STAINES PARK - BRITISH RED CROSS BUILDING - SURRENDER OF LEASE (RESOLUTION REQUIRED)
Report of the Director of Community Services Purpose of Report 1. To request that Members approve the surrender of the lease to British Red Cross relating to their facility in Staines Park. Background 2. The British Red Cross were granted a lease in 1990 of land in Staines Park to enable them to construct a headquarters building for their use. The lease was for 20 years, terminating in 2010 at a current rental of £325 per annum. The building was constructed by funds from local groups Members are aware from the report presented to the Executive Committee on 14 November of the difficulties faced by the current lessees due to a large decrease in the number of volunteers using Staines Centre and that the building was not used sufficiently. As the Council were looking for alternative venues for the Resource Centre, it was agreed that the Resource Centre could relocate to the Red Cross building. In view of the decision to use the leased accommodation for the Resource Centre, Members are now requested to formally approve early termination of the lease to British Red Cross dated 4 February 1991 by accepting a formal surrender of the premises to the Council. The surrender of land to the Council is not intended to incur capital expenditure but the building will revert to the Council as a maintainable asset. Recommendation 5. It is therefore recommended that the Director of Resources be required to negotiate a surrender of the lease with British Red Cross upon terms which secure the facility in Staines Park for use by the Resource Centre.
