REGISTER OF ELECTORS ANNUAL CANVASS 2010

Thank you for expressing an interest in working on the Register of Electors annual canvass this
year.

As you know the Council must conduct a personal canvass (door knocking) for the Register of
Electors following changes in legislation. We have 123 canvass areas within the Borough
consisting of approximately 700 properties per area and it is our intention to allocate areas to
canvassers who will bear the responsibility for the delivery of registration forms to every
household in the area and for ensuring, as far as possible, a 100% return rate.

All canvassers will attend two compulsory training sessions. The first session will take place
when canvassers collect the initial registration forms, the second when canvassers collect their
forms for the final stage. Each session will take up to one hour and canvassers will be paid £10
per session.

The proposed canvass method will be as follows (please note dates are provisional subject to
appointment of printer in due course):

Canvassers will deliver an initial pre-printed registration form to each household in their
allocated area between the 5 and 10 August. A map of each area will be provided. The forms
will be in an envelope, which will also contain a leaflet and reply paid envelope. Canvassers will
be expected to identify new properties not on their register, or properties converted to smaller
units, and deliver a registration form to them as well as completing a log sheet of new
properties. The date and time of delivery of all forms will also need to be logged.

First reminders will be sent by post on 6 September to those households who do not return their
registration forms.

A second reminder will also be sent by post on 29 September with a strongly worded letter to
encourage return.
The final reminder/door knocking stage will involve canvassers visiting every property for which
no registration form is received by 13 October. A minimum of 3 visits per household will be
required to obtain a completed form. This final stage will take place between 13 October and 1
November (to include 3 weekends). Completed forms must be returned to Electoral Services on
the Monday following each weekend, and after the first weekend a minimum of 40% must be
returned.

Training will be provided for both stages lasting approximately 1 hour on the following dates:
       Initial delivery stage – Wednesday 4 and Thursday 5 August
       Door knocking stage – Wednesday 13 and Thursday 14 October

Payment for this last stage will be based on outstanding completed forms returned before 12
noon on Monday 1 November only i.e. no form no payment. Canvassers may therefore choose
to make more than 3 visits.

Payments are as follows: 15p per household form delivered at first stage, and £1.80 per
completed signed registration form at door knocking stage. Financial penalties will be incurred if
you fail to carry out both stages, or fail to carry out either stage satisfactorily.

To give an idea of the potential pay for this task, the initial delivery will result in a payment of
approximately £100. There is likely to be between 150 and 200 properties per area that fail to
return the registration from by the requested date. You will be paid for every registration form
returned during the door knocking stage which, if you achieve 100% return, may amount to
£300 plus. The usual payroll deductions must be made and will mean differing amounts for
each canvasser depending on their personal financial circumstances. Payments will be
processed after 12 noon on Monday 1 November for stage one and two.

Please be clear the payment figures used are only a guide as each area will vary in property
numbers and response rates.

Following the delivery of poll cards by canvassers being a success again for this year’s elections it
is likely to be offered to canvassers again for any future elections on a first refusal basis as an
incentive for working on the canvass for the Register of Electors.

Enclosed is an application form for you to complete should you wish to apply to work as a
canvasser. This must be returned by Friday 9 July 2010. All council employees and external
applicants can apply provided they are eligible to work in this country. If you are not a London
Borough of Hounslow (LBH) employee or LBH pensioner we will need to see evidence of your
identity and eligibility to work in the UK. This means you will need to bring into the office your
original passport or birth certificate and your National Insurance number for us to copy – a copy of
the Asylum and Immigration guidelines are attached, which outlines what documents you will
need to provide. If you have already provided the necessary documents you do not need to
resubmit them. Staff wishing to apply must also be aged over 18. In addition if you are appointed
as a canvasser and you use a vehicle during your work as a canvasser you will need to advise
your insurance company accordingly. Please note that travelling expenses will not be paid. The
work in relation to the canvass must be carried out in your own time and not during working hours.

The application form lists all the wards in the Borough and should you wish to be allocated to a
particular ward, or an area, near to where you live, please indicate accordingly. I cannot
guarantee you will be allocated your area of choice but every effort will be made to do so. You
may also wish to consider taking on more than one area.

You should carefully check and answer ALL the questions on the form and pay particular attention
to the question about tax liability. Tax will be deducted from your fee at the standard rate unless I
am advised that you do not pay tax. In which case please advise us and the appropriate tax
exemption form will be sent to you with your appointment if successful. Please note that the fees
given above are gross fees, although 25% of your payment will be tax-free following negotiations
with Inland Revenue.

Staff appointed to work as a canvasser will be expected to carry their Council ID badge at all
times, and if you do not have a Council ID badge one can be provided by enclosing a passport
sized photograph.

The Asylum and Immigration Act 1996


Section 8 of the Asylum and Immigration Act 1996 requires all employers in the United Kingdom
to make basic document checks on every person they intend to employ. By making these
checks, employers can be sure they will not break the law by employing illegal workers.

To meet this requirement you must provide either:

One of the original documents included in List 1

Or

Two of the original documents included in either combination in List 2. Please note we cannot
accept one document from the first combination and one from the second combination.




        A passport showing that the holder is a British citizen, or has a right of abode in the United
          Kingdom.

        A document showing that the holder is a national of a European Economic Area country (listed on
          pages 10–11) or Switzerland. This must be a national passport or national identity card.

        A residence permit issued by the Home Office to a national from a European Economic Area
          country or Switzerland.

        A passport or other document issued by the Home Office which has an endorsement stating that
          the holder has a current right of residence in the United Kingdom as the family member of a
          national from a European Economic Area country or Switzerland who is resident in the United
          Kingdom.

        A passport or other travel document endorsed to show that the holder can stay indefinitely in the

If you do not have a document in List 1, you must provide two original documents from either
the First Combination or the Second Combination listed below. If you are providing documents
from either the First Combination or the Second Combination, you must provide Document A
plus one other from the Combination you have chosen

Please note we cannot accept one document from the first combination and one from the
second combination.

First combination

A A document giving the person’s permanent National Insurance Number and name. This could be a
P45, P60, National Insurance card, or a letter from a Government agency.

Along with providing one of the above documents, you must also provide one of the following
documents listed in sections B–H:
B a full birth certificate issued in the United Kingdom, which includes the names of the holder’s parents;
OR

C a birth certificate issued in the Channel Islands, the Isle of Man or Ireland;
OR

D a certificate of registration or naturalisation stating that the holder is a British citizen;
OR

E a letter issued by the Home Office to the holder which indicates that the person named in it can stay
indefinitely in the United Kingdom, or has no time limit on their stay;
OR

F an Immigration Status Document issued by the Home Office to the holder with an endorsement
indicating that the person named in it can stay indefinitely in the United Kingdom, or has no time limit on
their stay;
OR

G a letter issued by the Home Office to the holder which indicates that the person named in it can stay in
the United Kingdom, and this allows them to do the type of work you are offering;
OR

H an Immigration Status Document issued by the Home Office to the holder with an endorsement
indicating that the person named in it can stay in the United Kingdom, and this allows them to do the
type of work you are offering.

Second combination

A work permit or other approval to take employment that has been issued by Work Permits UK.
Along with a document issued by Work Permits UK, you must also provide one of the following
documents listed at B–C:

B a passport or other travel document endorsed to show that the holder is able to stay in the United
Kingdom and can take the work permit employment in question;
OR

C a letter issued by the Home Office to the holder confirming that the person named in it is able to stay in
the United Kingdom and can take the work permit employment in question.
