Job Title:    Accounts Payable Bookkeeper              Department:      Finance & Administration

JOB SUMMARY:

The Accounts Payable/Payroll Bookkeeper is responsible for accounts payable, data processing, and other
bookkeeping duties as required.

JOB FUNCTIONS:

   Review invoices, purchase orders, shipping documents and other supporting documentation for proper
   authorization and accuracy.
   Ensure expense codes on Purchase Orders are accurate and within budget guidelines.
   Process contract payments and invoices for payment.
   Reconcile and maintain CIP project spreadsheets and documentation on a monthly basis.
   Support the Engineering Office Manager with Grant reimbursable documentation and payment
   information for Grant billings.
   Prepare voucher and warrant lists for issuing of warrants.
   Prepare all checks for review by Accounting Manager and Port Auditor, responsible for timely
   mailing.
   Responsible for timely mailing of Dept. of Retirement, Leasehold tax and Excise tax payments on a
   monthly basis.
   Distribute A/P reports and reconcile month-end A/P records.
   Responsible for closing monthly G/L, A/P and A/R subledgers.
   Performs G/L account reconciliations on various accounts on a monthly, quarterly or yearly basis as
   required.
   Prepare quarterly L&I for Longshoreman as required.
   Prepare monthly payroll journal entries, based on payroll service provider’s reports.
   Reviews payroll reports prepared by Human Resource Generalist.
   Reconciles the TR09 on a monthly basis, tracks voids and disbursements-in-transit.
   Analyzes cash balances on a weekly basis, and identifies additional cash to invest on a timely basis, as
   well as debt service transfers and investments.
   Communicates with County Treasurer to ensure proper receipting of sweeps, investments and
   transfers.
   Ensures proper administration and organization of all cash directives, and subsequent filing of such.
   Prepare and file all annual 1099s.
   Full charge of A/P vendor filing system.
   Assist fully with the yearly audit, provide reports and compile information requested.

   Assist in the development and maintenance of bookkeeping and accounting procedures, including the
   PO, purchasing, cash flow and expense process and make recommendations for improvement.
   Work with customers, vendors, employees, and other departments in devising procedures and systems
   and in solving special problems related to accounting, data processing, or other areas of responsibility.
   Perform relief and backup duties as necessary for other Finance and Administration Department
   personnel.
   Front desk coverage as required.
   Perform additional duties as requested by the Accounting Manager or Director of Finance.
   Ensure compliance with state law, Port policy and resolutions as applicable.

OTHER JOB DUTIES:

Perform other duties, responsibilities, and special projects as assigned.

WORKING CONDITIONS:

Work is performed primarily indoors. Typically, the noise level in the work environment is moderate,
however, there may be exposure to loud noises on a daily basis due to marine activity and maintenance
and repair.

QUALIFICATIONS SKILLS AND ABILITIES:

Any combination of experience and training that provides the desired skills, knowledge, and abilities
equivalent of three (3) years bookkeeping and data processing work.

           High school diploma or G.E.D. required.
           Minimum two years A/P Bookkeeping experience required.
           Minimum 8 credits of college-level Accounting required.
           Associates of Arts degree in Accounting or equivalent is required. Bachelor’s degree is highly
           desirable.
           Ability to use a 10-key adding machine proficiently by touch.
           Ability to maintain accounts payable, including analysis and verification of invoice and
           statement amounts.
           Experience in payroll processing preferred.
           Must possess the knowledge and background to thoroughly understand basic accounting
           concepts, including debits, credits, reconciling G/L accounts, and A/P subledger experience.
           Ability to juggle multiple tasks and deal with customer interruptions.

PHYSICAL REQUIREMENTS:

The Accounts Payable Bookkeeper must have the physical ability to work on a computer terminal for
uninterrupted periods of up to 2 hours duration continuously. Also must have the ability to hear, speak
and understand the spoken word in order to respond promptly to calls for assistance, to answer
telephones, and to be able to communicate. Have the dexterity and manual skill required to operate the
keyboard of a computer terminal and the numeric keypad of a standard desktop calculator by touch, with
or without accommodation, in an accurate and efficient manner. Vision ability that includes close vision
and the ability to adjust focus is necessary.
