  1. ADP: Executive Summary


  A summary of the broad profile of the Northern Area and the Wards it covers
  The Northern Area in the north-west of Hull covers an area of approximately 2.8 square miles. It is made up of three wards, namely Beverley, Orchard Park &
  Greenwood, and University. Within the Area there are three Secondary Schools, two have citywide catchment areas whilst the Sir Henry Cooper School is the
  designated school for the majority of young people in the Area. In addition, there are ten Primary Schools and two Special Schools.
  There are large areas that are seriously disadvantaged, mostly in the Orchard Park & Greenwood Ward where all nine super-output areas (SOA‟s) are ranked within
  the 10% most deprived areas of England overall, with three of the six SOA‟s in the University Ward also ranked within the 10% most deprived in England. This
  contrasts with other neighbourhoods throughout the Area, but particularly in the Beverley Ward, where levels of crime, disorder and deprivation are far less. The
  average IMD 2004 score for the Northern Area is 44.84 compared to an average score of 41.13 for Hull overall.
  In the 2001 Census, the total population was recorded as 32,121, with 13,062 households of which 5,824 (45%) were rented from the Council, 1,427 (11%) were
  rented from private landlords and 5,811 (44%) were owner occupied. The Census recorded 15,578 men and 16,453 women living in the Area with an average
  household size of 2.41 people. Young people under 16 accounted for 7,398 (23%) of the population whilst 4,613 residents (14%) were of retirement age. The
  number of people aged between 25 & 44 was 8,277 (26%). Of the total population, 95% stated their ethnicity as White British. Only 947 residents stated their
  ethnicity as belonging to any BME group.
  The number of people between the ages of 16 & 74 who described themselves as economically active in the 2001 Census, and said they were employed, was 10,325
  (45%) and 1,445 people (6%) stated they were unemployed. Residents between the ages of 16 and 74 who described themselves as economically inactive
  accounted for 45% (10,402) of people. In the same age range, 14,898 (65%) of residents stated they had no or only one qualification, compared to 4,586 (20%) with
  2 or more „A‟ levels or higher qualifications.

  What does the Northern Area aspire to do?
  We will improve the quality of life in the Northern Area by:
  • working with local partners to deliver on the local priorities within the Area Community Plan which contributes to achieving the Community Strategy targets and Hull‟s
  Local Area Agreement Outcomes whilst addressing those local priorities;
  • ensuring that local services from all partners are delivered in a way that meets local needs;
  • facilitating the establishment of effective and efficient service delivery processes, initially in respect of Housing Landlord, Street Scene and Community Safety, which
  take account of core city wide standards and local needs across the Area and Neighbourhood level;
  • working in partnership with Gateway to deliver Area based regeneration in Orchard Park (Courts, Danes, Shaws and Thorpes neighbourhoods);
  • promoting existing and developing new wide ranging opportunities for the residents of the Northern Area to be involved;
  • continued engagement of local residents to increase their involvement in the design and delivery of local services, drawing on the lessons learned from the
  neighbourhood management pilots to ensure roll out through the Area Partnership mechanisms across the remainder of the area;
  • working with partners to increase and improve community cohesion across the area;
  • reducing crime and the fear of crime across the Area through partnership, working to the Common Tasking Framework;
  • working with the Orchard Park Road Customer Service Centre and proposed Information Points, as part of the Target Operating Model, to maintain and further
  develop a high quality Customer Service experience for all stakeholders in the Northern Area;
  • working with other service areas to review service migration in 2007/8 and make further recommendations for 2008/09;
  • working with partners to support the implementation of the city-wide spatial strategy, maximising all opportunities for the benefit of the Northern Area, and
  • developing local strategies for open spaces and Council owned assets in the Northern Area that compliment and contribute to the city wide strategy.



  How do we take account of the needs of our customers (especially the 3 Community Strategy Priority Audiences)?
  The Northern area is committed to providing services, which meet the needs of all our customers especially the most vulnerable.
  We will:
  • continue to identify the needs of our customers by increasing the range of activities including consultation through interest/focus groups, representation on various
  groups, and through neighbourhood and ward fora. Extending involvement in the Area Partnership structures, Neighbourhood Management Panels and the Area
  Housing Board;
  • create and implement mechanisms to ensure greater accountability of services to the Area Committee, achieving a local focus to service delivery;
  • ensure services are delivered in accordance with the Cohesion Strategy, Equalities Plan, Children‟s and Older Peoples Plan;
  • continue to develop and implement an Area based Engagement Plan;
  • through the Area Partnership mechanisms, continue to develop priority groups of residents, reflecting the three Community Strategy priority audiences, to ensure
  that the needs of those groups are identified and reflected in delivery plans as well as providing a mechanism for feedback on impact;
  • continue to develop mechanisms to ensure maximum resident involvement in determining local Community Safety priorities for action through the Community Safety
  Consultation and Tasking Groups in the Northern Area in conjunction with the Crime and Disorder Reduction Partnership and ensure feedback on progress/activity to
  date in relation to priorities set;
  • respond to customer feedback via service areas and the Customer Service Centres/Hull Connect, in terms of ethnicity, disability, age and gender to ensure parity
  across all services delivered, and
  • continue to provide relevant training to residents wishing to take a more involved role in shaping service delivery.
