                            WATER/SEWER DEPARTMENT

JOB TITLE: Water/Sewer Office Assistant               FLSA STATUS:         Non-Exempt

GENERAL DESCRIPTION:

The Water/Sewer Office Assistant provides customer service, accounting, inventory,
payroll, and administrative functions for the Water/Sewer department with minimal
supervision. This position requires immediate response to emergency situations and
interfaces with the general public, various agencies, and businesses on a daily basis.

REPORTS TO:         Water/Sewer Superintendent.

SUPERVISES:         None.

ESSENTIAL FUNCTIONS:

♦ 20%…Perform customer service duties, operating the department’s base station two-
  way radio to coordinate with water/sewer crew and other departments, in handling
  critical and emergency situations. Extensive contact with the general public,
  contractors, state and federal agencies, and businesses by telephone and personal
  contact. Route daily customer telephone messages; maintains notification and logs
  for water services, line locates, water meter maintenance and replacement.

♦ 30%…Responsible for preparing a large number of department vouchers, invoices,
  treasury receipts and purchase orders for vendor payment, on a timely basis;
  assigning BARS and NARUC codes. Responsible for transcribing and/or
  composing and typing letters and memos, reports, and agreements. Assists Water
  Superintendent in research of easements, right-of-ways, and miscellaneous project
  information. Record and type safety meeting minutes. Distribute daily department
  mail. Maintain organized files, including legal documentation. Orders and
  maintains office and computer supplies. Responsible for the maintenance of all
  office equipment. Delivers and picks up documents from other agencies and offices.
  Assist Public Works department, as needed.

♦ 20%…Accountable for keeping accurate records for department personnel for the
  daily and monthly time sheets and preparing monthly spreadsheets for breakdown
  of overtime and comp time by labor elements, according to the Naruc Accounting
  System. Prepares and processes absence reports , 911 on-call lists, immunizations,
  training, travel requests and reimbursements. Compile and maintain monthly
  records of water pumped, water usage, vehicle and equipment maintenance.
  Processes documentation and forms relating to health and safety issues concerning
  customer complaints and/or department personnel. Responsible for receipting,
  recording, and invoicing all un-metered water sales. Accountable for processing

    water/sewer parts and supplies sold to the public. Also posts treasury receipt
    information to cash sale slip.

♦ 30%…Accountable for significant water/sewer material and fixed asset inventory.
  Accounts are updated daily within a database and card file. Responsible for current
  stock pricing, and reporting inventory reduction. Creates and updates data bases
  for water meters, fire hydrants, and water main leaks. Maintains a backup card file.


EDUCATION AND/OR EXPERIENCE:

♦ High School diploma or general education degree (GED).

♦ Minimum of two years work experience or one year of college or business school
  with emphasis on computer operation.

♦ Preferred experience using Microsoft Windows, EXCEL spreadsheets, WORD
  processing, and ACCESS data base software.

♦ Preferred minimum of one year experience in customer service, receiving and
  routing customer requests for service, complaints, and emergency response.

♦ High level of competency in performing math calculations using units of weight,
  measurement, volume, and distance.

♦ Must recognize various terminologies of water/sewer billings, operations,
  equipment, and vendors.


REQUIREMENTS, CERTIFICATIONS, AND LICENSES:

♦ Washington State Motor Vehicle License and driving record free from serious or
  frequent traffic violations.

♦ Good oral and written communication skills are required.

♦ First Aid Training Certificate within first year.

Demonstrates ability or experience in:
•    Ability to meet strict work deadlines, work without direct supervision and
     maintain efficiency and accurate production with constant interruptions.

•        Develop spreadsheets and databases from manual records.

•        Accurate, detailed numeric work.

•        Skills in writing composition.

•        Type 50 words per minute.

•        Use of all peripheral office equipment.

•        Mapping and charting.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is regularly required to use hands
and fingers to handle objects or controls and reach with hands and arms. The employee
is required to be able to talk and to hear. May occasionally be required to stoop or
crouch to pick up or move items.

The employee may occasionally lift or move up to 40 pounds. Specific vision abilities
required by this job include close vision, color vision, depth perception, and the ability
to adjust focus.

The noise level in the work environment is minimal with occasional exposure to loud
noises.

Must sit at desk for extended periods of time.

Receives and must respond to frequent calls for emergency service.

Occasionally works alone in dealing with public confrontations.
