**The voting system used for the Scottish Parliament is known as the Additional Member System
(AMS). AMS is a type of proportional representation. Each person in Scotland is represented in
the Scottish Parliament by one constituency MSP for their immediate area and seven regional
MSPs. There are eight Scottish Parliament Regions. All MSPs have equal status in the Parliament.
***Elected under a system of proportional representation. The UK is divided into 12 regions. Each
region has between 3 and 11 MEPs and each MEP in a region represents each person living
there, e.g. Scotland has 8 MEPs therefore Stirling residents can contact any or all of them.

The Council Tax collection rate for Stirling Council in 2001/02 was 95%.This
figure represents an improvement over four consecutive years and is the
second highest collection rate of all Scottish mainland councils.

I   •   Stirling Council’s population is projected to increase by almost
        12% by 2016. In contrast, Scotland’s population is projected to fall
D       by 2%.

    •   HRH Queen Elizabeth II officially declared Stirling Scotland’s
        newest city on 24th May 2002. Stirling was chosen to mark the
Y       Queen’s Golden Jubilee.
O   •   Scotland’s first National Park, The Loch Lomond and Trossachs
        National Park, was opened by HRH The Princess Royal on 24th
U       July 2002.

    •   Over half of Scotland’s population lives within an hour of the city
K       and 80% within two hours. (Source: CACI Ltd 2002)

N   •   Stirling Council piloted the first all-postal Local Government by-
        election in Scotland. The pilot in the Teith Ward was hailed a great
O       success resulting in a turnout of 64%.

W   •   Stirling has its own Citizens’ Panel called Stirling Sounding
        Board. There are around 1300 members of the panel. The panel
        has just been consulted on the Quality of Life of Stirling Council
        residents. Results of this survey can be downloaded from the
        Stirling Council website at www.stirling.gov.uk

    •   Stirling has its own Business Panel which was launched Summer
        2001. The panel comprises 500 local businesses which give a
        representative profile of businesses within the Stirling Council
        area. The panel has recently been consulted on Skills Issues and
        Gaps. Results are available on www.stirlingbusinesspanel.com

    •   Stirling at a Glance 2001 is also available on the Stirling Council
        website (www.stirling.gov.uk)
