No document plays a more important role in public-sector finance than the annual or biennial operating
budget. To be effective, the budget must succeed, not only as a policy document and as a financial plan,
but also as an operations guide and as a communications device. To help public-sector budget profession-
als prepare better budgets, the GFOA has identified 27 specific criteria for assessing how well a budget
document meets these different objectives. The GFOA published a full-length book on Preparing High
Quality Budget Documents and Preparing High Quality Budget Documents for School Districts that
draw upon a wealth of real-life examples to demonstrate the practical application of each of the criteria.
This two-hour, live, interactive training session will combine lecture and exercises to explore key examples
to highlight how to make a good budget even better.
