                                                 KNOWLEDGE RATINGS

   The following worksheets displays "average knowledge ratings" by paygrade, with added background information that
was gathered from the survey sample. This information will be used to help determine the content of the AFPAM 36-2241,
Professional Development Guide (PDG), in additional to the ratings directly affecting the content of the PFE and USAFSE
examinations.
   The first worksheet displays background information within a particular paygrade. The two following sheets display the
"average knowledge ratings" for each paygrade. First, it displayed in inventory order, while the next worksheet displays the
ratings in descending order. These tables represents all 122 knowledge statements taken from the "table of content" of the
PFE/USAFE Study Guides.

    A "average knowledge rating" only acquires it's meaning from it's relationship to the mean and variability to the other
knowledge statements ratings. In particular, one knowledge rating gets it meaning from its relationship to the mean and the
variability of the other knowledge statements within the same criterion group. Therefore, knowledge statements with high
"average knowledge means"(i.e. are one standard above the mean) indicate that these knowledge statements are more
highly emphasized but the group of raters for inclusion in the USAFE promotion test than other statements with low "average
knowledge statements. Thus, the knowledge statement with high "average knowledge ratings" can be interpreted as being
those knowledge statements that should be emphasized for testing.



   AFOMS analyst attempt to provide test developers with information on tasks or statements in an inventory that should be
empathized in a promotion test. The analyst's goal is to achieve agreement amongst raters (i.e., interrater agreement) on
statements to a level of statistical confidence that allow for inclusion of those knowledge items on a test. After extensive
analysis, agreement was achieved within each paygrade (E-5 thought E-8/E-9) as to what knowledge items should be
included in a particular promotion test.

   Survey participants were given the opportunity to voice personal comments regarding the development of the
content of AFPAM 36-2241, Professional Development Guide (PDG). In additional, the comments affect the
content of the PFE and USAFSE examinations. This section displays an example of the comments received.

   Within the background questions of the KI, survey participants were asked what subject area(s) or program(s)
would you like to see added to or expanded as well as change or delete in the next revision of the PDG. Listed
below is a tally of those comments (number of comments in parenthesis) and several written examples given by
survey participants.
  An additional write-in comment section was attached to a series of questions related to the recent SKT, PFE or
USAFSE exam that participants had taken. Some examples of those comments are given below.

    At the very end of the survey, participants were given the opportunity to make final comments, some notable
trends were: adding sample test questions to the PDG, more relevant to day to day basis, go back to two volumes,
