                                                                Introduction and Instructions

Introduction
In response to the new landscape of the non-profit world and in an effort to flourish and attract new attention and donors, the TSN has developed these
performance indicators to assist TS Centers to become ore robust and vibrant participants in the non-profit business.

The goals of this process are:
 - Increased inter-center communication
 - Increased level of performance
 - Increased ability to attract funding partners, technology partners, and skilled volunteers
 - Fiscal viability for TSN and TS Centers after 2019
Increased visibility of the TSN and all TS Centers

The TSN Performance Indicator Tool is a self-assessment instrument that helps TS Centers identify capacity strengths and challenges and establish capacity
building tools. As such, it is primarily a diagnostic and learning tool. In addition, the Performance Indicators provides a useful framework for measuring growth in
capacity over time.

The results from the Performance Indicators should guide the development of an annual work plan and contribute to the establishment of a long term vision for the
areas where TSN resources can be directed in support of capacity building.

Who Should Complete the Performance Indicators Tool?
The Performance Indicators is intended for self-guided use by TS Centers. Three to five participants from various levels of the organization (e.g. staff, Executive
Director, Board Member( should be invited to complete the assessment individually. Upon completing the Performance Indicators Tool, participants should gather
to discuss their ratings and reach consensus one set of ratings that best represents the TS Center/organization.

This set of ratings ins the one that should be submitted electronically with your Annual Report to the Timothy Smith fund on behalf of your organization.
Completing the Performance Indicators Tool using a team approach both improves its validity and reduces individual biases. More importantly, this process serves
as a catalyst for key people to engage in rich conversation about the organization.

How Often Should the Performance Indicators Tool be Completed?
Each TS Center is required to complete this tool as part of its Annual Report to the Timothy Smith Fund in 2008.

Subsequently, the Performance Indicators Tool must be completed whenever a TS Center is eligible for technology upgrades. The responses at this time will be
reviewed by an outside consultant or by a colleague from a different TS Center.

The TSN Board of Directors may also require TS Centers to periodically complete this instrument so as to be able to gather base line data.

Instructions
First, You will be rating your TS Center/organization on a variety of capacity elements which have been grouped into nine area of technology center capacity:
Vision / Mission, Administrative Structure, Programming / Curriculum, Infrastructure of CTC (Technology), Program Personnel, Technology Support, Measurement
/ Evaluation, Fundraising for Technology Center, and Collaboration.
This workbook contains 13 separate worksheets--one worksheet for each area of performance indicators and additional worksheets for these instructions,
respondent information, a summary table and summary chart. You should see the various worksheet tabs at the bottom of the screen; click on the tabs to view
each worksheet.

For each performance indicator, identify the description that best describes your organization's or TS Center's status or performance. You are likely to discover that, with some
elements, your organization will not fully match any of these descriptions; in these instances, simply identify the description that is more suitable or accurate for your TS
Center/organization.

To input your selections, select the yellow cell to the right of each capacity element. Then select the down arrow and choose from the list that appears. If a performance indicator
does not apply to your organization/TS Center, select "Does Not Apply." You will be asked to explain in the Comments why this indicator is not applicable.

Please provide a response for each performance indicator, as failing to do so will impact your summary scores.

Secondly, there are several examples and descriptions of items, procedures, and other items that demonstrate how a TS Center/organization could satisfy each indicator. Before
each such example/description is a pale green box in which the person completing the instrument can indicate Yes if the example/description is in place or No if it is not.

Your organization may have other means in place to satisfy a particular indicator. When this is occurs, select Yes pefore Other and specify how your satisfy the indicator in the
pale green box In the Comments column.

You may find it helpful to review those examples/descriptions for each item prior to rating your organization. Summary are not impacted by the number of examples/descriptions
that you have in place.
