David’s national
recognition
Earlier this year we asked you to vote for one of our longest serving
employees to help him win the Council Worker of the Year Awards.
David who works as a street cleaner, narrowly missed out on the top
spot, but he said it was a great experience, and the council is really
proud that his work was recognised at a national level.
He said: “I met some really nice people at the awards: it’s a shame
I didn’t win, but I really enjoyed the experience and I’m pleased the
borough was highlighted in a national award ceremony. I would like
to say a big thank you to everyone who voted for me.”
He was nominated for the Lifetime Service award for his hard work
at Gedling over the last 45 years. When he started working at
Arnold Urban District Council in 1964, David worked as a highway
labourer. Over 25 years he developed skills in highway construction,
maintenance and street cleansing. But one Saturday morning,
whilst doing his regular cleaning duties, David was attacked by a
man trying to steal his council van. In an attempt to prevent the
theft, David was run over and suffered severe leg injuries leaving
him with walking difficulties. Determined to carry on working, he
took on the task of emptying 500 dog waste bins every week.
David Parton, Head of Direct Services, had no hesitation about
nominating him for the award. “We are all so proud of David here
at Gedling. He is such a likeable person, and I have not come
across anyone more dedicated. He always puts 100% into his
job, and when he realised he could not carry on doing what he
had always done, he was determined to find another job that he
could do well – and after 45 years service he remains one of our
hardest working team members.”

Car park charging update
In August parking charges were introduced in all our car parks
across the borough in response to our need to reinvest in car
parks, safeguard key services and balance books. Following its
introduction, the decision was made to give Blue Badge holders
three-hours free parking in all parking spaces. We also showed our
commitment to support local businesses by introducing 30-minutes
free parking in the three months before Christmas. The impact of
this will be reviewed shortly to assess whether it can be continued.

Help us beat fly tipping
Fly tipping is the illegal dumping of rubbish and although
we do have issues with fly tipping from time to time, it
is no worse than anywhere else. But as well as being a
danger to wildlife and the environment, it is costly to clear
up, and we are keen to stamp it out.
Fly tipped materials include anything from bags of
household or trade rubbish, fridges and freezers, furniture
and building rubble.
If you witness someone fly-tipping please do not
approach the offender(s) and do not go through any
bags because they can contain sharp objects.
Please contact us immediately on 0800 068 1233 or
by e-mail: waste@gedling.gov.uk
When reporting an incident please provide us with as
much information as possible, such as:
• The location of the rubbish
• Type of rubbish
• How long its been there (if known)

Summary Financial Statement 2008/09
The following summary has been produced to give you an insight into the Council’s finances for the year
ending 31 March 2009. If you would like to view the full Statement of Accounts, please visit our website at

Overview
The Council’s full Statement of Accounts is audited by the District Auditor, and was signed by 30 September 2009. The
Summary Financial Statement is also subject to audit. The Council has maintained its reputation for robust financial
management, with outturn in line with the medium term financial plan projections. Financial performance remains strong,
but the economic downturn placed significant pressure on the Council’s budget in 2008/09, and will continue to do so in
2009/10.

Revenue Expenditure
Net General Fund expenditure on services for 2008/09 totalled £15.290m. The Council originally budgeted to take £1.017m
from General Fund balances in 2008/09. The accounts show that, due to underspendings, the sum of £0.776m was actually
required, leaving a year-end balance of £2.713m. A balance is always needed to finance expenditure pending receipt of
local taxes and other income, and to meet unexpected expenditure requirements. In addition, a portion of the balances will
be required to finance revenue budgets carried forward to 2009/10.

Capital Expenditure
Capital expenditure for 2008/09 totalled £4.924m. Controls on capital expenditure have resulted in significantly reduced
programmes in recent years, and mean that the Council has continued to be dependent on capital receipts from the sale of
assets during the year, and on contributions from other agencies to fund capital schemes.
