Yes, They Don’t Want You Know Etrade Still Working.

Update: Sep 2008

Here my proof:
Recently, I contact directly to Etrade bank through their Online
Message Center in my existing account to ask about can I open
another Etrade Brokerage account as a non-US resident from my
country (Viet Nam); and if it’s OK, then this new bank account is
US-base or HongKong-base, and can I still receive ATM Visa
Debit card for withdraw money.
And I receive answers from them:
1. Etrade still can open by non-US residents easily.
2. Etrade brokerage account for non-US residents is US-base bank
account.
3. Non-US residents still receive ATM Visa debit card for
withdraw money.

To answer your second question regarding whether an ATM card can be
issued, yes, you are allowed to have an ATM card issued on a new brokerage
account. I can see that you do already have an ATM card on your Complete
Investment Brokerage Account XXXX- 48XX, ending with the last four
numbers 55XX. Your E*TRADE Complete ATM/Debit Card can be used at
any "Interlink" or "PLUS" ATM. In addition, your debit card is accepted at all
locations that accept VISA. Also, as I mentioned on the telephone, please find
the spelling of my name below, which you may use for future reference.

And now, I will guide you open a Etrade Brokerage account:
Some introduce about E*Trade bank.
This bank has provided excellent and fast customer service. In fact,
I was able to open our bank account within 6 days - and that includes
mail time, from our country to the US. Introducing E*Trade Financial! A
division of E*Trade Banking and E*Trade Securities LLC (a NYSE
listed corporation) which operates through The Bank of New York, a
leading US banking institution with capitalization of $7,200,000,000
($7.2 billion) and with its Head Office at 1 Wall Street, New York City.

As a non US resident, you are eligible to open an E*Trade
Complete Investment Account with E*Trade Clearing LLC (this is to
whom the initial check or draft for initial deposit is payable).

Although the E*Trade account has all the features and benefits of a
normal bank and checking account, it is technically a US Brokerage
Account used primarily for buying securities (stocks and shares). This is
necessary to get around the US banking laws relating to non residents of
the USA. But after years use this bank, I don’t have to trade anything. I
only use it to withdraw my online earning. So it’s ok for various use
purpose.

It mean you can use the brokerage facilities if you want to, there is
no requirement to trade (buy and sell) in stocks or shares. If you do,
however, or maintain the minimum required account balance, you can
continue to receive free banking. Otherwise after your first year free,

there is a quarterly charge of $40 which equates to about $13 per month,
or less than 5 cents per day. Most US banks do not offer this degree of
service so cheaply.

You can visit the bank now by going to: www.EtradeBank.com.
But don't click to open your account just yet. Filling out the wrong form
(even though it says Bank Account Opening form), will get your
application denied. We'll walk you through the right process in a minute.
To open your account we will be using the services of E*Trade
Securities, LLC. But first...

About E*TRADE Securities, LLC: E*TRADE Securities, LLC is a
member of the SIPC. Even though they are a separate company they are
affiliated with E*TRADE Bank - allowing you to have banking services.
ADVANTAGES OF THIS BANK ACCOUNT
Make withdrawals and purchases around the world with
your Free Master Debit card. I will show you how to obtain
a Free Master Debit Card at later section in this guidebook.
So you can se this Master Debit ATM card anywhere for
purchases in shops or online, or to withdraw cash. You can
use to withdraw up to $500 a day at any ATM that accepts
Master cards. There are 11,000 in the US and 700,000
worldwide. Provided you have sufficient funds in your
account, you can purchase up to $5,000 a day at any outlet
that accepts Master cards. Use it for online shopping too,
wherever Visa Debit Cards are accepted.

Withdraw PayPal Funds. Although, this bank not work with
Paypal buy linking it directly with your Paypal account. But
as promise I will so you a solution so you can still withdraw
your Paypal earning to this bank account, certainly it’s
indirect method. Because you can receive payments via
PayPal for a variety of things. This is especially true when
you are selling something online either via email, websites
or online auctions like eBay. If you do not have a US bank
account, there is often only one way to use your PayPal
credit, and that is to spend it online with other PayPal
merchants. By having a US bank account, you can withdraw
your PayPal funds, then use the money any way you want.
Receive US Deposits and Pay Bills using ACH (Automated
Clearing House) within the USA. Many US businesses make
direct payments this way, saving time and money on both
sides.
Deposit US checks. By mailing them directly to your new
bank account. Many internet businesses receive payments of
affiliate commissions and proceeds of internet sales or other
earnings by checks which are mailed to your home address.
If you deposit these checks in your local bank account, there
is a minimum transaction fee of $10 or more per check. If
you deposit only one check every month, you will pay $120
per year (probably a lot more as fees are based on value too).
For a small check, say $30, you will lose over 30%. By

having a US bank account, you can now deposit unlimited
US$ checks for FREE and immediately increase your
earnings.
Save Clearance Time and Money. Your local bank would
also take around 4 to 6 weeks to clear a foreign check
because it is first sent by mail to the US bank that issued it.
Once it’s cleared the US bank advises your bank to release
the funds to your account, less the cost of currency
conversion and commission. Having your own US bank
account means you just mail it to the bank with a deposit
slip and it’s cleared within days without extra cost, and you
can use your ATM card to get the cash (also free).
Avoid high bank charges. If you deposit US$ checks in a
bank outside the US, your local bank may charge you $10 or
more in commission per check. There is also a delay of
maybe 4 to 6 weeks before you can withdraw the proceeds
as cash. By using this US bank account, you do not pay any
commission and your checks are available as cash within a
few days.
No account minimum. The application form states $1,000,
but you can open account with no balance at all. Once your
account is open you can set up and transfer funds once you
link your PayPal account.

FEATURES OF THIS US BANK ACCOUNT
Non US residents may legally open this bank account and
are not liable to pay tax in the US.
Minimum paperwork. Application requires copies of just
two personal documents:
The basic ID page of your passport (or other national
identification document). No need for certification,
notarization.
A photocopy of a recent utilities bill, OR a bank or credit
card statement; something that confirms your physical address
outside the USA, and to where the bank will send your Visa
Card by Fedex delivery (at no charge to you). It cannot be
delivered to a Post Office Box.
Write checks. Pay anyone by giving or sending them your
personal check. Your first Check Book is FREE and you
will be given 50 checks after you open your account. You
can order more checks online via internet banking.
Deposit US dollar checks issued by any US bank into your
account as long as they are payable directly to you. Fill out a
deposit slip, endorse (sign) the back of each check and mail
them to the bank. Deposit slips are FREE and can be ordered
easily through the online banking service.
Send wire transfers easily via online banking. Wire transfer
fee is $25. Incoming wire transfers are FREE. If you need to
wire to a third party, a notarized letter is required. If you are

wiring funds to yourself (such as to your account in another
country), this letter is not required.
Receive funds by Wire Transfer from anyone. The bank has
an international SWIFT code and Routing Number, enabling
you to receiving wire transfers FREE. The person sending
the transfer will pay fees at the originating bank.
Receive Foreign Deposits and Make Transfers via SWIFT
wire transfer or EFT. Banks in most countries transfer
money between foreign account holders in this way.
ACH transfers TO and FROM your other US bank accounts
for FREE!
Online Banking Service with many features that makes your
banking easy. For example, you can check your balance,
view your transaction history, reorder check books, reorder
check deposit slips, transfer money to and from other bank
accounts, receive alerts and emails etc.
Paper statements or download them as PDF files.
24/7 Phone Support. You can pick up the phone to call the
bank for immediate help with any questions or problems you
have. If you are shy or the issue is not so urgent, you can
send them an email, but the response time is longer.
Account cash deposit is insured 100% up to $100,000.

STEP #2: Opening your account

Notice: This step is about open your US checking account at
E*Trade bank. Not about Meta Bank, this bank I will show you later,
only use this bank for verification Paypal purpose.
Now the part you have been waiting for. How to actually open
your account...
E*Trade offers two accounts and 2 different forms (this is where
most people get tricked into thinking they can't open an account).
The first account is a Checking Account. Non-US residents can't
open this account.
The second account is a brokerage account. It works just like a
checking account. However, you also have the option to use it for
investing (you don't have to invest, you can just use it as a checking
account).
This account is available to residents and non-US residents.
This brokerage account allows you to write US checks, and full
Internet banking. You can also ACH (direct deposit) funds from PayPal,
2Checkout.com, or any other US bank. This is the account you will open.
You can download the application forms (pdf files requiring
Adobe Reader – free if you don't already have it). Download direct from
the bank site or get the E*Trade Complete Investment Account
application for printing out, plus a W8-BEN (US tax exemption
declaration) showing you what to fill in – you just remove our

suggestions and put in your own information, then print it out. You can
also remove our words and print the blank form first and fill it out later
by hand. There are now options for residents of different countries
including Canada. However I only have experience of the USA Head
Office, Hong Kong Office and theirs application forms.

Filling the forms. You must fill two forms as below:

Digital tear-out form #1. E*Trade Complete Investment Account

1. Tick 'Individual'.
2. Complete the left side only (Primary Account
Holder). Leave the 'Business Phone' and 'SSN/Tax
ID' boxes empty. For employment check 'self-
employed' or 'retired'. You could put Internet
Marketer under 'Specific Occupation'. Tick 'No'
for the 3 boxes below that. Continue on Page 2
with your passport or ID information.
3. Check Capital Preservation. Limited investment
experience. For income suggest $50,000 or more,
Net Worth 100,000 or more, Liquidity 25,000 or
more (there's no proof required).
4. Account Features, choose Taxable Income, Sweep
Deposit Account only. At the bottom, indicate you
want the Debit card and Checks. The centre and
right columns you can choose or ignore.

5. Funding. Tick and enter the amount if you are
sending a draft. Tick the last box and mention you
will be sending further funds by PayPal if you
want.
6. Tick the non US resident disclaimer, put your
signature (same as in your passport) enter the date
and write your full name. Page 4 (Options) you
can ignore.

Please note blank spaces may be left for inapplicable items and not
necessary to fill in the last page of this form. We have included a sample
application, to show you how to fill in the form.
Digital tear-out form #2. W8-BEN (US tax exemption
declaration)
You are required to include this form with your application form
above. We have included a sample application, to show you how to fill in
the form.
Tax will not be withheld from your deposits. Tax is only withheld
if you make a profit on an investment made through E*Trade.

Now after you finishing filling two above forms. You place all the
documents: passport (or national identify card or driver license) and
utility bill/bank statement copies, all relevant pages of the application
form and the W8-BEN in an envelope and address it as below.

Processing can take place in as little as four or five days if forms
and the deposit are sent by a Courier like USPS, EMS, DHL, FedEx etc.

and much quicker than standard postal services which may be unreliable

STEP #3: Requesting your free check book

You can phone E*Trade and request your check
book before you receive your welcome kit. You can even
request your free check book before any funds have been
deposited into your account. Just call E*Trade on
customer support phone number match with your
residents. Alternatively you can wait to request a check
book after you receive your welcome pack.
You can also ask for your account details (over the
phone) at this time and login to your bank account. YOU
DO NOT have to wait for your welcome pack to access
your account and deposit funds.

STEP #4: Initial Deposit

You can fund your account by including a US check
or US money order with your application any amount you
want. Or ...
You can fund your account in any amount via your
2Checkout.com or any other account. Our initial deposit

All the contact information is on the website. Get an account with
Skype and phone them free from anywhere using their 800 number, or
for a few cents on normal lines.

Telephone Support Hotline

There are normal and free USA 800 numbers. Cheap and even free
calls can be made from outside the US if you use an IP (PC-based)
phone service like Skype. The bank’s support people are extremely
polite and helpful, but as there are several help centres in locations

know that phoning is the best way to communicate with them if you need

You can phone to check the progress of your account and ATM
card issue. It’s worth trying to find out if the forms contain all the
information they need. Delays may be caused by incomplete information,
but you may not be contacted about it immediately. If you feel you are
waiting too long, then don’t hesitate to phone. Otherwise, if you let
things just take their course, you should receive the welcome kit, Visa
debit card and PIN number, all separately, within two to three weeks, by

which time your funds will be available for withdrawal using your ATM

Account Funding and Withdrawals

If you apply without sending funds, your account will still be
opened. As soon as you are able to login, you can fund it directly in
various ways: by check, draft, wire transfer and ACH (direct deposit).

Check Deposits

The following information is not documented on the E*Trade web
site, but we confirmed it by phone. Apart from posting checks for deposit
to E*Trade ourselves, it's possible to have Payers who have your deposit
slips, send checks direct to the bank. This saves a lot of time, extra
expense and unreliable postal services outside the USA. The fact that the
checks have not been endorsed has not presented a problem. We phoned
E*Trade for advice on this matter.

Deposit slips can be requested when opening the account or later,
but there may be a charge and postage. An alternative is to do a 'screen
capture' of the deposit slip which shows on screen below your E*Trade
Online Statement, available at the end of each month. This has your
name, address and account number on it, as well as the correct address to
send deposits to E*Trade. Save the captured screen after cropping just the
deposit slip, preferably as a .jpg file. Print it for your own use or attach
a copy to an email you send to any company who agrees to post checks

directly to the bank for you. This has worked for us with several affiliate
programs. It's unlikely that ClickBank or Google will comply though.
