2009-10 Annual Report
Highlights
• The Community Benefit (the Fund) received $2.392 million from the levy on electronic gaming machines in
  hotels during 2009-10.
• Six gambling amelioration grants were paid totalling $1.308 million.
• Charles Darwin University received $500,000 for several research projects.
• Contributions were made to Gambling Research Australia of $7,736 and to the Australian Online Gambling
  project of $14,157.
• The major community grants program funded nine projects totalling $413,593.
• During 2009-10, the Committee considered 316 applications for community organisation grants and approved
  283 applications from two funding rounds for a total amount of $655,853. A total of 11 vehicle gifts and three
  vehicle long-term loans were also approved.
Table 1 provides a summary of the above funding.

Community Benefit Fund
Under the Gaming Control Act, the Director of Licensing must maintain a Community Benefit Fund with moneys
to be applied for the following purpose:
• research into gambling activity, including the social and economic impact of gambling on individuals, families
  and the community;
• promotion of community awareness and education in respect of problem gambling and provision of counselling,
  rehabilitation and support services for problem gamblers and their families in the Territory;
• funding of community projects and services of benefit to communities throughout the Territory;
• management and administrative support of the Fund.
The Fund receives the 10 per cent levy on player loss from electronic gaming machines in licensed hotels, unclaimed
prizes paid to the Director of Licensing (other than unclaimed prizes in respect of foreign lotteries conducted under
section 40 of the Act) and proceeds from items forfeited under the Gaming Control Act.

Community Benefit Fund Committee
The Community Benefit Fund Committee (the Committee) is established by the Minister for Racing, Gaming and
Licensing (the Minister) to advise and assist the Minister in the operation of the Community Benefit Fund.
The Committee provides advice and makes recommendations to the Minister on the distribution and application
of moneys from the Fund.
The Committee also advises the Minister about the obligations of licensed clubs throughout the Territory to provide
direct community benefit contributions to their local communities, as required under the Gaming Machine Act.

    Administrative Responsibility and Assistance
    The Community and Justice Policy unit in the Department of Justice is responsible for the coordination,
    management and control of the Fund. The secretariat provides advice and executive support to the Committee.
    This support includes promotion and operation of the Fund, coordination and processing of funding applications,
    management of amelioration support and research activities, overall fund administration and general reporting of
    the Fund activities to Government and other stakeholders.

    Committee Membership and Meetings
    In establishing the Committee, the Minister has determined that the Committee is to comprise of at least three
    community representatives and three Government officers from agencies directly involved in the operation of
    the Fund (i.e. the Departments of Justice; Health and Families; and Natural Resources, Environment, The Arts
    and Sport).
    Community members of the Committee are appointed in an honorary capacity by the Minister. In 2009-10 nominal
    fees for attending Committee activities were paid at the discretion of the Minister. Community members were also
    entitled to reimbursement for out-of-pocket expenses in meeting obligations arising from participation in Committee
    activities, consistent with normal Government policy.

Industry Contribution to Community Benefit
The gambling industry is a major contributor to the Northern Territory economy, with significant investment,
employment and taxation revenue effects. It is also a key element in the broader recreational, hospitality and
tourism sectors.
The industry also carries the potential for significant negative social consequences as a direct result of problem
gambling aspects, particularly in regard to the operation of electronic gaming machines. To establish a responsible
and balanced position for the industry, Government requires that this sector of the gambling industry contributes
to measures to address the adverse effects it creates and, more generally, to improve the broader community
environment within which the machines operate.
The required industry contribution is achieved in two ways:
1. through the imposition of a levy on the electronic gaming machine takings from licensed hotels; and
2. by direct support to community improvement and development by licensed clubs operating electronic
   gaming machines.

Community Benefit Fund Levy – Licensed Hotels
The Fund is established under the Gaming Control Act to consolidate and manage the levy collected from the
operation of electronic gaming machines in licensed hotels. Funding is directed to specific areas of activity as
set out in the legislation.

Community Support Contributions – Licensed Clubs
As part of the arrangements for allowing gaming machines in community venues, clubs are required to make
contributions to the local community and report those contributions on a regular basis. Guidelines are publicly
available at www.nt.gov.au/justice/policycoord/cbf
Clubs are reminded about their requirement to report their contributions and contact is maintained with the
Fund’s Secretariat. Visits to clubs are undertaken as required.


Operation of the Fund
Gambling Amelioration Grants
The Gambling Amelioration Grants category was established to support intervention that reduces problem
gambling and minimises the harms that result from gambling. Intervention can range from community awareness
and education programs through to the provision of counselling, rehabilitation or support services for problem
gamblers and their families.
In 2009-10, the Fund supported six organisations in the total sum of $1,307,841, comprised as follows:
• Amity Community Services Incorporated received $529,348 to enable the continuation of its existing services,
  which include a gambling intervention service and education program, individual assessment and counselling,
  maintenance of its website and the Gambling Counselling Helpline, as well as an Indigenous Gambling
  Intervention Service Network;
• Anglicare NT received $250,000 to maintain existing programs in Darwin and Alice Springs. The aim of the
  grant was to enable Anglicare NT to continue its integrated problem gambling service (harm minimisation
  program) in Darwin and Alice Springs, including addictions and financial counselling, as well as ongoing review,
  evaluation and improvement to its existing program;
• Waltja Tjutangku Palyapayi received $185,050 to continue Stage two of the “Wise Use of Money” workshops.
  The workshops target 19 remote communities in the Alice Springs region and support families to gain
  skills in governance and money management;

    • Somerville Community Services Incorporated received $173,443 to continue the problem gambling financial
      counselling service. The service operates in Darwin and Palmerston and targets existing or recovering
      gamblers and their families;
    • Menzies School of Health Research received $100,000 to conduct the “Gambling Worries” project, aimed at
      establishing a means to measure the impact of gambling interventions in remote communities, with its primary
      aim being the development of a tool for assessment of attitudes to gambling; and
    • iSee-iLearn received $70,000 to continue the “Word of Mouth” project. The project will share information with
      and between Indigenous people on how to reduce problem gambling, by using stories presented in the spoken
      language of the listener, through interactive CDs and DVD.

    Gambling Research
    The Gambling Research Grants category aims to support gambling-related research activities, analysis and
    development of initiatives to address issues relating to problem gambling and to develop policy and approaches to
    encourage responsible gambling practices.
    Charles Darwin University received $500,000 to undertake several gambling research projects relating to
    Indigenous gambling, applicability of other jurisdictional policy frameworks and analysis of existing prevalence
    dataset. Three reports, listed below, have been prepared and are available
    at www.nt.gov.au/justice/licenreg/gambling_research.shtml
    • Workshop Report Regulated Gambling and Problem Gambling Amongst Aborigines from Remote Northern
      Territory Communities: A Yolgnu Case Study;
    • Expenditure on Electronic Gaming Machines in the Northern Territory: A Venues-Based Analysis; and
    • Gambling Harm Minimisation Measures Post 1999: An Australian Overview with Particular Reference to the
      Northern Territory.
    The Fund also provided $7,736 towards Gambling Research Australia and $14,157 to the Australian Online
    Gambling projects as the Northern Territory’s contribution to these national programs.

    Major Community Grants
    The Major Community Grants category was established in 2008-09 to provide funding to non-profit, Northern
    Territory based organisations for community development and improvement purposes.
    The maximum grant available for each project is $200,000 per annum for a maximum of two years. In the event
    that additional funds are required, organisations are expected to either secure funding from other sources beyond
    the time of the grant or ensure a suitable plan is in place to finalise the activity.
    In 2009-10 a total of 76 applications were considered by the Committee, and nine organisations were
    recommended for funding.

Community Organisation Grants (Small Grants)
The Community Organisation Grants category is available to support projects which have the potential to improve
the wellbeing and lifestyle of Territorians. Funding may be provided to eligible non-profit Territory-based community
organisations for a wide range of purposes.
Organisations can apply for up to $5,000. Funding is provided for non-recurrent expenditure and is only available
for clearly identified projects which can be completed within specified timeframes. There are two funding rounds a
year. Table two provides a summary of applications received and approved by region.

Vehicle Gift and Long Term Loans
Applications for either a long term loan or vehicle gifting are called for twice a year in February and August. During
2009-10, a total of 77 vehicle gift and three vehicle long term loan applications were received. The Committee
recommended 11 vehicle gifts and three long term loans.
These recommendations were approved by the Minister under the Financial Management Act.
