Nature of Work This is professional office and fieldwork in the Facilities Management Department involving the acquisition, management, and disposition of lease property for County purposes, both as landlord and tenant. Duties include research, survey, analysis and negotiations for lease property or spaces required for lease or license by Pinellas County and require the completion of various legal documents. Maps, plans and forms used to describe and identify land and buildings to be leased, often accompany assignments received. Work requires the exercise of independent judgment in conducting field negotiations and devising terms for the conveyance of lease property, however, technical advice and assistance is available for the more technically difficult or unusual problems encountered. Minimum Qualification Requirements • 4 years professional experience in corporate, commercial or public sector real estate practices and negotiating real estate or other contracts; or • Associate’s degree with major coursework in real estate, finance, contracts, or a related field and 2 years experience as described above; or • Bachelor’s degree and 6 months experience as described above; or • An equivalent combination of education, training, and/or experience. Appointing Authority May Also Require • Florida Driver's License or Florida Commercial Driver’s License and endorsement, if any. • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. • Other highly desirable knowledge, skills, abilities, and credentials relevant to a position. Illustrative Tasks (These are examples and are not all inclusive.) • Studies projects to analyze requirements. • Identifies potential site locations based on using department needs. • Reviews title records to confirm ownership and legal entity. • Reviews title search results and opinions. • Requests and reviews market rate studies and/or appraisals. • Negotiates and coordinates leases and licenses within scheduled time frames for County departments and other County purposes. • Interacts with other real estate professionals and their associated legal counsels. • Coordinates with managers and department heads throughout the County in recommending and negotiating the most efficient use of space. • Develops amendments to contract documents. • Provides informational and investigative services to the public, various utilities, surveyors, engineers, real estate agencies and co-workers. • Appropriately maintains electronic databases and hard copy project files. • Assists to develop and maintain boilerplate form documents. • Performs all tasks related to property management, including quarterly contacts and an annual survey of landlord’s services and Division’s services. • Conducts property inspections and acts as a liaison between Division and using department. • Performs related work as assigned or required.

Knowledge, Skills, and Abilities • Knowledge of real estate and leasing principles and practices. • Knowledge of Board-approved leasing procedures and Florida Statute leasing requirements. • Knowledge of business process analysis and space allocation practices. • Knowledge of property values in the County and property appraisal methods and practices. • Knowledge of real estate title search techniques and requirements of forms, content and recording necessary to validate documents involved in real estate practice. • Knowledge of computers and database management. • Ability to apply computer applications and software. • Ability to understand technical documents relating to lease property. • Ability to read and proof read lease contracts, property conveyance and other legal documents. • Ability to conduct preliminary lease negotiations. • Ability to understand and perform mathematical calculations typical of real estate lease transactions, including the time value of money.
