taken down and removed from the building immediately after the event. A checklist of
cleaning requirements will be included in this agreement which must be followed at the direction
of the Facility Monitor.
Clean up crew is allowed an additional hour after closing time.
Any additional cleaning deemed necessary by the Chamber shall be charged at $25.00 per hour
and deducted from the damage deposit.
A schematic layout of the facility is attached to this document. Furniture must be put back
according to the attached schematic.
9. Keys
Any key needed for building access must be picked up last working day prior to the event by 5
pm at Chamber office unless other arrangement have been made. Key are to be turned into the
Facility Monitor after event or turned into Chamber office.
10. Agreement
I have read the “ Rental Agreement & Regulations Governing Use of Chamber Facilities”, I
further acknowledge and understand and agree to comply with the Agreement and regulations as
stated

Before you depart the facility you are responsible for the following cleaning duties: If a Facility
Monitor is contracted, they will off duties as completed.
- Pick up all garbage. Said garbage shall be disposed by event sponsor
- Clean stove and stove tops
- Break down folding tables and place on cart
- Take down and remove all decorations and personal belongs from the building
- Sweep the dance floor area and pick up debris, mop area if necessary
- Remove all personal item from the kitchen
- Wipe down sink and counter tops
- Restrooms; Remove trash. Sweep and mop if needed
- If no Monitor present, check all doors and windows to be sure they are locked
- Turn out the lights
- Turn in key to facility Monitor (If no Monitor, return to Chamber office next working day.
