Need for a Standard
DHS inherited policies and procedures from several organizations that often conflicted or were inconsistent Several practices were not optimal for biometric application New mandates to apply biometrics for additional purposes National Technology Transfer and Advancement Act requires use of technical standards developed or adopted by voluntary consensus standards bodies.

Facial Standard - Drivers
Existing standards in some DHS components required ¾ profile pictures to be submitted by applicants INCITS / M1 developed the Face Recognition Format for Data Interchange ICAO adopted the ISO equivalent of the M1 standard for inclusion in its e-Passport guidelines DHS re-formulating its travel documents to conform to new requirements (‘green cards’, re-entry permits / refugee travel documents)
