INTRODUCTION
The National Commission for Government Reforms (NCGR) has been
established to review the size and structure of the government with the objective of
providing a modern, efficient and accountable system of governance.
2. The Federal Government has at present 411 Organizational Entities
(OEs) attached departments, autonomous bodies, registered companies, statutory
corporations under the control of its various Divisions/ Ministries. NCGR has
undertaken an exercise to determine the legal instruments under which various
departments/ organization of different Ministries/ Divisions were set up.
3. In April 2007 all 48 Divisions of the Federal Government were
requested to provide the requisite information. The information was received and
compiled by August, 2007.
4. This publication is an attempt, in consultation with the relevant
Administrative Ministries/ Divisions, to provide a comprehensive listing and
classification of all the organizational entities under the control of the Federal
Government by the nature of their functions and legal status. Out of 411 OEs the
majority i.e. 26% belong to the categories of commercial/ semi-commercial/
manufacturing; public utilities and service providers and financial institutions. 14% are
attached departments or executing agencies, 9% are training institutions. The remaining
50% entities are scattered over 12 functional categories.
5. The main consideration behind the proposed categorization is to bring
clarity regarding role and functions of these OEs so that these can help the executive
branch of the Government in discharge of its responsibilities. The final outcome is
presented in the form of this booklet which may serve as ready reference for the
Ministries, Divisions, Provincial Governments, research institutions, media and the
donor community.
6. Although great care has been exercised to ensure veracity of the
information provided, the possibility or errors/ omissions remains. The Commission
would welcome any errors/ omissions/ shortcomings being pointed out which would
lead to further improve this document.
