1-1. Mr. Piłsudskis                                                             4



       In 1904, Mr. Józef Piłsudski visited Japan to seek for the strategic
        partnership (Mr. Roman Domowski also did in the same period).

       In 1900s, Mr. Bronisław Piłsudski visited Japan to study the Ainus, a
        ethnic minority inhabiting Hokkaido, the northern region of Japan.
        He, marrying a Japanese lady later, established the Japanese-Polish
        Association in Warsaw in 1922.

      During 1920 to 1921, Japan’s government and Red Cross welcomed
       765 Polish orphans from Siberia and sent them back to Poland.

      In return, Brother Zeno helped Japanese orphans in Nagasaki during
       the World War II.

      Polish goodwill group invited Japanese children suffered by the
       Hanshin-Awaji earthquake in 1995.

  Japanese side…
   To extend assistance to the Polish Agency for Information and
      Foreign Investment (PAIiIZ) in attracting foreign investment by
      dispatching for a period of one year a Japanese expert.

  Both sides…
   To further promote the exchanges of scientists and experts.
   To cooperate in the area of information technology, environment and
      energy conservation.
   To cooperate in extending technical assistance to third countries
      among others through the joint project on “IT Distance Education in
      Ukraine” in collaboration with the UNDP.
   To recognize that tourism is one of the most important vehicles to
      bring together people and culture among the countries.

               Joint Statement towards Strategic Partnership between Japan and the Republic of Poland
                                            (abstract related to economy)

    Both sides shared the recognition that the strengthening of economic ties, including trade, is one of the keys for maintaining and
    developing the overall bilateral relations.
    Noting that the investment from Japan has been contributing to the creation of employment, raising the level of technology and
    promotion of export, which are all welcomed from the viewpoint of Poland’s national economic policy, the Polish side, within the
    framework of its overall efforts for further improvement of the business environment to attract more Japanese investment, expressed
    also its intention to: take appropriate measures to improve the conditions for economic activities for Japanese business
    people, make utmost efforts to establish "one-stop shop" to deal with all the administrative procedures for foreign
    investment.

    The Polish side will study the possibility to establish investment promotion office in Japan.
    The Polish side expressed its high interest in a significant increase of Japanese investments, in particular in the field of high
    technology, including automobile industry, on the Polish market.
    The Japanese side expressed its commitment to extend assistance to the Polish Agency for Information and Foreign
    Investment (PAIiIZ) in attracting foreign investment by dispatching for a period of one year a Japanese expert.
    The Japanese side explained to the Polish side its initiatives on inward investment promotion such as "Invest Japan" and the Polish
    side expressed its intention to fully utilize Japan’s experience in this regard.
    Expressing satisfaction with the positive results of cooperation within the framework of the Agreement on Cooperation in the field of
    Science and Technology, both sides expressed their hope that the exchanges of scientists and experts would be further promoted on
    a commercial basis as well, to which the experiences of the cooperation on a governmental level would give some impetus. In this
    context, the Polish side expressed its gratitude for Japan’s technical assistance so far provided, including the projects on "the
    Polish-Japanese Institute of Information Technology" and both sides shared the view that there is further potentiality in the
    cooperation between the two countries in the area of information technology, environment and energy conservation. The
    Agreement on the Project “The Poland – Japan Energy Conservation Technology Centre” is in the final stage of negotiations. Both
    sides will make efforts to commence the Project without delay after concluding the agreement.
    In line with the policy orientation of the Republic of Poland towards promotion of further cooperation with its eastern neighbours, and
    noting the relevance of extension of the knowledge and expertise acquired by Poland through cooperation with Japan to other
    countries in transition, both sides expressed their will to cooperate in extending technical assistance to third countries among
    others through the joint project on “IT Distance Education in Ukraine” in collaboration with the UNDP.
    Recognizing that tourism is one of the most important vehicles to bring together people and culture among the countries,
    both sides expressed the hope for more frequent visits of tourists to both directions.

  Japanese side…
   Sent an expert on investment and trade to the PAIiIZ from April 2004
      till March 2006.
   Has been assisting Poland in implementing its assistance for third
      countries: training specialists from those countries.
   Started the technical cooperation project for "The Poland-Japan
      Energy Conservation Technology Centre in July 2004.
   Approved the allocation of $350,000 via the United Nations
      Development Programme (UNDP) for "IT Distance Education in
      Ukraine" in January 2004, conducted by the Polish-Japanese
      Institute on Information Technology in Warsaw,
   Provided the Poland with technical assistance for successful
      planning and implementation of privatization of railway sector.

     Tangible results of the cooperation based on the Joint Statement towards the Strategic Partnership between
 Japan and the Republic of Poland issued in August 2003 and prospects for further cooperation Economic dimension

     Cooperation with PAIiIZ
     The Japan International Cooperation Agency (JICA) sent an expert on investment and trade to the Polish Information and Foreign
     Investment Agency (PAIiIZ) in April 2004, to help further improve the investment environment in the Republic of Poland. The
     Government of the Republic of Poland is working towards dispatching a PAIiIZ representative to Japan, to further encourage
     Japanese investments in the Republic of Poland.

     Cooperation in development assistance
     The Government of Japan has been assisting the Government of the Republic of Poland in implementing its assistance for third
     countries, utilizing the facilities established through Japanese Official Development Assistance (ODA) in the Republic of Poland for
     training specialists from those countries. The Government of Japan is ready to share with the Government of the Republic of Poland
     its experience in development assistance in order to enhance the Government of the Republic of Poland's capacity as a new donor.

     Poland-Japan Energy Conservation Technology Centre
     The technical cooperation project for "The Poland-Japan Energy Conservation Technology Centre" to promote development of
     technology for energy conservation has started in July 2004 with a scheduled term of four years.

     Polish-Japanese Institute on Information Technology
     The Polish-Japanese Institute on Information Technology in Warsaw, established with Japanese technical cooperation, marked its
     tenth anniversary in October 2004. It has become one of the most renowned institutes in the Republic of Poland, producing highly
     skilled specialists.

     IT Distance Education for Ukraine
     The Government of Japan approved the allocation of $350,000 via the United Nations Development Programme (UNDP) for "IT
     Distance Education in Ukraine" in January 2004. This project is designed to build a distance education system by drawing on
     successful experience acquired by the Polish-Japanese Institute of Information Technology. The first Executive Board Meeting of the
     project, held in July 2004, was devoted to selecting the colleges in Ukraine that would participate in the project.

     Privatization of railway sector
     Within the framework of economic reform program, the Government of the Republic of Poland is engaged in privatization of the railway
     sector. JICA has provided the Government of the Republic of Poland with technical assistance for successful planning and
     implementation.

     Polish National Tourist Office in Tokyo
     The Polish side established the Polish National Tourist Office in Tokyo in September 2004 in order to promote Polish tourism for

   Polish-Japanese relations have been remarkably enhanced, especially
    after the accession of Poland to the EU.
  The Ministers agreed on….
  - Development of infrastructure in Poland.
  - Establishment of the investment office / Dispatch of the representative.
  - Trilateral cooperation among Japan, Poland and neighboring countries,
    e.g. Ukraine.
  - Further promotion of the tourism between Poland Japan.

     Trade balance: Import from Japan to Poland has exceeded the export
      from Poland to Japan in value, esp. after FY2002.

     It is because that not a few Japanese companies in Poland must
      procure from Japan the parts and materials as well as the plants and
      machinery for production (Those account for about 70 to 80 % of the
      import from Japan).

     Japanese companies use those to manufacture various products,
      mostly for export (e.g. gasoline engine, transmission, ball bearings). It
      eventually contributes to the growing export from Poland to the other
      countries.

     Japan removed the ban of pork import from Poland on 16th February,
      2006 (The ban had been imposed, due to foot-and-mouth disease).
      Delicious pork chop, ham, sausage etc. would be sooner delivered to
      the Japanese dining tables.

      - To assist and promote Japanese investment to Poland
      - A Japanese expert had been dispatched by JICA to the Polish Information
      and Foreign Investment Agency (PAIiIZ) from April 2004 to March 2006.

     Established in Polish National Energy Conservation Agency (KAPE) for
      the education and training the experts in Poland

     Contents of Project
      - Support in the construction of the Centre:
      - 4-year-project (from July 2004)
      - Practical training with the mini-plant at the Warsaw University of
      Technology
      - Dispatch of 4 JICA experts and accept Polish trainees

     The Center offered the seminars to 116 trainees (as of April 2006),
      most of whom are managers of Polish SME.

     Polish Ministry of Construction and Transport is working on the strategy
      of PKP privatization based on the report.

     The mission of the Polish-Japanese Institute of Information Technology
      is to:

      - Train specialists who will be able to work creatively in different areas
      of computer science which are especially important for the development
      of the country.

      - Conduct scientific research into the developments and design of new
      information technologies.

      - Establish and strengthen Polish-Japanese ties for the technological
      cooperation with special emphasis put on the benefits of combining the
      Japanese team work culture and highly advanced technology with the
      Polish tradition in science and individualism.

4-2. How to attract Japanese Tourists                                          37



     Increasing number of tourists from Japan to Poland(Csee 2-2)

     For the Japanese tourists who live in Japan and who hope for the trip
      to Central and Eastern Europe, Vienna-Prague-Budapest-Krakow take
      the highest priority as the cities to visit. They often see it difficult to
      have a long vacation, which makes them prefer a shorter stay at major
      cities.

     In contrast, the Japanese inhabiting other European countries can
      afford to enjoy a longer stay, with hiking, skiing etc.

      Key factors for attracting Japanese:
      - Tourist industries in Carpathian regions should be well networked,
       while consulting with the Polish National Tourist Office in Tokyo.
      - Approach to the Japanese living in such countries as Germany,
       France, UK. They may be potentially good customers.

     To establish the investment promotion office / representative of PAIiIZ
      in Japan.

     To introduce “One-Stop Shop" system to expedite all the administrative
      procedures necessary to FDI.

     To accelerate improving the road infrastructure, especially the
      expressways and bypasses connecting local areas with the borders. It
      might also contribute to boosting up the tourist industry.

     To simplify and harmonize the administrative procedures, e.g., those of
      application for work permit.

     To publicize the regulatory changes thoroughly, by various media and
      well in advance to inform the private sectors.

     To deal with the problems resulting from the influx of used cars, whose
      safety and environmental effects are questionable. It also jeopardizes
      the sound car market development.
