An Introduction
The purpose of this booklet is to provide a guide to business
owners who are opening a new business, expanding an existing business, or moving a business to the Village of Bartlett. Published by the Village of Bartlett in cooperation with the Bartlett Chamber of Commerce, this guide should help businesses through the permit and license process. The Village of Bartlett is committed to attracting and retaining business. The Village codes, regulations and policies are designed to establish construction standards, which provide for the general health, safety and welfare of the community. This booklet contains summaries of local requirements and should not be used as a substitute for obtaining the Village Zoning Ordinance and the Building Code Ordinance that are available at Village Hall. If you are opening a business in downtown Bartlett, check with the Economic Development Coordinator in the Community Development Department to see if you are in the Tax Increment Financing (TIF) district and therefore eligible for the TIF Facade Rebate Assistance Program. This covers 30% of the eligible costs up to a maximum of $30,000 for all exterior improvements or interior improvements to insure code conformance.

If your building is in Cook County and has residential use on the second floor, contact the Economic Development Coordinator in the Community Development Department for a packet on Cook County's mixed - use tax reclassification. If you are opening a home-based business, you must obtain a Home Occupation permit. Applications are available in the Building and the Community Development Departments.

Apply for your Building Permit at the Building Department Apply for your Sign Permit in the Community Development Department Incorporate Your Business Limited Partnership, or Corporation. If you incorporate or establish a limited partnership, you must register with the State of Illinois at: Secretary of State (312-793-3380) www.sos.state.il.us Obtain your FIN Corporations and Partnerships require Federal Employer Identification Numbers (FEIN). A Sole Proprietorship may be able to use its Social Security number. You can obtain your FEIN at: Federal Taxpayer Service 800-829-1040, or talk to your accountant. Obtain Your Sales Tax # If you will engage in a type of retail sales business, you must have a sales tax number (either an Illinois Business Tax number or a Retailer’s Occupational Tax number). You can obtain your sales tax number at: Illinois Department of Revenue 312-814-5258 www.revenue.state.il.us An Occupancy Permit is required before you can open your business. This is issued by the Building Department after a final inspection, which can be set up by calling 630-837-0800. New Restaurants require additional permits from the Village and County. Permit fees, outside consultants’ plan review fees and refundable bonds may be associated with your project. Village staff will inform you of any required fees when you apply for your permit at the Building Department. The permit application is also available on the Village website at http://village.bartlett.il.us Along with the permit application on major projects, you will need to include:

Electrical Plumbing HVAC Fire alarm Equipment layout in a manufacturing building A third party evaluation (UL or ETL) for all manufacturing equipment Building permits must be obtained before work begins. An Occupancy permit will be issued after the successful completion of the final inspection. Sign permits: All new signs and modifications to existing signs require a sign permit. This applies to temporary and permanent signs If renovating or expanding an existing building, the following requirements vary according to location and zoning: ❏ Parking ❏ Landscaping ❏ Signage ❏ Mechanical screening

New Construction
The process for approval involves:
1. Staff reviews the proposed site and engineering plans. Upon completion, a letter is sent identifying the items that need to be addressed. This process takes up to 30 days. 2. After the changes are made, the site plan is forwarded to the Village of Bartlett's Board of Trustees Committee of the Whole for review. They meet on the 1st and 3rd Tuesdays of the month. 3. If variances are needed, the process requires a Public Hearing by the Zoning Board of Appeals (ZBA) who makes recommendations that are forwarded to the Board of Trustees Committee of the Whole for discussion. The ZBA meets on the 1st Thursday of the month. The Committee reviews the ZBA's recommendations and forwards the variances to a vote by the Board of Trustees.
n the case of new construction, you will be required to provide:

4. If a rezoning or special use is needed, the process requires a Public Hearing by the Plan Commission who makes recommendations that are forwarded to the Board of Trustees Committee of the Whole for discussion. The Plan Commission meets on the 2nd Thursday of the month. The Committee reviews the Plan Commission's recommendations and forwards the project to a final vote by the Board of Trustees. 5. Public Hearing Notices, which must be done not less than 15 or more than 30 days prior to the hearing, include: ❑ Printed notice in the local newspaper ❑ Signage on the property ❑ Personal notice to all property owners within 250 feet 6. The approval process can take anywhere from 2-5 months depending upon the number of special meetings required.
Inspections
Inspections of new construction are mandatory while work is in progress
to insure that construction complies with approved plans and code regulations. The required inspections would include the following: Footings Foundation walls Sanitary sewer and domestic water service Under slab plumbing, electrical and HVAC Damp proofing / drain tile / backfill Electrical service All pre-pour concrete including basement, garage, all slabs on grade, etc. Rough plumbing, framing, HVAC, electrical and insulation Topographic survey inspection Final inspection (certificate of occupancy) Fire suppression and alarm systems RPZ test results must be provided at time of final and then annually * This list is adequate for most construction projects. With each project being different, additional inspections may be required in order to ensure proper installation and safety.
nspections must be scheduled with the Building Department at least 24 hours in advance.
Permits are scheduled by address. Specific inspection times are generally not available except for prepours, however am or pm inspections can be set depending upon availability. All work must be completed before you call for an inspection. You will be charged for failed inspections. Do not make final payment to contractors until you have passed your inspections. Refundable bonds will not be returned until all final inspections have been approved. An Occupancy Permit must be obtained from the Building Department before occupancy.

A pre-inspection is recommended before you purchase or lease an existing building. This is done by the Building Department Inspectors to insure the building is up to code.
