									              ROTATION SPECIFIC OBJECTIVES FOR SITE:
                   Office of the Provincial Health Officer

This is an elective rotation for Community Medicine residents. The rotation is under the
supervision of DR Perry Kendall the PHO and Dr Eric Young the Deputy PHO. It is
usually a minimum 3 months duration and at least 2 days per week will be spent at the
PHOs office in Victoria

The term ‘objectives’ relate to the knowledge, attitudes and skills that a resident is expected to
acquire during the rotation. The resident will discuss the objectives with the supervisor at the
beginning of the rotation; will formally evaluate achievement of these objectives mid-rotation
and at rotation end.
These objectives can be used to develop a "knowledge map". Using the 3 circles (000) for
each area, the resident fills these in at the start of the rotation, for mid-rotation discussion, and
end of the rotation. Based on their status at mid-rotation they can be used to evaluate progress
and identify areas not yet covered to be addressed in the second half of the placement.

Scoring is as follows.
 All 3 blank: resident believes s/he has no knowledge of that topic.
 1 filled circle: resident feels s/he has a rudimentary understanding of that topic;
 3 filled in: mastered the objective to the point where h/she can practice competently in that
   area on his/her own.

After completing this rotation, a resident will be able to:

A.      Medical Expert

000    Accesses and applies relevant information to the practice of Community Medicine,
       specifically the assessment of the health of the British Columbian.
000     Demonstrates diagnostic and therapeutic skills for ethical and effective interventions at
        the individual, group, organization and population levels
000    Demonstrates effective consultation services with respect to assessment and
       interventions at the individual, group and population levels

Learning activity to achieve those goals:
           Review the PHO annual reports, including the ones on the general health of the
               population
           Participate in consultations regarding prevention and management of chronic
               diseases and primary care
           Assess the literature and contribute to the redaction of a part of a PHO report
               on prevention and management of chronic diseases and primary care
           Establish a dialogue between various stakeholders regarding the issue of the
               health of women victims of violence and in need of financial assistance based
               on the prior assessment of the issue and reported by PHO.

B.     Procedures and Technical Skills

000    Understand and participate in health policy development from client / community to
       cabinet, including the political aspects of policy making
000    Conduct a policy analysis
000    Use key informant interview and participant observation

Learning activity to achieve these objectives:
           Update the policy analysis on the issue of health of women victim of violence
               and in need of financial assistance on the light of the dialogue established, key
               informant interview and participant observation.
           Conduct a policy analysis of the options to improve chronic disease prevention
               and management and primary care reform

000    Be familiar with the procedures involved in how legislation is developed

Learning activity to achieve this goal:
       Depending on the day-to-day issues arising in the PHO office, follow the development
       of a legislation, perhaps the renewal of the public health act including the core
       program in public health.

000    Manage, in a team health, risks from communicable disease, environmental or
       occupational exposure

Learning activity to achieve this goal:
       Depending on the day-to-day issues arising in the PHO office, contributing to at least
       one related to communicable disease, enviro. or occup. health exposure.



C. Communicator

000     Demonstrate familiarity and participate adequatly in the following process:

           Media Release
           Press Conferences

Learning activity to achieve this goal:
       Depending on the day-to-day issues arising in the PHO office, participate in the
       relevant events.

000     Conveys information clearly in formats appropriate to the recipient that is relevant to
       the purpose at hand.

Learning activity to achieve this goal:
       Depending on the day-to-day issues arising in the PHO office, assist in answering the
       calls from the Media or various organizations regarding need of information relevant
       to public health


000     Obtains and synthesizes relevant information

Learning activity to achieve this goal:
       To do as above regarding day-to-day issues arising in the PHO office, as well as more
       deeply regarding on the two issues of interest (chronic disease management and
       prevention and health of women victims of violence).


D.     Collaborator

000     Consult and contribute to interdisciplinary team
000     Consults effectively with other physicians and service providers from other sectors.

Learning activity to achieve those goals:
               Be part of multidisciplinary team on the two issues of interest (chronic disease
       management and prevention and health of women victims of violence, as well as
       participating in some of the provincial and national meeting in which the PHO or it’s
       deputy have representation.


E.     Manager

000    Understand how new programs are planned and funded

Learning activity to achieve this goal:
       Review the process by which the chronic disease management fund and the primary
       care reform fund have been created and managed.


000    Develop a practical understanding of the structure of the Ministry of health and it’s
       relation with other relevant ministries at provincial and national level

       Review the BC government and the ministry of health structure on the web and
       discuss it in relation to the two topical issues of interest.




F.     Health Advocate

000     Assess sociopolitical realities and be able to take and advocate appropriate action to
       improve health in the light of that assessment;

Learning activity to achieve this goal:
       Establish a dialogue between various stakeholders to improve the health of women
       victim of violence especially considering the socio-political reality of women victims
       of violence in need of financial assistance based on the prior assessment of the issue
       and reported by PHO.

G.     Scholar

000    Update the literature on an issue and produce a paper for submission to a
       medical/public health journal for publication.

Learning activity to achieve this goal:
       Modify the literature review and policy analysis of the issue of the health of women
       victims of violence in need of financial assistance, to make it a publishable paper.

000 Contribute to the development of knew knowledge.
Learning activity to achieve this goal:
       Modify the research funding proposal on the health of women victims of violence in
       need of financial assistance to resubmit it to stakeholders and funding agencies.


H.     Professional

000     Exhibit appropriate personal and interpersonal professional behaviors
000     to practice medicine in an ethically responsible manner that respects the medical, legal
       and professional obligations of belonging to a self regulating body

Learning activity to achieve this goal:
       To discuss professional and ethical aspects involved in the management of the day-to-
       day issues at the Office of the PHO.
