( MANUAL CUM ELECTRONIC TENDERING SYSTEM)
Tenders are invited manually or by Electronic tenders(e-tender), in the Prescribed
form by the Undersigned on behalf of the Managing Director, Karnataka Neeravari Nigam
Limited, Bangalore from contractors Registered with KPWD/Class-I/enrolled in KNNL
selected list of Contractors of categories-III and above for the work mentioned in the
statement below.

1.The contractors can request for e-tender document from 5-5-05 to 6-5-05 upto 5.30 PM in the
KNNL website www.knnlindia.com link to e-tender on payment of stipulated cost of tender
document mentioned above (Non refundable) in the form of Demand Deaft or Bankers cheque.
While applying the contractor should enter the particulars of payment like Number,amount, date
and name of the Bank.
The Demand Draft or the Bankers Cheque should be drawn in favour of “The Executive Engineer,
KNNL, MRBCC.Dn.No.1, Nargund on SBI scheduled Bank payable at Nargund and original DD or
Bankers Cheques should be submitted in the office of the undersigned on 7-5-05.
2. The contractor opting for manual tendering have to submit their application for blank tender
from 5-5-05 to 6-5-05 upto 5.30 PM at the following offices. The cost of tender document (Non
refundable) in the form of Demand Draft of Bankers Cheque should be drawn in favour of the “The
Executive Engineer, KLLN, MRBCC Dn.No.1,Nargund on SBI scheduled Bank payable at
Nargund.

3. E-Tender contractors /class-I Contractor should produce(i) Enrollment letter under
KNNL(ii) Employees provident Fund (EPF) certificate (iii) Latest Income tax clearance
certificate(iv) Latest K.S.T. clearance certificates . The attested copies of the above certificates
shall be submitted to the undersigned on 7-5-05.
4. The contractors (who have submitted the original DD or Bankers Cheque for tender
document cost) can have access to e-tender from 12-5-05 to 13-5-05(tender cocuments) upto 4.00
PM. The E.M.D shall be scanned and attached to the e-tender document and original E.M.D shall be
submitted to the undersigned office on 17-5-05 upto 5.30 P.M.
5. The issue of blank tender document for manual tender 12-5-05 to 13-5-05 upto 5.30 PM.
6. The E.M.D should be in the form of DD or Bankers Cheaue/Bank Guarantee of Scheduled
Bank drawn in favour of the “The Executive Engineer,KLLN,MRBCC.Dn.No.1, Nargund payable
at Nargund. Tenders received without valid E.M.D. shall be rejected. The validity of E.M.D. shall
be for a period of 180(one hundred eighty) days from the date of opening tender.
7. Last date for submission of completed e-tender/manual tender documents is 16-5-05 upto
4.00 PM a) The completed manual tenders can be submitted to the Offices mentioned above.
8. The e-tenders/manual tenders will be opened in the Office of the Managing
Director,KNNL,a4th Floor, Coffee Board Building, No.1,Dr.B.R.Ambedkar Veedhi, Bangalore on
20-5-05 at 11.00 a.m. or other convenient date which will be informed.
9. Any document submitted through post/courier is at the risk of contractor(i.e.KNNL is not
responsible for postal delay).
10. The contractor should attach his/her scanned signature to the Schedule „A‟ and „B‟ of the e-
tender before submitting.
11. If any of the dates mentioned above happens to be a general holiday, the next working day
will holds good.
12. Further information can be had from the office of the undersigned during office hours.

14. The Officer competent to accept the tender shall have the right to reject any or all the
tenders without assigning any reason whatsoever.
15 The intending contractors should not e that, if the lands (either in part/parts or in whole)
required for the work is not yet acquired by the Nigam, it shall be responsibility of the contractor to
take possession of such land and start the work by consent of the owners before commencement of
work at no extra cost to the Nigam and no claims whatsoever relating to non availability of land will
be entertained.
16. “Whenever an errastic rate is quoted for an excavation, item, the quantity mentioned in the
tender for that item will be paid at the quoted rate irrespective of actual starta encounted during
execution”.

SHORT TERM TENDER NOTIFICATION
MANUAL CUM E – TENDERING
Manual or by Electronic tenders (e-tenders) in the prescribed from and invited by the undersigned on behalf of the
Managing Director, Karnataka Neeravari Nigam Limited from contractors registered with KPWD/ enrolled in the
selected list of contractors of category-III and above of KNNL for the works mentioned in the statement below.
These tenders are through manual cum electronic tenderin in order to enhance the transparency in the tendering
process as per the Government of Karnataka circular dated 12.02.04 , while applying for the tender documents the
contractor shall invariably mention in their application whether they want to submit their tender by manual or by e-
tender.
The blank tender documents can be obtained through website www.knnlindia.com and by linking to e-
tender(i.e.once you are in the above website, click on E-tender Wizard, which will link to www.tenderwizard.com
where electronic tendering is provided) and can be submitted through electronic tender box available therein

1. Pre-Qualification conditions:
The class I contractors who are not enrolled in KNNL but who satisfy the following pre-qualification
conditions are eligible to bid for works from Sl.No.2 , & 3 (Two cover system). and Sl.No.4
The pre-qualification conditions are.
i) The annual trunover should be more than 40% (amount put to tender) in at least one of the last three
years
ii) The contractor should have executed at least one singe work of similar type costing not less than 50%
(amount put to tender) in the last three years.
iii) The contractor should have the ownership of at least the follwing machineries/equipments.
a) Excavator of not less than 0.9 cum capacity: 1 No
b) Tippers of not less than 4 Cum capacity : 2 Nos.
c) Concrete Mixer of not less than 7 Cft
capacity with hopper ; 2 Nos.
2. The aspiring contractors who have not previously obtained the User ID and password for participating
in e-tendering in KNNL, may now obtain the same by requesting in writing to the Registered Office,
KNNL, Bangalore on or before 25.04.05 upto 5.30 p.m.
3. The contractors can request for e-tender on 30.04.2005 upto 5.30 PM in the KNNL website
www.knnlinda.com link e-tender on payment of stipulated amount mentioned above. The cost of tender
document(non-refundable). While applying the contractor should enter the particulars of the payment
like DD Number, Date , Amount and the Name of the Bank of Payment is through e-payment go to e-
payment link and enter the details required. The original DD should submitted to Executive Engineer,
KNNL Gandorinala Project Division Mahagaon on 02.05.05 upto 1.00 PM . The contractor who wants
to submit their tender manually they should apply on 30.04.2005 upto 5.30 Pm in the following offices
along with contractors licence pass book, latest income tax clearance certificate, latest KST clearance
certificate.
The demand draft (DD) or Banker’s cheque should drawn in favour of Karnataka Neeravari Nigham
Limited on any scheduled bank payable at Gulbarga.

4. Mode of payment: The payment should be made by Demand draft or banker cheque drawn in favour
of “Karnataka Neeravari Nigam Limited” on any schedule bank payment Gulbarga DD should be
submitted to the Executive Engineer KNNL Gandori Nala Project Division Mahagaon Cross.
5. The aspiring contractor(a) contractor licence passbook(b) Latest income tax clearance certificate shall
be submitted to the office of the undersigned on 02.05.2005 upto 1.00 PM.
6. The contractor can have access to e-tender form on 07.05.2005 upto 5.30 PM for Manual Tender
issue of tender documents form the above said offices on 07.05.2005 upto 5.30.PM.
7. Last date of submission of completed e-tender document is 12.05.2005 upto 4.00 PM Manual tenders
shall be submitted to the above said offices on 12.05.2005 upto 4.00 PM along with prescribed EMD.
8. The Technical bid for serial No.2,3 and 4 will be opened in the office of the MD KNNL Coffee Board ,
Bangalore, on 16.05.2005 at 3.00 PM or other convenient date which will be informed the list of
successful bidders will be notified in the website on 19.05.2005 (www.knnlindia.com) and Division Office
Mahagaon Cross Notice Board. The financial bid of the successful bidders will be opened in the
office MD KNNL Coffee Board Bangalore, 0n 20.05.2005.
9. EMD should be in the form of DD or Bank Guarantee of a Nationalized or Scheduled Bank drawn in
favour of the “Karnataka Neeravari Nigam Limited” payable at Gulbarga. Tenders received without
valid EMD shall be rejected. The validity of EMD shall be for a period of 180(One hundred eithty)
days from the date of opening of tender.
10. The document submitted through post/courier is at the risk of contractor(i.e.KNNL is not responsible
for delay).
11. The contractor will obtain tender documents from the website, fill them and submit the completed
tender document into electronic tender box on the website itself. The EMD shall be submitted in
person to Executive Engineer KNNL GNP Division Mahagaon Cross on or before 13.5.2005 upto 1.00
PM.
12. The contractor should attach his/her scanned signature to the Schedule B before submitting e-tender
codument .
13. If any of the dates mentioned above happens to be a general holiday, the next working day will hold
good.
14. Further information can be had from the office of the undersigned during office hours and about
electronic tendering can be had from www.knnlindia.com and linking to E-tender or e-mail knnlindia.com
15. Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have
the right to reject any or all the tenders without assigning any reason whatsoever.
16. Corrigendum will be published in the website for all modification/correctionif any.
17. The intending contractors should note that, if any of the lands (either in part/parts or in whole) required
for the work is not yet acquired by the Nigam, it shall be the responsibility of the contractor to take
possession of such land and start the work by consent of the owners before commencement of work
at no extra cost to the Nigam and no claims whatsoever relating to non-availability of land would be
entertained.
18. Total cost of work on hand in KNNL with one contractor should be not exceed Rs. 20.00
Crores(Rupees Twenty Crores) excluding cost of any major works like dam, barrage, lift irrigation,
gates etc.
19. Whenever an erratic rate is quoted for an excavation item the quantity mentioned in the tender for that
item will be paid at the quoted rate irrespective of acutal strata encountered during execution.

The tender covers ONE & TWO will be opened on 04-05-2005 at 11.00 AM, in the Office of the Managing
Director, Regd. Office PWD Annex Building, 3rd floor, left wing K.R. Circle, Bangalore.
Prescribed tender forms in two parts with all relevant and necessary conditions relating to the work can be
obtained by the tenderer after submitting the application along with the cost of the forms in favour of Executive Engineer,
KBJNL, NRBC, Division No.4, Deodurga (The cost of Tender form is non-refundable), on the dates mentioned below.

Deodurga.
Bid validity of tender is for 180 days from the date of opening of tenders. Hence validity of EMD should be for 180
days from the date of opening of tenders.

The blank tender documents will be issued and the completed tender document will be received at any of the
following offices.

Further particulars if any required by the tenderer can be had from the Office of the Executive Engineer, KBJNL,
NRBC, Division No.4, Deodurga during office hours on all working days. It may be noted that, if any of the dete/dates
mentioned asbove happens to be a General Holiday next working day holds good in lieu of such dates.
CONDITIONS:
The bidders are required to simultaneously submit two separate sealed covers viz., Cover-1 and Cover-2 (Two
Cover System). Details to be furnished in the two covers are as follows;
FIRST COVER DETAILS; Cover-1 should contain,
1) Details regarding Machineries, Sales tax and work done Certificate and the tenderer must have executed
one work costing 50% of same nature.
2) EPF: a) In respect of contractor who have registered with the EPF authorities, they should produce
a copy of the EPF registration certificate.
b) In respect of contractors who are not registered with the EPF authorities, should
produce an undertaking stating that he will submit a statement showing the recoveries
of contribution in respect of the employees employed by or through him and also
furnish such information 7 days before closing account every month to the concerned
Executive Engineer, as the Executive Engineer is required
to furnish under the provisions of the scheme to the Commissioner EPF.
The tenderer should furnish invariably specific replies item wise for the above eligibility criteria. Any lapses in
the above will lead for disqualification for tender.
SECOND COVER DETAILS:
Cover-2 should contain the rates of each item of work mentioned in Schedule-B and the tenderer should quote
the rates both in figures and in words and should submit in a separate sealed cover super scribed as “Financial Bid”.
If the rate(s) quoted by the contractor for any item(s) of work is/are below 75% of the estimated rates of the
department then the contractor shall furnish an Additional Performance Security in the Form of BG/FDR/DD for an
amount equivalent to the difference between the cost as per quoted rates and 75% of the estimated rates in the 2 nd cover.
(Tenderer should submit the BG for the difference in cost between 75% of the total amount put to tender and the total
amount quoted by him. The BG for the balance amount if any, should be submitted at the time of executing the
agreement).
The tenderer should submit cover-1 and cover-2 kept in another sealed cover and drop in the tender box.
GENERAL CONDITIONS:
Conditional tenders as well as in complete tenders are liable for rejection. The tenders containing erratic rates
are liable for rejection, if kthe tnderer does not agree for the retionalization of rate. All the materiala like steel, blasting
materials, cement, pipes and other materials which are required for the work should be procured by the tenderer only. The
rates quoted by the tenderer shall be inclusive of all taxes. Work done cedrtificate issued to GPA holder to the work
executed on behalf of the tendered contractor will not be considered for elegibility criteria.
Any document submitted through post/courier is at the risk of the contractor (ie., KBJNL is not responsible for
postal delay)
The authority competent to accept the tenders shall have the right of rejecting all or any of the tenders without
assigining any reason and will not be bound to accept the lowest tender.
The intending contractors should note that, if any of the lands (either in part/parts or in whole) required for the
work is not yet acquired by the Nigam, it shall be the responsibility of the contractor to take possession of such land by
consent of the owners before commencement of work No extra cost to the Nigam, no claims whatsoever relating to non-
availability of land would entertained.
The contractor should not use steel required for the work which is purchased from the re-rolled mills.
Regarding e-Tendering:
In case of electronic tendering two options exist:
a) the contractor can obtain tender documents from the web site, print it and submit two copies of the same
manually (with EMD) into the tender box.
b) The contractor can obtain tender documents from the website, fill them and submit one copy of the
completed tender document into the electronic tender bix on the website itself. In this case the documents
should be scanned and attached to tender document and original document should be submitted to KBJNL
office at Bangalore, before opening of tender.
In the case of E-tendering, the contractor is krequired to attach his scanned signature to the schedule-B before
submitting.
The contractor is requested to take up the electronic tendering training programme. The user ID and password to
the contranctors will be provided to avail the E-tendering facility. The contractor have the option to change the
password at his discretion.
Note:The contractor who intended to apply the Tender through E-tendering, have to submit cost of the Tender
Booklet along with original EMD in the form of BG/DD/FDR/Bankers Cheque from 23-04-2005 to 30-04-
2005 before 1.00 PM.
