       CEMETERY PROVISION

       1.0    INTRODUCTION

              The Council is obligated by statute to provide a Cemetery Service.

              This Council currently has operational Cemeteries at:

              Hulbert Road, Waterlooville and
              Church Lane, Warblington.

              The Council also manages and maintains St Faiths Cemetery, New Lane, Havant. This
              Cemetery does not have space for any further burials. The only interments which occur
              at this Cemetery are burials within pre-purchased graves and burials which occur within
              a grave which has had at least one previous interment.

              In 1955 the Council purchased jointly with Portsmouth City Council a site in the
              Hulbert Road, Waterlooville for a new Joint Cemetery. In this report this site will be
              referred as the Woodlands Cemetery Site, Hulbert Road.

              The estimated income from the Council’s cemetery service for the current financial year
              is i83,400.

              Appendix 1 to this report shows the locations of the Council’s various Cemeteries.

3.0     EXTENSIONS TO EXISTING CEMETERIES

3.1     HULBERT ROAD CEMETERY WATERLOOVILLE

        The present location where interments are taking place was constructed on a former
        Depot Site in 1993. There is no further land adjacent to the Waterlooville Cemetery
        which can be put to use as a cemetery. We anticipate that by the year 2005 all graves
        will have been used once.

3.2     CHURCH LANE CEMETERY WARBLINGTON

        The Council is the owner of the land to the east, south and north of this Cemetery.

3.2.1   The land to the south east of this Cemetery is designated as a Site of Importance for
        Nature Conservation and are therefore likely to be ecological objections to the
        development of this land for Cemetery purposes.

3.2.2   The land to the south of this Cemetery has a very high water table so is unsuitable for
        interment purposes

3.2.3 The land to the north east of this Cemetery is leased to H Young for agricultural
       purposes. The Cemetery could be extended on to this land but this would require the
       agreement of the tenant farmer, a valid planning consent and the payment of
       compensation.

         Appendix 2 to this report contains a map showing Warblington Cemetery and its
         environs.

                  This site was purchased jointly by the Havant and Waterlooville Urban District Council
                  and Portsmouth Corporation in 1955 for use as a Cemetery. Since the time of purchase
                  the site has not been maintained and so therefore has regenerated to its natural
                  condition. i.e. ancient woodland.

                  This site is now very wooded and so excavations for interments may be difficult to
                  carry out. Also if the Council decides to develop this site as a traditional Cemetery
                  there is likely to be objections from conservationists. Some Councils, for example
                  Brighton, have developed similar areas for “Green Burials” where the deceased is
                  buried in a cardboard coffin and a tree or shrub is used as a memorial. This site might
                  be developed as a “Green Burial Cemetery”.

          5.      POSSIBLE OTHER SITES WITHIN THE BOROUGH FOR CEMETERY USE

c         5.1     At minute 108/9/l 997 this Committee express their interest in purchasing a site to the
                  north of Homdean Road Emsworth. Part of this site could be used for a Cemetery.

          5.2     Alternative methods by which a suitable size site may be acquired for a Cemetery may
                  be through a planning gain.

          6.      CONCLUSIONS

          6.1     There is sufficient space available within the Council’s Cemeteries for interments for
                  another 8 years.

          6.2     Additional space for interments may be gained subject to obtaining the necessary
                  approval of the Planning and Development Committee on land use and access matters
                  by:

          6.2.1   developing Woodlands Cemetery Hulbert Road Waterlooville as a “Green Burial
                  Cemetery”

          6.2.2   developing the land to the north of Homdean Road, Emsworth.

          6.2.3   acquiring a suitable sized site through “planning gain”.

          6.2.4   The Church Lane Cemetery Warblington could be extended but the tenant farmer has
                  already given up parcels of land in the past for a number of schemes including previous
                  extensions to the Cemetery is likely to resist loosing any further land and this would
                  require the payment of compensation. There are also planning concerns over the scale
                  of Cemetery development in this Conservation Area within an area of outstanding
                  natural beauty. For these reasons and in the light of the opportunity provided by the
                  purchase of land north of Homdean Road it is therefore considered that this option
                  should not be pursued.


    c.=    7.     RECOMMENDATiONS

7.1    That the Head of Leisure and Community Services produces an Annual Report to this
       Committee concerning Cemetery Provision within the Borough.

7.2    The Head of Leisure and Community Services reports further upon the possibility of a
       “Green Burial Cemetery” at the Woodlands Cemetery Site, Hulbert Road,
       Waterlooville.

7.3    That consideration be given to the developing part of the land to be purchased at the
       north of Homdean Road Emsworth for a Cemetery.

7.4    That this Committee requests the Planning and Development Committee that when a
       suitable major development takes place within or adjacent to the Borough that the
       Council negotiate that an appropriate parcel of land be transferred to the Council for a
       Cemetery.

7.5    That this report, and the strategy for future cemetery provision in recommendations 7.2
       to 7.4 above, be recommended to the Planning and Development Committee when it
       considers the Head of Planning and Development’s report on the Deposit Version of the
       Havant Borough District-Wide Local Plan,
