                                    PROGRAM STATEMENT

In the summer term of 2009, Broward College implemented a four-day work week program.
Employees were enthusiastic regarding the added work life balance which the four-day work
week provided. Based on the success of the pilot project, Broward College will be offering a
four-day work week for summer 2010 for represented and non-represented professional
technical staff and administrators. The College is currently finalizing negotiations with the
United Faculty of Florida regarding the implementation of this program for UFF-represented
employees for summer 2010. The College reserves the right to suspend, cancel or amend this
program at any time. Individual employee schedules require the approval of the immediate
supervisor as well as the vice president/provost prior to the schedule’s implementation.

DURATION OF THE PROGRAM
The duration of the four-day work week program will be from Monday, May 10, 2010 through
Saturday, August 14, 2010. Below is a calendar that provides a schedule of the program period.

 *Hours listed includes ½ hour unpaid lunch break and two 15-minute paid breaks for
applicable Professional Technical Staff (PTS).

**Please note that there are two weeks where the College will revert to regular
 work hours due to holidays, May 31st – June 4th and July 5th -9th.

MEANING OF A FOUR-DAY WORK-WEEK
A four-day work week means a fixed work schedule in which participants work four workdays
per week for a total of (40) or (37.5) hours not including lunch. All four-day work week schedule
participants must work during core business hours in order to maintain customer service levels.
Employees will work with their department managers to determine the best schedule for the
employee and the College.

Employees who are non-exempt under the Fair Labor Standards Act and who work over 40
hours in a workweek will be compensated at 1½ times in accordance with College Policy 6Hx2-
3.04, Normal Work Hours (See Attachment A). Please note that a 30 minute lunch period is part
of the schedule for the 4-day workweek and the workday may not be shortened using the lunch
period and/or break periods. Schedules for employees on a four-day work week schedule
cannot be modified by working through lunch.

IMPLEMENTATION OF THE PROGRAM
The program will be implemented with the following considerations:
   1. Adequate supervisory contact and/or employee accountability.
   2. Schedules that prevent the need for additional staff or for staff to work overtime hours.
   3. Collaboration with the employee and management to ensure the needs of the employee
        and the college units are being met.
   4. Submission of schedule agreements (Attachments B and C) to Human Resource,
        Records Management Unit.

                   Please complete Attachment B, Attachment C or Attachment D and return to
                    Records Management by May 1, 2009.

THE IMPACT ON EMPLOYEE PAY AND BENEFITS
  1. Employees engaged in a four-day work week schedule earn the same base salary and are
      eligible for the same benefit programs as if they were working on a traditional five day
      (8) hour or (7.5) hour forty (40) hour or thirty-seven and a half (37.5) weekly schedule.
  2. During the four day work week, leave usage will adjusted to reflect the daily hours. A full
      day off will represent 10 hours or 9.375 hours for the duration of the program.

Employees should contact their immediate supervisor to discuss any concerns regarding their
individual schedules.

The Division of Human Resources and Equity will provide ongoing technical assistance to
support supervisors and employees in the implementation of the program. For specific questions
regarding the four day work week program please contact Denese Edsall, AVP, Employee
Relations at ext.7502 or Candice Hunter, District Director, Compensation & HRIS at ext. 7815.

Additionally, the Employee Assistance Program (EAP) is able to offer resources to assist
employees.


SAMPLE SCHEDULES FOR PROFESSIONAL TECHNICAL STAFF AND ADMINISTRATORS DURING
THE PROGRAM
Schedules will be based on the departmental need and the needs of the constituents served. The
College recognizes that there are a limited number of buildings that will need to be open on
Fridays. These buildings are typically staffed by facilities, security and library personnel based
on campus. Employees in these areas will be given the opportunity for a four-day work week by
rotating their schedules to ensure the maintenance of service levels in these areas.

adjusted accordingly based on starting times between 6:30 am and 9:00 am.

**15-minute breaks are provided to applicable Professional Technical Staff. Schedules for
employees on a four-day work week schedule cannot be modified by working through
lunch.

Supervisors should be cognizant of the need for breaks in a longer day to allow employees
interruptions from repetitive work. For concerns regarding issues of ergonomics, please contact
Charles Hollis, Wellness Coordinator at extension 4543.

Represented Professional Technical Staff. For PTS employees represented by the Federation
of Public Employees, Article 5 discusses hours of work. Specifically, Article 5, Section 4 states,
“the starting and ending time for a work location shall be established by the appropriate
supervisor in order to meet the varying needs of that work location”. Refer to Article 5 for
further specifics.

Exempt Employees. Exempt employees are on a 37.5 hour week schedule. Refer to the
schedule above for 37.5 hour week daily schedules. Complete Attachment C outlining the
preferred schedule and return to Human Resources Records Unit.

Conditions of the Four-day Work Week Arrangements:
        The employees must adhere to the selected alternative work schedule; no changes will be allowed unless
         approved in advance by the supervisor.
        The employee must maintain the expected quantity and quality of work.
        The employee must maintain acceptable attendance.
Leave and Pay Specific to Four-day Work Week:
        An employee who is unable to work due to illness must request and use accrued sick leave in accordance with
         College policy and departmental procedures. Supervisors should be careful to confirm the number of hours of
         leave taken in light of the longer day worked. For example, an employee on a four-day workweek who needs to
         take a day of sick leave is taking 10 hours of sick leave, as opposed to an employee on a regular workweek who is
         taking 8 hours of sick leave.
