Notice of Ex Parte Discussion/Cisco Systems Wednesday, May 20, 2009, 10:22:00 AM On May 14, 2009, Jeffrey A. Campbell, Senior Director of Technology and Trade Policy for Cisco Systems, Inc. spoke telephonically with John Morabito of the NTIA regarding the applicability of the "Buy America" provisions of the American Recovery and Reinvestment Act of 2009 to the Broadband Technology Opportunities Program and the Rural Utilities Service. Mr. Campbell discussed the nature of the global supply chain for broadband electronics products and how those products are typically supplied to broadband service providers in the United States. Specifically, Mr. Campbell explains how virtually all broadband electronics equipment is sold to broadband service providers through one of three methods: (1) direct sales from a United States based company; (2) direct sales from a United States based subsidiary of a foreign company; or (3) indirect sales from a United States based value added reseller. Thus, virtually all broadband electronics equipment is sold through United States based entities that are subject to United States tax and other laws.
