3. Aircraft Operational Values
3.1. Aircraft Operating Costs

3.    Aircraft Operational Values

3.1          Aircraft Operating Costs
3.1.1        Description

             The term Aircraft Operating Costs are the average estimated cost of operating an aircraft
             per hour.

3.1.2        Available Data

             The data for aircraft operating costs include:
             ●     VFR/IFR Estimated Aircraft Operating Costs/Hour
             ●     International Civil Aviation Organisation (ICAO) Base-Line Average Aircraft Operating
                   Costs Per Block Hour.

3.1.3        Visual Flight Rules/Instrument Flight Rules Estimated Aircraft Operating
             Costs

             The average estimated aircraft operating costs for VFR/IFR aircraft are provided in
             Table 3-1 by aircraft category. These costs are based on fuel and incremental operating
             costs.

                     Note: The size of the aircraft needs to be considered on a case-by-case basis to determine the

3.1.4        International Civil Aviation Organisation Average Aircraft Operating
             Costs per Block Hour
             The International Civil Aviation Organisation (ICAO) provides base-line average aircraft
             operating costs per block hour. These values are provided, per aircraft type and are
             shown in Australian dollars in Table 3-2.

2These operating costs do not consider landing costs at Australian airports. Analysts are advised to obtain ‘local’ data on aircraft landing charges levied by airport/aerodrome managers.
These charges can vary from location to location and by aircraft type. As with other data in this document, actual/empirical data is always preferred.

           Note: ICAO 2000 US$ values inflated to YTD June 2009 prices and converted to Australian
           dollars using the PPP conversion factor.

      The costs were originally stated in 2000 US dollars however, they have been inflated to
      2009 costs and converted to Australian dollars using the PPP conversion factor. US
      gallons were also converted to litres at a rate of 1 US gallon being equal to 3.8 litres.

3.2     Cost of Fuel
3.2.1   Description

        The Cost of Fuel is the price of aircraft fuel.

3.2.2   Available Data

        The key sources of information for cost of aircraft fuel include:
        ●     Australian aircraft fuel suppliers
        ●     The International Air Transport Association (IATA) Jet Fuel Price Monitor.

3.2.3   Australian Aircraft Fuel Suppliers

        The price of aircraft fuel in Australia can be obtained by contacting any of the key aviation
        fuel suppliers. They are:
        ●     BP
        ●     Caltex
        ●     Exxon Mobil
        ●     Shell.

        The fuel suppliers contact details are shown in Table 3-3 below.

        The price of fuel provided by Caltex as at 20 July 2007 was:
        ●     Jet Fuel priced at $127.75/barrel
        ●     Avgas priced at $137.02/barrel.

3.2.4   The International Air Transport Association Jet Fuel Price Monitor

        The global weekly average price paid for jet fuel and year-to-date average fuel price per
        barrel is provided by the IATA Jet Fuel Price Monitor. Figure 3-1 provides an illustration of
        an IATA Jet Fuel Price Monitor report. The impact on 2010’s fuel bill of the global airline
        industry is shown in Figure 3-2. Current pricing information can be accessed at:

3.3     Rate of Fuel Burn
3.3.1   Description

        The term Rate of Fuel Burn describes the average rate that an aircraft burns fuel.

3.3.2   Available Data

        As RPT aircraft are relatively universal data collected by the European aviation authority,
        EUROCONTROL can be reasonably applied to the Australian environment.

        The following data can be applied:
        ●     Fuel Burn (kg/hr) by phase of flight
        ●     Average rate of fuel burn for fleet type during Landing-Takeoff (LTO).

3.3.3   Fuel Burn by Phase of Flight

        The data for fuel burn (kg/hr) by phase of flight and aircraft type is shown in Table 3-4.
