If column (h) Balance has a positive amount, your district/college is declaring unused funds and these funds will be made available for reallocation to other districts/colleges. If column (h) Balance has a
negative amount, you have overspent your allocation. If funds become available during the review of all the year-end expenditure reports, you may receive an allocation adjustment to cover these over
expenditures. If no funds are available for reallocation, then your district/college is responsible for the over expenditures.
