                                      EXECUTIVE SUMMARY

1.0       INTRODUCTION

       The proposed project is the “Temporary Quarry and Crushing Plant at Lots 200,
202, 249, 702, 703 and 704, Mukim Padang Cina, Daerah Kulim, Kedah Darul Aman” by
Syarikat Ahmuhar Sdn. Bhd. (hereinafter referred to as the “Project Proponent”).

       The project involves the production of 400 tonnes per day (equivalent to 8,000
tonnes per month) of granite rocks from a temporary quarry located on Lot 202, Mukim
Padang Cina, Kulim, Kedah Darul Aman. The quarry is located within the new lot
number of 11402 (consisting of lots 200, 202, 249, 702, 703 and 704), which had been
gazetted as housing development estates i.e. Taman Nilam and Taman Baiduri. At
present, Phase I of the housing estate had been completed.

        The purpose of the temporary quarry is to produce aggregates (crushed stones) as
construction materials for the proposed housing development (Phase II and Phase III).
The project site also houses a temporary crushing plant and temporary concrete batching
plant. Granite rocks from the quarry will be processed into different grades of aggregates
in the crushing plant for subsequent use as raw materials in the concrete batching plant.
The concrete from the batching plant will be used as construction materials for Phase II
and Phase III of the housing estate. Any excess aggregates produced will be sent out to
other construction / housing development sites owned by the Project Proponent. The
temporary project components of quarry and crushing plant are expected to be
decommissioned by the end of December 2008 and December 2009, respectively. The
temporary concrete batching plant, which is expected to be set up in early June 2008, will
be operational until the end of December 2013.

        The quarry had been in operation since December 2007 after the Project
Proponent received approvals from Ibu Pejabat Polis Kontinjen, Alor Setar, Kedah and
Jabatan Mineral and Geosains Kedah/Perlis, P.Pinang, Alor Star, Kedah. However, due
to the proximity of the quarry with adjacent existing residential areas and industrial area
(Kulim Industrial Estate), which makes the quarry operation to be classified as a
prescribed activity under the Environmental Quality (Prescribed Activities)
(Environmental Impact Assessment) Order 1987, the Department of Environment (DOE)
Kedah (Kulim Branch) had ordered the Project Proponent to cease all quarrying activities
until an Environmental Impact Assessment (EIA) study is conducted and the report
submitted to them for approval. At present, only the concrete batching plant is yet to be
constructed.

        The project components of crushing plant and concrete batching plant also form
parts of the subsequent project components of housing development within the project
site. The project site covers a total area of 31.23 hectares, which is less than the limit of
50 hectares (Item 7: Housing) for classification as a prescribed activity under the
Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order
1987. Nevertheless, the assessment of impacts and determination of appropriate

mitigating measures will still be extended to both facilities since they also form part of
the operations of the quarry.

         Hence, the EIA study will focus on the operational stage of these temporary
facilities until the decommissioning of the temporary quarry. As such, the term ‘project’
used throughout this report will refer to the components of ‘quarry, crushing plant and
concrete batching plant’.


2.0       STATEMENT OF NEED

       The project site lies within a hilly terrain and during the course of stripping of
overburden and levelling to make way for the housing development, granite rock bed was
exposed at Lot 202. In order to bring the project site in conformation to the required lines
and levels, the granite rocks are proposed to quarried and then sent to a crushing plant
(within Lot 703) for production of aggregates.

       The proposed project is needed to produce construction materials for the gazetted
housing development of Taman Nilam and Taman Baiduri. The project components i.e.
quarry, crushing plant and concrete batching plant are all temporary in nature and will be
decommissioned upon the completion of the construction phase of the housing estate.

       The advantages brought about by the development of the proposed project are as
follows:-

i)        In line with the “Waste-to-Wealth” concept – the quarry site forms part of the site
          demarcated for housing development and the granite rock bed at the quarry site
          needs to be levelled to make way for the housing development. The proposed
          project realised the concept of “Waste-to-Wealth” by utilising what would have
          been overburden wastes as aggregate (construction materials). The proposed
          project diverts the flow of materials meant for disposal (lowest option in the
          hierarchy of waste management) towards reuse.
ii)       Realise substantial savings in costs of construction materials – aggregates would
          still need to be purchased from outside sources for the purpose of construction
          within the housing development.
iii)      Maximise the use of resources and realise the concept of “Zero Emission” – the
          granite rocks present at the southeastern section of the project site is found to be
          suitable as construction materials for the proposed housing development within
          the same project site. It supports the concept of Zero Emission whereby the wastes
          from one industry is used as raw or starting material in other manufacturing
          process and vice versa. The Zero Emission approach is the more advanced
          approach compared to the previous approaches of Pollution Prevention and
          Cleaner Production as it minimises environmental burden through networking of
          industries. It also represents the total management of wastes and is the final goal
          in the approach to cleaner environment.
iv)       Reduction in traffic congestion – construction materials will still need to be
          brought in for the construction of the housing estate
v)        Reduction in air pollution – gaseous emissions from vehicles that need to be used
          to transport aggregates from other sources to the project site, generation of dust
          from spilled materials along routes.

3.0       PROJECT DESCRIPTIONS

3.1       Concept

        The proposed project consists of temporary components of quarry, crushing plant
and concrete batching plant located at a plot of land (31.23 hectares) gazetted for housing
development (i.e. Taman Nilam and Taman Baiduri). Three (3) phases of the housing
estate are to be developed with Phase I being recently completed. Therefore, at present,
there are no residents occupying the houses (Phase I) at the project site. The proposed
project is to produce construction materials for Phase II and Phase III of the housing
estate. The production capacity of the temporary quarry and temporary crushing plant is
8,000 tonnes per month (i.e. 400 tonnes per day) whereas for the temporary concrete
batching plant, the capacity is 9,600 tonnes per month (i.e. 480 tonnes per day). There
will be no blasting activity involved in the quarry operations.

       Upon completion of both phases of the housing estate, the project components of
quarry and crushing plant shall be decommissioned and removed, which is expected to be
the end of December 2008 (for quarry) and December 2009 (crushing plant). As the
temporary concrete batching plant will be used throughout the development of the
housing estate within the project site, it is expected to be decommissioned by the end of
December 2013 i.e. upon completion of construction of all three phases of housing
development.


3.2       Raw Materials and Finished Products

          The raw materials for the proposed project are as follows:-

a)        Temporary crushing plant
          i)    Granite rocks from temporary quarry

b)        Temporary concrete batching plant
          i)    Aggregate materials from temporary crushing plant
          ii)   Cement
          iii)  Sand
          iv)   Water

          The intermediate and final products from the project components are as follows:-

a)        Temporary crushing plant
          ii)   6” × 9” blocks
          iii)  Crusher run (1” – 3”)
          iv)   Aggregates (3/4”)
          v)    Aggregates (3/8”)
          vi)   Quarry dust (3/16”)
          vii)  Quarry waste (soil, mud)

3.3       Project Location and Size

       The project is located in Mukim Padang Cina, Daerah Kulim, Kedah Darul Aman.
The quarry is located on Lot 202 with a coverage area of approximately 0.6 hectares
only. At present, all six (6) lots of 200, 202, 249, 702, 703 and 704 is collectively known
as Lot 11042 (total area 31.23 hectares) by Jabatan Ukur dan Pemetaan Malaysia,
Negeri Kedah. The production capacity of granite rocks from the quarry is 400 tonnes per
day (equivalent to 8,000 tonnes per month). Based on site preliminary investigation, the
amount of rocks extractable from the site is estimated to be 48,000 tonnes. At the time of
the preparation of this EIA report (May 2008), this means that the quarry is expected to
be operational for another six (6) months only i.e. December 2008.


3.4       Key Project Activities

          The key project activities are as follows:-

a)        Mining of raw rocks from quarry – no blasting involved, only stitch drilling using
          three (3) units of drills and dislodging of rocks using impact breaker (1 unit);
b)        Transportation of raw rocks to crushing plant – five (5) units of dumper trucks at
          capacity of 10-tonnes each will be mobilised to transport the raw rocks to the
          crushing plant located approximately 380 m north of the quarry site;
c)        Crushing of raw rocks to produce aggregates – production of different grades of
          aggregates via crushing in three (3) units of crushers (primary jaw crusher,
          secondary cone crusher and tertiary cone crusher);
d)        Temporary storage of aggregates within project site – stockpiles awaiting further
          use as construction materials for housing development within the same project
          site;
e)        Production of concrete in concrete batching plant – use of the aggregates to
          produce concrete at the rate of 480 tonnes per day at the concrete batching plant
          located approximately 250 m northeast of the crushing plant.


4.0       PROJECT OPTIONS AND SITE SELECTION

4.1       Project Options

       The housing development at the project site requires aggregates as one of the
major construction materials. Therefore, the available project options are:-

a)        Option 1                       :         To extract the granite rocks available within the
                                                   project site to be processed as aggregates via
                                                   crushing onsite
b)        Option 2                       :         To extract granite rocks from other quarry sites and
                                                   transport the rocks to the project site for crushing
c)        “No-Project Option” :                    To purchase the crushed aggregates from suppliers

        All the available project options are ranked according to the aspects of social /
political, environmental, technical and financial impacts. The ranking criteria is that the
option with the highest scoring will be ranked first, followed by the second and so forth.

       Based on evaluation carried out, it was found that Option 1 was ranked first,
followed by the No-Project Option and Option 2. Therefore, Option 1 was selected as the
most suitable project option.


4.2       Site Selection

        The proposed quarry was a secondary project by the Project Proponent, as the
extraction of raw rocks is not the primary intention. Granite rock bed was encountered
during the housing development at the project site. As such, there are no other site
options considered for the proposed quarry project other than the site at Lot 202 where
the granite rock bed was encountered.


5.0       EXISTING ENVIRONMENT

5.1       Physical Environment

a)      Topography
The proposed project site covers an area of approximately 31.23 hectares and has an
inverted C-shape. It is located adjacent to State Route No. K21 (Kulim-Bandar Baharu)
(at the west). The quarry is located at the coordinates of 5o 24’ 42.48” North and 100o 34’
10.44” East. The site has a generall hilly terrain and was previously planted with rubber
and oil palm. The nearest river i.e. Sg. Seluang Atas, is located approximately 200 m to
the west of the project site (measured from location of quarry). There are rubber
plantations towards the north (i.e. Ladang Soon Hock) and oil palm plantations towards
the east and south (i.e. Ladang Kelang Lama). Towards the west of the project site is a
gazetted industrial estate (light- to medium industries) i.e. Kulim Industrial Estate
(Kawasan Perindustrian Kulim).

b)      Geology
The project site is located at the edge of the Kulim Granite Mass, consisting largely of
acid and undifferentiated granitic rocks. To the west of the project site is the sedimentary
plain belonging to the Sungai Patani formation of the Lower Paleozoic Era, consisting of
shale, chert and sandstone. The project site is located west to an old quarry.

c)      Air Quality
The existing air quality surrounding the project site is considered to be good. The
baseline ambient air quality study was conducted on 26th – 28 May 2008 at three
locations (two located inside the boundary of the project site, one located at the nereast
residential area). The results showed that the levels of total suspended particulates (TSP),
carbon monoxide (CO), sulphur dioxide (SO2) and nitrogen dioxide (NO2) at all three
locations were below the limits stipulated in the Recommended Ambient Air Quality
Guidelines.

d)       Hydrology and Surface Water Quality
Part of the project site near the entrance and crushing plant are irrigated by the small
tributaries of Sg. Seluang Atas. The source for these tributaries is the catchment area
(hills) located east of the project site. There is no water intake directly downstream of the
project site.

At present, part of the water bodies within the project site had been converted into
stormwater drains as part of the development of the housing estate. The network of
tributaries, however, does not flow directly through the quarry, crushing plant or concrete
batching plant.

Baseline water quality monitoring was conducted at three (3) locations predicted to be
affected by the project operations on 28th May 2008. These include the reservoir within
the project site, the small tributary of Sg. Seluang Atas before and after mixing with
stormwater discharge from the project site. The results showed that all the parameters
measured at all three locations were within Standard B of the Environmental Quality
(Sewage and Industrial Effluents) Regulations, 1979.

e)      Noise Level
Baseline ambient noise monitoring was conducted at three (3) locations similar to that of
ambient air on 26th – 28th May 2008. The results showed that the noise levels at all three
locations are within the limits stipulated by DOE i.e. < 65 dB(A) for daytime and < 55
dB(A) for night time.

f)     Vibration Level
Baseline vibration monitoring was conducted at three (3) locations similar to that of
ambient air and ambient noise on 26th – 28th May 2008. The results showed that at
present, there are no major vibration sources within and adjacent to the project site.


5.2       Biological Environment

a)      Flora
The project site is bounded by oil palm (Elaeis guineensis) plantations at the eastern and
southeastern sections. Towards the north, there is a rubber (Hevea brasiliensis) plantation.
Areas where clearing works had been carried out earlier are fringed with belukar or
secondary forest species such resam (Dicranopteris linearis), lalang (Imperata
cylindrica), Chinese violet (Asystasia gangetica). The access road to the project site is
lined with decorative palm trees (Roystonea regia), which is part of the landscaping
works for the existing housing development (Phase I which is completed at present).

The common weed plants found in the proposed site has no ecological and commercial
values. They include Mimosa pigra, Mimosa pudica, Imperata cylindrica, Chrysopogon
aciculatus, Setaria palmifolia, Paspalum conjugatum and Ischaemum muticum. The
common scrubs found in the proposed area are Eupotarium odoratum, Melastoma
malabatricum, Mallotus paniculatus and Cyperus sp. In general, the floral species in the
proposed site are mainly weeds and these species were neither rare, endangered or of
protected species.

b)      Fauna
The project site is located at the edge of saturated development area (kawasan tepu bina)
of Mukim Sungai Seluang at the southern and western sections. The northern and eastern
sections are dominated by plantations i.e. rubber and oil palm. As such, the faunal species
found in the vicinity of the project site are those which has adapted and thrived in the
rural and urban environmental settings. The sighting of the fauna in the vicinity of the
project site was carried out over a period of one week (i.e. 26th May to 1st June 2008).

The observed species include long-tailed macaque (Macaca fascicularis), wild boar (Sus
scrofa), rats and shrews, Malayan water monitor lizard (Varanus salvator), small reptiles
and amphibians and birds adapted to human habitation and plantations.


5.3       Human Environment

a)      Land Use
In year 2005, the majority of land use within the entire district of Kulim is agriculture
(58.4%) followed by forest reserve (23.8%). The projected land use demand for the
district until year 2020 showed that the demand for planned housing development
increase by 1.6 times (by land area) from 2005 to 2010. The proposed project of rock
quarrying supplies aggregates as construction materials required for the housing
development. Therefore, the proposed project is crucial in that it forms part of the
supporting industry for subsequent housing development.

As measured from the location of the quarry, the nearest residential areas are Taman
Gangsa and Taman PKNK, which are located towards the southwest of the quarry (at
approximately 400 m and 650 m, respectively). Majority of the surrounding land use are
agriculture i.e. rubber plantations to the north ((i.e. Ladang Soon Hock) and palm oil
plantations in the east and south (i.e. Ladang Kelang Lama). Towards the west of the
project site is a gazetted industrial estate (light- to medium industries) i.e. Kulim
Industrial Estate (Kawasan Perindustrian Kulim). There are two other industrial areas
further north of the project site i.e. Taman Industri Waja and Taman Industri Waja II. The
high-tech industrial park and heavy industries centre of Kulim Hi-Tech Park is located
approximately 2.5 km (as measured from quarry site) towards the southeast.

b)      Traffic
The proposed site is situated within the towns of Kulim and Kelang Lama (due
southwest), Lunas (due northwest) and Kelang Baharu (due northeast). From the north,
the site can be accessed via the Butterworth-Kulim Expressway (BKE) (E15) via the
Lunas exit (Exit No. 1507). From the south i.e. Serdang and Terap, access leading to the
project site is via State Route No. K21. From Kulim, access is via the State Route No.
K12, which also connects to the State Route No. K21 at Kelang Lama.

Cars and utility vehicles are the main contributors to the traffic volume (at 79 – 91%) on
all routes. As for motorcycles, all routes recorded usage in the range of 32 – 37%. The
relatively high rate of usage of motorcycles is consistent with that observed in small
towns and villages.

c)      Socio-Economy
The project site (which was formerly a mix of rubber and oil palm plantations), is located
at the edge of a rubber plantation (Ladang Soon Hock) and oil palm plantation (Ladang
Kelang Lama). Both agricultural activities provide employment in the form of rubber
tappers and tenders of the plantations. The southwestern to the northwestern sections of
the project site is dominated by industrial estates (light- to medium) (Kawasan
Perindustrian Kulim, Kawasan Industri Waja and Kawasan Industri Waja II), which
provide employment in the form of semi-skilled and skilled workers. Towards the
southeast of the project site is the medium- to heavy industrial park of Kulim Hi-Tech
Park. As such, industrial activities (wage earning) are the main source of income for the

community in the vicinity of the project site. The housing development within the project
site also creates new job opportunities to the surrounding community.


6.0       EVALUATION OF MAJOR POTENTIAL ENVIRONMENTAL IMPACTS,
          PROPOSED MITIGATION MEASURES AND IDENTIFICATION OF
          RESIDUAL IMPACTS

       The summary of the potential environmental impacts that may arise from the
development of the proposed project, proposed mitigation measures and residual impacts
are shown in Table ES-1.

        The major environmental impacts associated with the project are air pollution and
noise pollution. Therefore, the evaluation of impacts on air quality and noise level arising
from the activities of the project were quantified based on available prediction models
accepted by regulatory bodies in other countries. Below are the details of the
quantification exercise:-

a)     Air Pollution
The quantification of air pollutants generated from the project was carried out as
follows:-

          i)        Dust from aggregate handling and storage piles
          ii)       Dust from vehicular movement on unpaved roads
          iii)      Emission from diesel-fired engines (heavy vehicles and machieries)

The predicted dust loadings generated per day (with and without applied control
measures) due to item (i) and (ii) above were estimated using empirical equations
established by the US EPA. For item (iii), the maximum ground level concentrations
(GLCs) of air pollutants (carbon monoxide, formaldehyde, nitrogen oxides, particulate
matters less than 10 micron and sulphur dioxides) were predicted at various distances
from the generating sources using the Gaussian Dispersion Model. The contours are then
superimposed onto the project layout plan for visual comparison purpose as well as to
determine if the surrounding sensitive receptors i.e. housing areas are affected.

b)     Noise Pollution
The noise attenuation model was used in the prediction of noise levels due to attenuation
at various distances from the key project components of quarry, crushing plant and
concrete batching plant. The typical noise levels of heavy machineries used within each
of these key project components are obtained from literature and fitted into the model.
The predicted noise levels were then superimposed as contours onto the project layout
plan to evaluate how the predicted noise levels will affect the surrounding sensitive
receptors i.e. housing areas.

        Results showed that even in the worst-case scenarios, the predicted air pollution
and noise pollution were contained within the boundary of the project site and their levels
at sensitive receptors were below each respective limit adopted in Malaysia. Therefore,
the impacts on air quality and noise level are rendered insignificant.

        Below are the insignificant impacts from the project site, classified as such due to
the nature of the project activities (small size, temporary) and existing conditions at the
project site:-

a)        Geology and Soil                         -         No major risk of landslides, erosion and
                                                             sedimentation. Reservoir present within
                                                             project site acts as flood retention pond /
                                                             sedimentation pond
b)        Surface Water Quality                    -         No point-source discharge from project
                                                             activities
c)        Vibration Level                          -         No blasting activity at quarry (only stitch
                                                             drilling)
d)        Chemical Hazards and Safety -                      No chemicals present except fuel (diesel)
                                                             and oil and grease (lubricants / engine oil
                                                             etc)
e)        Biological Environment                   -         The project site has no ecological value as it
                                                             has been gazetted for new housing estate


7.0       QUANTITATIVE RISK ASSESSMENT (QRA)

        A quantitative risk assessment (QRA) has been conducted for the proposed
temporary quarry, crushing plant and concrete batching plant. The study considered
releases of hazardous materials that may occur as a result of loss of containment and the
risks faced during conducting normal work related activities.

       Based on a coarse examination of hazards associated with the proposed project, a
checklist of release cases was developed for further assessment. For each of the
representative release events, event tree analysis was conducted to determine the
frequencies of the possible pool fires.
       The calculated levels of risk were then compared with risk criteria defined by
DOE. The following conclusions can be drawn based on this QRA study:-

          All evaluated events (pool fires) are estimated to produce onsite consequence
          distances; and
          The risk level tolerable for residential areas (1 × 10-6) and neighbouring industrial
          facilities (1 × 10-5) estimated as a result of the operation of the proposed project
          satisfies the off site risk criteria established by DOE for residential areas and
          industrial areas.

       Although the risk posed by the operation of the proposed project is within the
acceptable limit, the following preventive and mitigation measures are recommended in
order to further minimise the projected risk:-

          Construct a bund wall around the diesel skid tank, in order to contain the entire
          inventory of the tank in the event of a catastrophic failure of the diesel storage
          tank. The bund shall be designed to contain 110% of the volume of the largest
          tank;
          Relocate the diesel storage tank (19.2 m3) on flat ground as oppose to the current
          location, which is on top of a small hill / earth slope; and

          Establish an Emergency Response Plan, as a tool for effective emergency
          management during an incident or accident onsite.


8.0       ENVIRONMENTAL MANAGEMENT PLAN (EMP) AND EMERGENCY
          RESPONSE PLAN (ERP)

       In this EIA report, the framework EMP and ERP have been formulated for the
proposed project. Both plans give the outline for the necessary environmental
management tasks and emergency response procedures to be carried out during the
implementation phase of the project. A crucial component of the EMP is the
environmental monitoring programme proposed to be carried out to ensure that the
impacts to the surrounding environment arising from the implementation of the project
are kept to the levels as minimum as possible and in compliance with applicable limits set
by regulatory bodies i.e. DOE.


9.0       CONCLUSIONS AND RECOMMENDATIONS

9.1       Conclusions

9.1.1     Physical Environment

9.1.1.1 Air Quality

       The key air pollutants from the operations of the project are dust from activities of
the quarry and crushing plant (i.e. drilling, loading / unloading of aggregates and wind
erosion on aggregate stockpiles), suspension of dust from vehicular movement on
unpaved surfaces and emissions of air pollutants from diesel-fired engines (heavy
vehicles and machineries). However, based on the estimation of pollutant loadings and
Gaussian dispersion modelling, the impacts of air pollution from such activities are found
to be highly localised within 100 m of the generation sources. Even in the worst-case
scenarios (100% availability of equipment and/or no control), the estimated maximum
ground level concentrations of air pollutant emissions from diesel-fired engines (i.e.
PM10, SO2, NOx, CO and HCHO) are below the respective stipulated limits even at a
distance as close as 100 m from the generation sources.

      Therefore, the impact of air pollution from the project will not extend beyond the
boundaries of the project site.


9.1.1.2 Surface Water Quality

        No water is required in the quarry and crushing activities. Therefore, there will be
no wastewater generation. The potential impact on the surface water quality is likely due
to the higher load of suspended solids. Sources of suspended solids from the project site
include surface run-off from mining areas and bare surfaces as well as wash off from
aggregate stockpiles during rainy days. These shall be properly mitigated by the presence
of a reservoir within the project site which acts as a flood retention pond cum sediment
retention pond. There is no potential direct discharge of sewage and sullage waters to

receiving water bodies as the workers’s base camp and site office, which are completed
housing units temporary used for such purposes, are connected to the IWK sewerage
connections and have proper drainage system.


9.1.1.3 Noise Level

         The major source of non-continuous noise from the operations of quarry is
blasting activity. However, due to the relatively small size of the quarry (approximately
0.6 hectares only) and the amount of granite rocks left to be extracted (estimated to be
48,000 tonnes only), the extraction of raw rocks will be conducted by means of drilling
only. Therefore, there will be no major source of non-continuous noise from the project.

        The major sources of continuous noise from the project come from the operations
of major project components i.e. quarry (drilling of rocks), crushing of aggregates at the
crushing plant and mixing of concrete at the concrete batching plant. The generation of
noise from vehicular movements are considered to be relatively insignificant due to the
small numbers of dumper trucks involved (i.e. 5 units). Based on the noise prediction
exercise, the predicted noise levels at the boundary of the project site, even in the worst-
case scenario of absence of barriers and windflow, are less than 65 dB(A). This renders
the impact of noise from the project insignificant.


9.1.1.4 Vibration Level

       Similar to the case of noise level, the major source of continuous vibration from
quarry activity is blasting. However, this is not present in the current project due to the
absence of blasting work.

        The sources of continuous vibration from the project are drilling works at the
quarry, crushing of aggregates and their subsequent falling into stockpiles and vehicular
movement within the project site. However, the expected increase in vibration level to the
surrounding environment is relatively small due to the small size of the project and its
distance (of quarry) at more than 500 m from the nearest residential area of Taman
PKNK (due southwest). These factors, coupled with good working practices within the
project site i.e. scheduling of activity to prevent excessive generation of vibration, tend to
render the vibration impact to the level of insignificance.


9.1.1.5 Solid and Scheduled Wastes Generation

       There is no major source of solid and hazardous wastes generation from the
proposed project. A small amount of solid wastes will be generated from daily operations
such as workers’ activities and office activities at site office. These will be disposed of as
per requirements of the local authorities.

       Nevertheless, there is a relatively low potential for generation of scheduled wastes
from operation heavy vehicles and machineries at the project site. These include spent
lubricants from activities in the workshop and spilt or leaked oil / grease and fuel (diesel).
In the event that these wastes are generated, these wastes including the contaminated

materials from the clean-up activities shall be disposed of properly by sending to licensed
recyclers or Kualiti Alam Sdn. Bhd.


9.1.2     Biological Environment

       The project site at present has no ecological value because it has been cleared of
vegetations as part of the development of a new housing estate.

       The project is anticipated to have very minimal and insignificant impacts to the
biological environment (flora and fauna). The areas from the northeastern to the
southeastern of the project site are agriculture lands (rubber and oil palm), which have the
capacity to absorb and sustain the fauna displaced by the clearing of vegetations
previously made to the demarcated project site.

        The site is irrigated by the small tributaries of Sg. Seluang Atas and is connected
to the reservoir within the project site. The reservoir is developed as a permanent
component of the housing development, essentially acting as flood retention pond and
sediment retention pond. There will be no discharge of water from the project and as
such, as such the potential impact on the stream ecology arising from the operations of
the project is practically nil. Any potential impacts due to accidental discharge of oil /
grease into the river ecology is further attenuated by the presence of the reservoir which
act as an intermediate ‘screen’ before the discharge flows out of the project site.


9.1.3     Human Environment

9.1.3.1 Land Use

        The project is considered to be a relatively small-scale quarry. The operations of
the quarry will not have a significant physical impact to any adjacent population close to
the site as it is highly temporary in nature. There will be no population displacement as
the project site was previously agricultural land (rubber and oil palm) and has been
gazetted by the Jabatan Daerah dan Tanah as new housing estate (i.e. Taman Nilam and
Taman Baiduri).


9.1.3.2 Traffic

        The operations of the project will not pose significant impact to the traffic on the
existing road networks servicing the project site. Apart from the normal yearly traffic
growth rates, a new project development will certainly increase in traffic volume.
Nevertheless, based on the type and magnitude of the proposed project, the number of
transportation movement generated per day will not be significant. The road network
currently serving the project site could still cater for the small increase in traffic
associated with the project. It is also advisable that the transportation involving heavy
vehicles be scheduled not to coincide with the peak hours of the roads to prevent
unnecessary traffic congestions.

9.1.3.3 Socio-Economy

       The project will have a positive impact on the socio-economy and well being of
the area. It will provide employment for the people in the region. More jobs will be
created which means a higher household income for nearby population.


9.2       Recommendations

        Based on this EIA study, it was found that the project does not pose any
significant impacts to the environment and any potential impacts identified are properly
mitigated. Therefore, the proposed project is recommended to be carried out.

                                        RINGKASAN EKSEKUTIF


1.0       PENGENALAN

       Projek yang dicadangkan ialah “Kuari dan Loji Pemecah Batuan Sementara di Lot
200, 202, 249, 702, 703 dan 704, Mukim Padang Cina, Daerah Kulim, Kedah Darul
Aman” oleh Syarikat Ahmuhar Sdn. Bhd. (selepas ini dikenali sebagai “Penggerak
Projek”).

         Projek tersebut melibatkan pengeluaran 400 tan sehari (bersamaan 8,000 tan
sebulan) batuan granit dari kuari sementara di Lot 202, Mukim Padang Cina, Kulim,
Kedah Darul Aman. Kuari tersebut terletak dalam lot tanah baru bernombor 11042
(terdiri daripada lot-lot tanah bernombor 200, 202, 249, 702, 703 dan 704), yang telah
digazetkan sebagai taman-taman perumahan baru iaitu Taman Nilam dan Taman Baiduri.
Pada masa kini, Fasa I taman perumahan tersebut telah disiapkan.

        Matlamat pembangunan kuari sementara tersebut adalah untuk mengeluarkan
aggregat bagi tujuan penggunaan sebagai bahan binaan di taman perumahan yang
dicadangkan (Fasa II dan Fasa III). Tapak projek juga menempatkan loji pemecah batuan
sementara dan loji pencampur konkrit. Batuan granit daripada kuari tersebut akan
diproses kepada pelbagai gred aggregat dalam loji pemecah batuan untuk kegunaan
seterusnya sebagai bahan mentah di loji pencampur konkrit. Konkrit yand dihasilkan
daripada loji pencampur konkrit akan digunakan sebagai bahan binaan di Fasa II dan Fasa
III taman perumahan. Sebarang aggregat berlebihan yang dihasilkan akan dihantar ke
tapak-tapak pembinaan rumah yang dimiliki oleh Penggerak Projek. Komponen-
komponen sementara projek iaitu kuari dan loji pemecah batu dijangka akan ditamatkan
masing-masing menjelang penghujung bulan Disember 2008 dan bulan Disember 2009.
Loji pencampur konkrit yang dijangka akan dibina pada awal bulan Jun 2008, akan
beropersi sehingga bulan Disember 2013.

        Kuari tersebut telah beroperasi semenjak Disember 2007 setelah Penggerak Projek
memperolehi kelulusan-kelulusan yang berkenaan daripada Ibu Pejabat Polis Kontinjen,
Alor Setar, Kedah and Jabatan Mineral and Geosains Kedah/Perlis, P.Pinang, Alor Star,
Kedah. Namun demikian, disebabkan kedudukan kauri yang berdekatan dengan kawasan
kediaman dan industri (Kawasan Perindustrian Kulim) yang menjadikan operasi kuari
tersebut diklasifikasikan sebagai aktiviti yang ditetapkan di bawah Perintah Kualiti Alam
Sekeliling (Aktiviti Yang Ditetapkan) (Penilaian Kesan Kepada Alam Sekeliling) 1987,
Jabatan Alam Sekitar (Cawangan Kulim) telah mengarahkan Penggerak Projek untuk
memberhentikan segala aktiviti penguarian sehingga Penilaian Kesan Kepada Alam
Sekeliling dilaksanakan dan laporan tersebut dikemukakan untuk kelulusan. Pada masa
kini, hanya loji pencampur konkrit yang masih belum dibina.

       Komponen-komponen projek iaitu loji pemecah batu dan loji pencampur konkrit
juga merupakan komponen projek perumahan seterusnya di tapak yang sama. Tapak
projek melingkungi kawasan seluas 31.23 hektar, yang mana adalah kurang daripada had
50 hektar (Item 7: Perumahan) untuk diklasifikasikan sebagai aktiviti yang ditetapkan di

bawah Perintah Kualiti Alam Sekeliling (Aktiviti Yang Ditetapkan) (Penilaian Kesan
Kepada Alam Sekeliling) 1987. Walau bagaimanapun, penilaian kesan-kesan terhadap
alam sekeliling dan penentuan langkah-langkah kawalan yang bersesuaian akan
dilaksanakan bagi kedua-dua komponen tersebut kerana juga merupakan sebahagian
daripada operasi kuari.

       Justeru itu, kajian penilaian alam sekeliling ini akan menumpukan kepada
peringkat operasi komponen-komponen sementara ini (kuari, loji pemecah batuan dan loji
pencampur konkrit) sehingga penamatan operasi kuari sementara tersebut. Oleh yang
demikian, istilah ‘projek’ yang digunakan sepanjang laporan ini adalah merujuk kepada
komponen kuari, loji pemecah batuan dan loji pencampur konkrit’.


2.0       KENYATAAN KEPERLUAN

       Tapak projek terletak di sekitar kawasan berbukit dan sepanjang kerja-kerja
perataan tapak untuk pembangunan perumahan, batuan granit telah ditemui di Lot 202.
Untuk membolehkan tapak projek menurut spesifikasi paras dan kerataan yang
diperlukan, batuan granit tersebut akan dikuari dan dihantar ke loji pemecah batu (dalam
Lot 703) untuk penghasilan aggregate (batu hancur).

        Projek yang dicadangkan adalah diperlukan bagi menghasilkan bahan binaan
untuk pembangunan perumahan baru iaitu Taman Nilam dan Taman Baiduri. Komponen-
komponen projek iaitu kuari, loji pemecah batuan dan loji pencampur konkrit adalah
bersifat sementara yang mana akan ditamatkan menjelang selesainya peringkat
pembinaan taman-taman perumahan di tapak yang sama.

        Faedah-faedah yang diperolehi daripada pembangunan projek tersebut adalah
seperti berikut:-

i)        Selaras dengan konsep “Buangan-kepada-Kemewahan” – tapak kuari merupakan
          sebahagian daripada tapak yang ditetapkan untuk pembangunan perumahan dan
          batuan granit di tapak kuari perlu diekstrak bagi tujuan perataan tapak. Projek
          yang dicadangkan merealisasikan konsep “Buangan-kepada-Kemewahan” dengan
          menggunakan bahan yang merupakan buangan (dari aktiviti perataan tapak)
          sebagai aggregate (bahan binaan). Projek yang dicadangkan memesongkan aliran
          bahan yang asalnya akan dilupuskan (pilihan terendah dalam hierarki pengurusan
          buangan) kepada tujuan penggunaan semula.
ii)       Membawa kepada penjimatan yang banyak dalam kos bahan binaan – aggregat
          masih perlu dibeli daripada sumber-sumber luar untuk tujuan pembinaan dalam
          pembangunan perumahan.
iii)      Memaksimakan pengggunaan sumber dan merealisasikan konsep “Emisi Sifar” –
          batuan granit yang hadir di bahagian tenggara tapak projek didapati sesuai sebagai
          bahan binaan bagi pembangunan perumahan di tapak yang sama. Projek ini
          menyokong konsep Emisi Sifar di mana bahan buangan dari satu industri
          digunakan sebagai bahan mentah atau bahan pemula dalam proses pengeluaran
          lain, dan sebaliknya. Pendekatan Emisi Sifar adalah lebih maju berbanding
          pendekatan-pendekatan terdahulu seperti Pencegahan Pencemaran dan
          Pengeluaran Bersih, kerana ia mengurangkan beban alam sekitar ke tahap paling

          minima melalui perangkaian industri. Ia juga mewakili pengurusan sisa lengkap
          dan merupakan matlamat akhir ke arah alam sekitar yang lebih bersih.
iv)       Mengurangkan kesesakan trafik – bahan-bahan binaan masih perlu dibawa masuk
          ke tapak projek dari lokasi lain bagi tujuan pembinaan perumahan.
v)        Mengurangkan pencemaran udara – pelepasan gas pencemar daripada kenderaan
          yang perlu digunakan untuk mengangkut aggregat dari sumber lain ke tapak
          projek serta penghasilan habuk dan debu daripada tumpahan bahan di sepanjang
          laluan.


3.0       KETERANGAN PROJEK

3.1       Konsep

        Projek yang dicadangkan terdiri daripada komponen-komponen sementara kuari,
loji pemecah batuan dan loji pencampur konkrit yang terletak di atas sebidang tanah
(31.23 hektar) yang digazetkan untuk pembangunan perumahan (iaitu Taman Nilam dan
Taman Baiduri). Tiga (3) fasa perumahan akan dibangunkan dengan Fasa I baru
disiapkan. Oleh itu, pada masa kini, tidak terdapat sebarang penghuni di rumah-rumah
Fasa I tersebut. Projek yang dicadangkan adalah untuk mengeluarkan bahan binaan bagi
Fasa II dan Fasa III taman perumahan tersebut. Kapasiti pengeluaran kuari sementara dan
loji pemecah batuan sementara tersebut islah 8,000 tan sebulan (iaitu 400 tan sehari)
manakala untuk loji pencampur konkrit, kapasiti pengeluaran adalah 9,600 tan sebulan
(iaitu 480 tan sehari). Proses peletupan batuan tidak akan dilaksanakan dalam aktiviti
kuari tersebut.

        Menjelang selesainya kedua-dua fasa perumahan, komponen-komponen projek
iaitu kuari dan loji pemecah batuan akan ditamatkan, yang dijangka pada penghujung
bulan Disember 2008 (kuari) dan Disember 2009 (loji pemecah batuan). Disebabkan loji
pencampur konkrit akan digunakan sepanjang pembangunan perumahan di tapak yang
sama, ia dijangka akan ditamatkan pada penghujung Disember 2013, iaitu menjelang
selesainya aktiviti pembinaan ketiga-tiga fasa perumahan.


3.2       Bahan Mentah dan Hasil Pengeluaran

          Bahan-bahan mentah untuk projek cadangan adalah seperti berikut:-

a)        Loji pemecah batuan sementara
          i)     Batuan granit daripada kuari sementara

b)        Loji pencampur konkrit sementara
          i)     Aggregat dari loji pemecah batuan sementara
          ii)    Simen
          iii)   Pasir
          iv)    Air

        Produk pertengahan dan akhir daripada komponen-komponen projek ini adalah
seperti berikut:-

3.3       Lokasi Projek dan Saiz

        Projek cadangan terletak di Mukim Padang Cina, Daerah Kulim, Kedah Darul
Aman. Kuari tersebut terletak di Lot 202 dengan keluasan sebanyak kira-kira 0.6 hektar
sahaja. Pada masa kini, kesemua enam (6) lot tanah iaitu 200, 202, 249, 702, 703 and 704
adalah dikenali sebagai Lot 11042 (jumlah keluasan 31.23 hektar) oleh Jabatan Ukur dan
Pemetaan Malaysia, Negeri Kedah. Kapasiti pengeluaran batu granit daripada kuari
tersebut islah 400 tan sehari (bersamaan 8,000 tan sebulan). Berdasarkan kajian awal
tapak, kuantiti batuan yang boleh diekstrak dari tapak tersebut dianggarkan pada 48,000
tan. Pada masa penyediaan laporan penilai kesan alam sekeliling ini (Mei 2008), ini
bermaksud kuari tersebut dijangka beroperasi untuk enam (6) bulan sahaja iaitu sehingga
Disember 2008.


3.4       Aktiviti-Aktiviti Utama Projek

          Aktiviti-aktiviti projek yang utama adalah seperti berikut:-

a)        Perlombongan batuan dari kuari – tidak melibatkan peledakan, hanya
          menggunakan tiga (3) unit penggerudi batuan;
b)        Pengangkutan batuan dari kuari ke loji pemecah batuan – lima (5) unit trak
          pengangkut batuan dengan kapasiti 10 tan setiap satu akan digunakan untuk
          mengangkut batuan ke loji pemecah batuan yang terletak kira-kira 380 ke arah
          utara tapak kuari;
c)        Pemecahan batuan untuk menghasilkan aggregat – penghasilan pelbagai frd
          aggregat dengan pemecahan di tiga (3) unit pemecah batuan (pemecah gerahang
          primer, pemecah kon sekunder dan pemecah kon tertir);
d)        Penyimpanan sementara aggregat dalam tapak projek – penempatan longgokan
          aggregat yang bakal digunakan sebagai bahan binaan untuk pembangunan
          perumahan di tapak yang sama;
e)        Penghasilan konkrit di loji pencampur konkrit – penggunaan aggregat untuk
          menghasilkan konkrit pada kadar 480 tan sehari di loji pencampur konkrit yang
          terletak kira-kira 250 m ke arah timur laut dari loji pemecah batuan.

4.0       PILIHAN-PILIHAN PROJEK DAN TAPAK

4.1       Pilihan Projek

      Pembangunan perumahan di tapak projek memerlukan aggregat sebagai bahan
mentah utama. Oleh itu, pilihan-pilihan projek yang ada ialah:-

a)        Pilihan 1                                :         Mengekstrak batuan granit yang sedia ada
                                                             daripada tapak projek untuk diproses
                                                             menjadi aggregat melaui pemecahan di tapak
                                                             yang sama
b)        Pilihan 2                                :         Mengekstrak batuan granit dari tapak-tapak
                                                             kuari yang lain dan mengangkut batuan
                                                             tersebut untuk diproses menjadi aggregat d
                                                             tapak projek
c)        Pilihan “Tiada Projek”                   :         Membeli aggregat dari pembekal-pembekal
                                                             sedia ada

       Kesemua pilihan projek yang sedia ada diberi pangkat menurut aspek kesan
kepada social / political, alam sekitr, teknikal dan kewangan. Ciri-ciri pemberian taraf
adalah berdasarkan pilihan dengan skor tertinggi akan diberi kedudukan pertama, diikuti
oleh yang kedua dan seterusnya.

        Berdasarkan penilaian yang dilaksanakan, aalah didapati bahawa Pilihan 1 adalah
diberi kedudukan pertama, diikuti dengan Pilihan Tiada Projek dan seterusnya Pilhan 2.
Oleh itu, Pilihan 1 adalah ditentukan sebagai pilihan projek yang paling sesuai.


4.2       Pilihan Tapak

        Kuari yang dicadangkan merupakan projek sekunder oleh Penggerak Projek
kerana pengekstrakan batuan bukan merupakan matlamat utama. Batuan granit telah
ditemui ketika pembangunan perumahan di tapak projek. Oleh yang demikian, tiada
pilihan tapak lain yang dipertimbangkan untuk cadangan kuari ini selain daripada tapak di
Lot 202 di mana batuan granit ditemui.


5.0       PERSEKITARAN SEDIA ADA

5.1       Persekitaran Fizikal

a)      Topografi
Tapak cadangan merangkumi kawasan seluas kira-kira 31.23 hektar dan mempunyai
bentuk C berbalik. Ia terletak berdekatan dengan Laluan Negeri No. K21 (Kulim-Bandar
Baharu) (pada arah barat). Kuari adalah tersebut pada koordinat 5o 24’ 42.48” Utara dan
100o 34’ 10.44” Timur. Tapak projek adalah bercerun dan sebelum ini ditanam dengan
getah dan kelapa sawit. Sungai yang terdekat iaitu Sg. Seluang Atas, terletak kira-kira 200
m ke aras barat tapak projek (diukur dari lokasi kuari). Terdapat lading getah ke arah
utara (iaitu Ladang Soon Hock) dan ladang kelapa sawit ke aras timur dan selatan

(Ladang Kelang Lama). Ke arah barat tapak projek terdapat kawasan industri (ringan ke
sederhana) yang digazetkan iaitu Kawasan Perindustrian Kulim.

b)      Geologi
Tapak cadangan terletak di pinggir Kelompok Granit Kulim, yang terdiri sebahagian
besar daripadanya batuan granit berasid dan tidak berbeza. Ke barat timur tapak projek
merupakan pelantar pemendapan yang merupakan pembentukan Sungai Patani dari Era
Paleoizoik Rendah serta terdiri daripada batuan mendapan dan batuan pasir. Tapak
projek terletak ke arah timur suatu kuari lama.

c)      Kualiti Udara
Kualiti udara sedia ada di persekitaran tapak projek adalah dikira baik. Kajian dasar
kualiti udara persekitaran yang dilaksanakan pada 26 – 28 Mei 2008 di tiga lokasi (dua
dalam lingkungan tapak projek dan satu di kawasan kediaman terdekat). Keputusan
menunjukkan tahap pepejal terampai, karbon monoksida, sulfur dioksida dan nitrogen
dioksida di ketiga-tiga lokasi adalah di bawah had masing-masing seperti yang ditetapkan
dalam Garis Panduan Kualiti Udara Sekeliling Malaysia.

d)      Hidrologi dan Kualiti Air Permukaan
Sebahagian daripada tapak projek berdekatan pintu masuk dan loji pemecah batuan
adalah disaliri oleh cabangan kecil Sg. Seluang Atas. Sumber air cabangan sungai ini
ialah kawasan tadahan (bukit) yang terletak pada arah timur tapak projek. Tidak terdapat
punca pengambilan air di hilir tapak projek.

Pada masa kini, sebahagian daripada aliran air dalam lingkungan tapak projek telah
dibangunkan kepada longkang hujan sebagai sebahagian daripada pembangunan taman
perumahan di tapak yang sama. Namun demikian, jaringan cabang sungai tersebut tidak
mengalir secara langsung merentas kuari, loji pemecah batuan atau loji pencampur
konkrit.

Kajian dasar kualiti air sekeliling telah dilaksanakan di tiga (3) lokasi yang dijangka akan
dipengaruhi oleh operasi projek cadangan pada 28 Mei 2008. Ini termasuklan kolam
takungan air di tapak projek, cabang kecil Sg. Seluang Atas sebelum dan selepas
bercampur dengan pelepasan air hujan dari tapak projek. Keputusan menunjukkan
bahawa semua parameter yang ditentukur di ketiga-tiga lokasi adalah dalam lingkungan
Piawaian B di bawah Peraturan-Peraturan Kualiti Alam Sekeliling (Kumbahan dan Sisa
Industri) 1979.

e)     Paras Bunyi Bising
Kajian dasar paras bunyi bising persekitaran telah dilaksanakan di tiga (3) lokasi yang
serupa dengan kualiti udara persekitaran pada 26 – 28 Mei 2008. Keputusan
menunjukkan bahawa kadar bunyi bising di ketiga-tiga lokasi adalah dalam lingkungan
yang ditetapkan oleh JAS iaitu < 65 dB(A) untuk waktu siang and < 55 dB(A) untuk
waktu malam.

f)     Paras Getaran
Kajian dasar kadar getaran persekitaran telah dilaksanakan di tiga (3) lokasi yang serupa
dengan kualiti udara persekitaran dan bunyi bising persekitaran pada 26 – 28 Mei 2008.
Keputusan menunjukkan bahawa pada masa kini, tidak terdapat sumber getaran yang
utama pada atau sekitar tapak projek.

5.2       Persekitaran Biologi

a)      Flora
Tapak projk adalah dilingkungi oleh ladang kelapa sawit (Elaeis guineensis) pada arah
timur dan tenggara. Ke arah utara tapak projek, terdapat ladang getah (Hevea
brasiliensis). Kawasan pada mana kerja-kerja pembersihan tanah telah dilaksanakan
adalah dipinggiri belukar dan spesis hutan sekunder seperti resam (Dicranopteris
linearis), lalang (Imperata cylindrica), Chinese violet (Asystasia gangetica). Jalan masuk
ke tapak projek adalah ditanami dengan pokok palma hiasan (Roystonea regia), yang
merupakan sebahagian daripada kerja landskap bagi pembangunan perumahan (Fasa I
yang kini telah disiapkan).

Rumput-rampai yang biasa dijumpai di tapak projek tidak mempunyai nilai ekologi
ataupun komersil. Ini termasuklah Mimosa pigra, Mimosa pudica, Imperata cylindrica,
Chrysopogon aciculatus, Setaria palmifolia, Paspalum conjugatum dan Ischaemum
muticum. Pokok-pokok renik yang biasa dijumpai di tapak projek ialah Eupotarium
odoratum, Melastoma malabatricum, Mallotus paniculatus dan Cyperus sp. Secara
amnya, spesis tumbuhan di tapak projek terdiri terutamanya daripada rumput-rampai dan
spesis-spesis tersebut bukannya jarang, hampir pupus mahupun dilindungi.

b)      Fauna
Tapak projek terletak di pinggir kawasan tepu bina iaitu Mukim Sungai Seluang di
bahagian selatan dan barat. Bahagian utara dan timur adalah didominasikan oleh ladang-
ladang iaitu getah dan kelapa sawit. Oleh itu, sepsis-spesis haiwan yang dijumpai di
sekitar tapak projek merupakan sepsis yang telah menyesuaikan diri dan hidup dengan
jayanya di kawasan kampung dan pekan. Pemerhatian spesis haiwan di sekitar tapak
projek telah dilaksanakan selama satu minggu iaitu dari 26 Mei hingga 1 Jun 2008.
Spesis-spesis yang diperhatikan termasuklah kera (Macaca fascicularis), babi hutan (Sus
scrofa), tikus, biawak air (Varanus salvator), reptilia dan amfibia kecil serta burung-
burung yang telah menyesuaikan diri terhadap habitat manusia dan kawasan ladang.


5.3       Persekitaran Manusia

a)     Guna Tanah
Pada tahun 2005, kebanyakan guna tanah di seluruh Daerah Kulim ialah pertanian
(58.4%) diikuti dengan hutan simpan (23.8%). Jangkaan permintaan guna tanah di daerah
tersebut sehingga tahun 2020 menunjukkan bahawa permintaan untuk pembangunan
perumahan terancang meningkat sebanyak 1.6 kali ganda (mengikut keluasan) dari 2005
hingga 2010. Projek cadangan iaitu menguari batuan membekalkan aggregat sebagai
bahan binaan yang diperlukan untuk pembangunan perumahan. Oleh itu, projek cadangan
adalah penting kerana ia membentuk sebahagian industri sokongan kepada pembangunan
perumahan yang seterusnya.

Sepertimana yang diukur dari lokasi tapak kuari, kawasan kediaman yang terdekat ialah
Taman Gangsa dan Taman PKNK yang terletak di arah barat daya tapak kuari (kira-kira
400 m dan 650 m masing-masing). Kebanyakan daripada guna tanah kawasan berdekatan
tapak projek merupakan pertanian iaitu ladang getah ke arah utara (iaitu Ladang Soon
Hock) dan ladang kelapa sawit ke arah timur dan selatan (iaitu Ladang Kelang Lama). Ke
arah tapak projek ialah kawasan perindustrian yang digazetkan (ringan ke sederhana) iaitu

Kawasan Perindustrian Kulim. Terdapat dua lagi kawasan perindustrian ke arah utara
tapak projek iaitu Taman Industri Waja and Taman Industri Waja II. Kawasan
perindustrian berteknologi tinggi dan industri berat iaitu Taman Perindustrian Teknologi
Tinggi Kulim yang terletak kira-kira 2.5 km (diukur dari tapak kuari) ke arah tenggara
tapak projek.

b)     Trafik
Tapak projek adalah terletak di sekitar Bandar Kulim dan Kelang Lama (kea rah barat
daya), Lunas (ke arah barat laut) dan Kelang Baharu (ke arah timur laut). Dari arah utara,
tapak projek boleh diakses melalui Butterworth-Kulim Expressway (BKE) (E15) melalui
keluaran Lunas (Exit No. 1507). Dari arah selatan iaitu Serdang dan Terap, laluan kea rah
tapak projek ialah melalui Laluan Negeri No. K21. Dari Kulim, laluan masuk adalah
melalui Laluan Negeri No. K12, yang juga bersambung ke Laluan Negeri No. K21 di
Kelang Lama.

c)     Sosio-Ekonomi
Tapk projek (yang merupaka bekas ladang getah dan kelapa sawit) terletak di pinggir
ladang getah (Ladang Soon Hock) dan ladang kelapa sawit (Ladang Kelang Lama).
Kedua-dua aktiviti pertanian membawa peluang pekerjaan dalam bentuk penoreh getah
dan buruh ladang. Arah barat daya dan barat laut tapak projek terdiri daripada kawasan
perindustrian (ringan ke sederhana) (Kawasan Perindustrian Kulim, Kawasan Industri
Waja and Kawasan Industri Waja II) yang membawa peluang pekerjaan dalam bentuk
pekerja separa mahir dan mahir. Ke arah tenggara tapak projek ialah kawasan
perindustrian sederhana ke berat iaitu Kulim Hi-Tech Park. Oleh itu, aktiviti industri
(pengambilan upah) merupakan sumber pendapatan utama komuniti di sekitar tapak
projek. Pembangunan perumahan di tapak projek juga membawa peluang pekerjaan
kepada komuniti tempatan.


6.0       PENILAIAN  KESAN-KESAN TERHADAP   ALAM    SEKITAR,
          CADANGAN LANGKAH-LANGKAH KAWALAN DAN KESAN SISA

        Rumusan kesan-kesan berpotensi terhadap alam sekitar yang berkemungkinan
terhasil daripada pembangunan Projek Cadangan, langkah-langkah kawalan yang
dicadangkan dan kesan-kesan sisa adalah ditunjukkan di Jadual ES-1.

       Kesan-kesan utama kepada persekitaran yang timbul hasil perlaksanaan projek
cadangan ialah pencemaran udara dan bunyi bising. Oleh yang demikian, penilaian kesan
terhadap kualiti udara dan tahap bunyi yang terhasil daripada pelaksanaan projek telah
dikuantifikasikan berdasarkan model-model jangkaan yang diterima oleh badan-badan
pemerintah di negara lain. Langkah kuantifikasi untuk kedua-dua aspek pencemaran
tersebut diterangkan seperti di bawah:-

a)     Pencemaran Udara
Kuantifikasi pencemar-pencemar udara yang dihasilkan daripada projek cadangan telah
dilaksanakan seperti berikut :-

          i)        Debu daripada pengendalian and pelonggokan aggregat
          ii)       Debu daripada pergerakan kenderaan di atas jalan tanah

          iii)      Pelepasan gas-gas pencemar daripada enjin diesel (kenderaan dan jentera
                    berat)

Kadar penghasilan debu setiap hari (dengan dan tanpa langkah kawalan) yang disebabkan
oleh item (i) dan (ii) di atas adalah dianggarkan dengan menggunakan persamaan-
persamaan empirikal yang diterbitkan oleh Agensi Pelindungan Alam Sekeliling di
Amerika Syarikat. Untuk item (iii), kepekatan-kepekatan aras tanah maksima untuk
pencemar udara (karbon monoksida, formaldehid, nitrogen oksida, pepejal terampai
kurang daripada 10 mikron dan sulfur dioksida) telah dianggarkan pada jarak-jarak
tertentu daripada punca penghasilan pencemar dengan menggunakan Model Penyebaran
Gaussian. Kontur anggaran kemudiannya diplotkan ke atas pelan tapak projek untuk
tujuan perbandingan serta untuk menentukan samada penerima sensitif di sekitarnya iaitu
kawasan perumahan akan terganggu.

a)     Pencemaran Bunyi Bising
Model penyebaran bunyi telah digunakan untuk menganggarkan kadar bunyi bising pada
jarak berlainan daripada komponen utama projek iaitu kuari, loji pemecah batuan dan loji
pencampur konkrit. Kadar bunyi bising yang tipikal daripada jentera berat yang
digunakan dalam setiap komponen projek adalah diperolehi daripada sumber sekunder
dan dimasukkan ke dalam model. Kadar bunyi bising yang dianggarkan kemudiannya
diplotkan ke atas pelan tapak projek untuk menilai samada kadar bunyi bising tersebut
dijangka memberi gangguan kepada penerima sensitif di sekitarnya iaitu kawasan
perumahan.

       Keputusan jangkaan menunjukkan bahawa walaupun dalam keadaan kes terburuk
(kadar pencemaran paling tinggi), kadar pencemaran udara dan bunyi bising adalah
dihadkan pada lingkungan tapak projek dan tahap pada penerima sensitif adalah di bawah
had masing-masing yang diterima pakai di Malaysia. Oleh itu, kesan pencemaran udara
dan bunyi bising adalah dikurangkan ke tahap yang tidak penting.

        Di bawah merupakan kesan-kesan lain yang juga tidak penting daripada tapak
projek, diklasifikasikan demikian disebabkan oleh ciri-ciri projek (saiz kecil, sementara)
dan persekitaran sedia ada pada tapak projek:-

a)        Geologi dan Tanah                        -         Tiada risiko tinggi tanah runtuh, hakisan
                                                             tanah dan pemendakan. Kolam takungan air
                                                             yang hadir di tapak projek bertindak sebagai
                                                             kolam takungan banjir dan kolam
                                                             pemendakan.

7.0       PENILAIAN RISIKO KUANTITATIF

        Suatu penilaian risiko kuantitatif telah dilaksanakan bagi cadangan kuari
sementara, loji pemecah batuan dan loji pencampur konkrit. Penilaian tersebut telah
mengambilkira pelepaan bahan merbahaya yang mungkin berlaku sebagai akibat
kehilangan pembendungan dan risiko yang mungkin dihadapi ketika melaksanakan kerja-
kerja biasa.

       Berdasarkan pemeriksaan kasar terhadap bahaya-bahaya yang berkaitan dengan
projek cadangan, suatu senarai semak kes-kes pelepasan telah ditentukan untuk penilaian
seterusnya. Untuk setiap kejadian pelepasan wakilan, analisis kejadian cabangan telah
dilaksanakan untuk menentukan kekerapan kebakaran takungan yang mungkin.

      Tahap risiko yang dihitung kemudiannya dibandingkan dengan ciri-ciri risiko
yang didefinisikan oleh Jabatan Alam Sekitar (JAS). Berikut merupakan kesimpulan-
kesimpulan yang diperoleh daripada penilaian kuantitatif risiko ini:-

          Kesemua kejadian (kebakaran takungan) yang dinilai adalah dijangkakan akan
          menghasilkan jarak hasilan dalam lingkungan tapak projek; dan
          Kadar risiko yang diterima untuk kawasan kediaman (1 × 10-6) dan kawasan
          industri yang berjiranan (1 × 10-5) yang diramalkan sebagai hasil operasi projek
          cadangan aalah didapati memenuhi ciri-ciri risiko luar tapak yang ditetapkan oleh
          JAS untuk kawasan kediaman dan kawasan industri.

       Walaupun risiko yang ditimbulkan oleh projek cadangan adalah dalam lingkungan
had yang diterima, langkah-langkah pengelakan dan kawalan berikut adalah disarankan
untuk mengurangkan lagi risiko yang dijangkakan:-

          Menyediakan benteng pembendung di sekeliling tangki simpanan diesel untuk
          membendung sepenuhnya inventori tangki tersebut sekiranya berlaku kegagalan
          penyimpanan tangki. Benteng pembendung perlu direkabentuk untuk menakung
          110% daripada isipadu tangki terbesar;
          Mengalihkan tangki simpanan diesel (19.2 m3) ke kawasan rata berbanding
          dengan lokasi sedia ada, iaitu di atas suatu bukit kecil / cerun tanah; dan
          Menyediakan Pelan Tindakan Kecemasan sebagai kaedah berkesan untuk
          pengurusan keadaan kecemasan pada masa berlakunya kemalangan di tapak
          projek.


8.0       PELAN PENGURUSAN ALAM SEKELILING DAN PELAN TINDAKAN
          KECEMASAN

        Dalam laporan penilaian alam sekeliling ini, kerangka pelan pengurusan alam
sekeliling dan pelan tindakan kecemasan telah dirumuskan untuk projek cadangan.
Kedua-dua pelan tersebut menggariskan tugas pengurusan alam sekeliling dan langkah-
langkah tindakan kecemasan yang perlu dilaksanakan sepanjang tempoh projek. Suaatu
komponen penting pelan pengurusan alam sekeliling ialah program pemantauan alam
sekeliling yang dicadangkan untuk perlaksanaan bgi memastikan kesan-kesan terhadap
persekitaran yang terhasil daripada pelaksanaan projek adalah dikawal ke tahap

seminimum yang boleh dan mematuhi had-had yang ditetapkan oleh badan-badan
pemerintah misalnya Jabatan Alam Sekitar.


9.0       KESIMPULAN DAN SARANAN

9.1       Kesimpulan

9.1.1     Persekitaran Fizikal

9.1.1.1 Kualiti Udara

       Pencemar-pencemar udara utama daripada operasi projek cadangan ialah debu
daripada aktiviti-aktiviti penguarian dan pemecahan batuan (iaitu penggerudian,
pengangkatan dan penurunan aggregat dan hakisan angin ke atas longgokan aggregate),
penghasilan debu daripada pergerakan kenderaaan di atas jalan-jalan tanah dan pelepasan
pencemar-pencemar udara daripada enjin diesel (kenderaan serta jentera berat). Walau
bagaimanapun, berdasarkan penjangkaan beban pencemar dan permodelan penyebaran
Gaussian, kesan pencemaran udara daripada aktiviti-aktiviti tersebut adalah didapati
terhad kepada jarak 100 m daripada sumber pencemar. Walaupun dalam kes keadaan
terburuk (100% penggunaan jentera dan/atau tiada kawalan), jangkaan tahap kepekatan
maksima aras tanah bagi pencemar-pencemar udara daripada enjin-enjin diesel (iaitu
PM10, SO2, NOx, CO and HCHO) adalah di bawah had masing-masing yang ditetapkan
walaupun untuk jarak sedekat 100 m daripada sumber pencemar.

      Oleh itu, kesan pencemaran udara daripada projek cadangan tidak akan
melangkaui sempadan tapak projek.


9.1.1.2 Kualiti Air Permukaan

       Air tidak diperlukan untuk operasi kuari dan pemecahan batuan. Oleh itu, tidak
akan terdapat penghasilan air buangan. Kesan berpotensi terhadap kualiti air permukaan
adalah berkemungkinan besar daripada beban pepejal ampai yang lebih tinggi. Sumber-
sumber pepejal terampai daripada tapak projek termasuklah air larian daripada kawasan
kuari dan kawasan terbuka serta air larian daripada longgokan aggregat ketika waktu
hujan. Kesan-kesan ini akan dikawal dengan baik dengan hadirnnya kolam takungan air
pada tapak projek yang bertindak sebagai kolam takungan banjir dan kolam pemendapan
lumpur. Tidak terdapat sebarang pelepasan langsung air kumbahan dan air dapur ke
sumber-sumber air kerana kem pekerja serta pejabat tapak, yang merupakan unit rumah
yang telah selesai dibina dan digunakan sementara untuk tujuan berikut, adalah
disambungkan kepada system pembetungan IWK dan mempunyai system peparitan yang
baik.


9.1.1.3 Kadar Bunyi Bising

       Sumber utama bunyi bising tidak berterusan daripada operasi kuari ialah aktiviti
perledakan. Namun demikian, disebabkan oleh saiz kuari yang kecil (kira-kira 0.6 hektar
sahaja) serta kuantiti batuan granit yang bakal diekstrak (dianggarkan pada 48,000 tan

sahaja), pengekstrakan batuan mentah akan dilaksanakan dengan kaedah penggerudian
sahaja. Oleh itu, tidak akan terdapat sumber pencemaran bunyi bising yang tidak
berterusan daripada projek cadangan.

        Sumber utama sumber bising berterusan daripada projek cadangan adalah
daripada operasi komponen-komponen utama projek iaitu kuari (penggerudian batu),
pemecahan batuan di loji pemecah batuan dan pencampuran konkrit di lojo pencampur
konkrit. Penghasilan bunyi bising daripada pergerakan kenderaan adalah dijangka tidak
penting secara bandingan disebabkan oleh bilangan lori pengangkut batuan yang rendah
(5 unit sahaja). Berdasarkan kajian penjangkaan bunyi bising, kadar bunyi bising yang
dijangka pada sempadan tapak projek, walaupun pada kes keadaan terburuk (tiada
sebarang halangan atau tiupan angina), adalah lebih rendah daripada 65 dB(A). Ini
menunjukkan bahawa kesan bunyi bising daripada projek cadangan adalah tidak penting.


9.1.1.4 Kadar Getaran

         Serupa dengan kes bunyi bising, sumber utama getaran berterusan daripada
aktiviti kuari ialah aktiviti perledakan. Oleh kerana aktiviti perledakan tidak dilaksanakan
dalam projek cadangan, maka tidak terdapat kesan utama getaran berterusan.

        Sumber-sumber getaran berterusan daripada projek cadangan adalah daripada
kerja-kerja penggerudian di kuari, pemecahan aggregat dan kejatuhan aggregat tersebut
ke longgokan-longgokan batuan serta pergerakan kenderaan sekitar tapak projek. Walau
bagaimanapun, peningkatan kadar getaran yang dijangkakan terhadap persekitaran adalah
kecil secara bandingan disebabkan saiz projek yang kecil dan jarak (kuari) yang melebihi
500 m daripada kawasan kediaman terdekat iaitu Taman PKNK (arah barat daya). Faktro-
faktor ini, termasuk amalan-amalan kerja yang baik sekitar tapak proek misalnya
penjadualan aktiviti untuk mengelakkan penghasilan getaran yang berlebihan,
berkecenderungan tinggi untuk memberi kesan getaran yang tidak penting.


9.1.1.5 Pengurusan Sisa Pepejal dan Sisa Berbahaya

         Tidak terdapat sumber utama sisa buangan pepejal dan sisa buangan merbahaya
daripada projek cadangan. Sejumlah kecil sisa buangan pepejal dijangka akan dihasilkan
daripada operasi harian seperti aktiviti pekerja dan aktiviti pejabat di pejabat tapak. Sisa-
sisa ini akan dilupuskan menurut keperluan pihak berkuasa tempatan.

        Walaupun demikian, terdapat kebarangkalian kecil untuk penghasilan sisa
buangan merbahaya daripada operasi kenderaan dan jentera berat di tapak projek. Ini
termasuklah minyak pelincir terpakai daripada aktiviti di bengkel serta tumpahan atau
kebocoran minyak / gris dan bahan api (diesel). Sekiranya buangan sedemikian
dihasilkan, maka buangan tersebut termasuk bahan-bahan tercemar daripada aktiviti
pemulihan tumpahan perlu dilupuskan dengan betul dengan menghantar ke pengitar
semular berlesen atau Kualiti Alam Sdn. Bhd.

9.1.2     Persekitaran Biologi

       Tapak projek pada masa kini tidak mempunyai sebarang nilai ekologi kerana
ianya telah dibersihkan daripada sebarang tumbuhan sebagai sebahagian daripada
pembangunan taman perumahan baru.

       Projek cadangan dijangka akan membawa kesan yang sama minimum dan kecil
kepada persekitaran biologi (flora dan fauna). Kawasan-kawasan ke arah timur laut dan
tenggara tapak projek merupakan kawasan pertanian (getah dan kelapa sawit), yang mana
mempunyai keupayaan untuk ‘menyerap’ dan mengekalkan fauna yang terpindah
disebabkan penebangan tumbuhan di tapak projek.


9.1.3     Persekitaran Manusia

9.1.3.1 Guna Tanah

       Projek cadangan adalah dianggapa sebagi kuari yang kecil saiznya secara
bandingan. Operasi kuari tersebut dijangka tidak akan membawa kesan penting kepada
penduduk berdekatan tapak projek kerana tempoh operasinya yang pendek. Tidak akan
terdapat pemindahan penduduk yang disebabkan oleh projek cadangan kerana tapak
projek merupakan kawasan pertanian (getah dan kelapa sawit) dan telah digazetkan oleh
Jabatan Daerah dan Tanah sebagai taman perumahan baru (iaitu Taman Nilam dan Taman
Baiduri).


9.1.3.2 Trafik

        Operasi projek cadangan dijangka tidak akan membawa kesan penting kepada
trafik di laluan-laluan menghala ke tapak projek. Selain daripada kadar kenaikan trafik
tahunan, kelahiran projek baru sememangnya akan meningkatkan kadar trafik. Walau
bagaimanapun, bilangan pergerakan pengangkutan yang akan dihasilkan setiap hari
adalah rendah. Jaringan laluan yang menghala ke tapak projek masih berupaya
menampung peningkatan rendah dalam kadar trafik yang disebabkan oleh projek
cadangan. Adalah juga dinasihatkan agar pengangkutan yang melibatkan kenderaan berat
dijadualkan supaya tidak bertembung dengan masa puncak laluan-laluan tersebut bagi
mengelakkan kesesakan trafik yang tidak diingini.


9.1.3.3 Sosio-Ekonomi

       Projek cadangan akan membawa kesan positif kepada sosio-ekonomi dan
kebajikan kawasan sekitarnya. Ia akan membawa peluang pekerjaan kepada penduduk
tempatan. Lebih banyak peluang pekerjaan yang dihasilkan bermaksud peningkatan
pendapatan isi rumah untuk penduduk tempatan.

9.2       Saranan

       Berdasarkan laporan penilaian alam sekeliling ini, adalah didapati bahawa projek
cadangan dijangka tidak mendatangkan sebarang kesan penting atau mendadak terhadap
persekitaran dan sebarang kesan yang ditentukan akan dikawal dengan baik. Oleh itu,
projek cadangan adalah disarankan untuk dilaksanakan.
