SUMMARY OF INPUTS/COMMENTS/CONTRIBUTIONS to
APT-PP02 CG4
Purpose:
This document is intended as a summary of inputs, comments and contributions to APT
PP02 Correspondence Group 4 "Radiocommunication Sector" for consideration at the
APT Preparatory Group meeting.
Introduction:
At the first APT Preparatory Meeting for ITU PP-02 held on 1 –2 June 2001, in
Bangkok, the establishment of 6 APT Correspondence Groups (CG1 - 6) to facilitate
development of further APT input to PP-02 was proposed and accepted. The outputs
from the CGs would form the basis of further PP-02 planning at the next APT
Preparatory Group meeting in Sydney in October 2001.
The broad terms of reference for each Correspondence Group were discussed at the
first APT Preparatory Meeting for ITU PP-02. Initial observations were that the CG4
should consider:
CG4 – Radiocommunication Sector
Relevant CS [Constitution] and CV [Convention] matters
Issues from the WGR [Working Group on Reform], JIS and the report of the
current meeting
Mr. Kavouss Arasteh of Iran was chosen as the convenor of CG4, and Mr. Alex Orange
of New Zealand as assistant convenor.
Comment:
Since the first APT Preparatory Meeting:
An Email reflector (pp02cg4@aptsec.org) has been established and interested
members have been added to the reflector list; and
The terms of reference for CG4 has been drafted and agreed (these terms are
reproduced in annex 1); and
To date six inputs have been received by CG4. The inputs are summarised in the
following table, a brief explanatory paragraph with the URL of each input is given
below.

Cost Recovery for Satellite Network Filings

It is the view of Indonesia that [the ITU-R] should consider the needs of developing
countries in achieving an equity position in reference satellite filing charges. Indonesia
proposes;
1. That consideration on the application of the cost of filing would need to take into
account the ability of developing countries,
2. To retain the current charging scheme for a notice submitted including the
modification to that notice,
3. That the nomination of free entitlement be made at the end of the year in which it
had been published,
4. To consider any other possible means for reduction of the backlog,
It is worthy of note that the Council at it's 2001 session, introduced the changes
suggested in point 3 above when it revised it's earlier decision (Decision 482).
Activities of the Radio Regulations Board (RRB)

This input from the Convenor of CG4 explains that "those five full time elected official
Members of the IFRB… …could take immediate action with respect to the preservation
and safeguarding of the State Members rights." It gives an extensive description of the
current process leading to the defining of a Rule of Procedure, from Conference,
Bureau through to a decision by the RRB. The Convenor's input states that "the current
arrangement does not seem to properly respond to today's need" and results in "the
numbers of the Rules and the revised Rules getting more and more voluminous and
difficult to understand, and suggests the activities of (3 - 5) full-time board Members
with their participation at weekly meetings for the approval of the IFIC which could
prevent this, and reduce the workload of the Bureau, and on the other hand properly
preserve the basic rights of the State Members. Additionally, the input indicates a
shortcoming in the Bureau's process for acceptance or rejection of satellite
systems/networks' assignments. Lastly, the paper asks the question "is it not the right
moment to review the matter and decide whether the [current] part-time Board
Members… …properly serve their very purpose."

In this input paper the Convenor of CG4;
Explains No. 160C of the Convention relating to the activities of the RAG,

Gives the example of the satellite "backlog" in the Radiocommunications Bureau,
States that no serious action has been taken or serious advice given to the Director
by the RAG, and
Asks whether the duty of the RAG should be reviewed.

The Islamic Republic of Iran makes this contribution relating to the RAG. It states that;
1. The majority of participants are the State Members and Sector Members of
developed countries.
2. Conclusions reached and advice given to the Director BR has very little or no
impact at all on the overall performance of the Bureau.
The contribution brings to our attention that RAG meetings incur considerable cost(s)
that must be met by State Members, resulting in a factual restriction to participation of
developing countries due to their lack of financial resources. It gives examples of the
satellite 'backlog' and the 7-yr production time of TeRaSys and suggest it is the
appropriate time to review whether the RAG has served it's purpose.
The Rules of Procedure for Conference and Meeting

This, the second, contribution of the Islamic Republic of Iran relates to the Rules of
Procedure for Conference and Meeting. The contribution comments on the distribution
of work during the last three World Radio Conferences, the difficulties encountered by
small delegations attending the Conferences, and difficulties encountered in aligning
the various language translations of Conference documents. The contribution states
that the present [Conference] approach "…deprived administrations from careful
examination of each version of the document in due course and resulted [in] the
adoption of contradicting text which generated the need to prepare various Rules of
Procedure…" and that this creates further work for administrations, the Bureau and the
RRB. It suggests that;
1. The workload of the conference should be smoothly distributed along the entire
conference period (holding the evening sessions, if necessary, from the early stage
of the conference), and
2. To allow a minimum of 12 hours time of the Conference between the first reading
(blue version) and the second reading (pink version) of any document when
examined by the Conference Plenary.
Resolution 86 (Minneapolis, 1998)

The third contribution of the Islamic Republic of Iran, concerns Resolution 86 and the
actions taken to date to reduce or eliminate the satellite 'backlog' - the Council 2001, in
its Resolution No. 1182, resolved:
1. To recommend the RRB to adopt appropriate Rules of Procedure to eliminate the
'backlog', and
2. To establish a group "SATBAG" to study the matter and propose appropriate
measures to eliminate the backlog.

The contribution identifies the present approach for the processing of satellite
networks/systems as having three distinct steps or stages. It asks if the approach
presently employed is still valid and if the three steps could be combined into one step.
The contribution outlines a one step approach and suggests that such procedure be
implemented on trial as a temporary measure. Resolution 86 could be amended to
contain the outlined one step approach by PP-02.
The Convenor and Assistant Convenor would like to thank the efforts of the APT

and “Pink Document” at the Plenary (a need to strictly maintain certain
amount of period between the two to enable delegates to carefully check the
Conclusions reached at earlier/corresponding meeting at which these “Blue &
Pink” documents were considered).
