Effective, Just and Humane Responses
To Crime and Its Causes
2009-2010
Annual Report
60th Anniversary
Message from the President
2009/2010 has been a time of much change at John Howard Society
Waterloo-Wellington. Last fall, John Bilton, our Executive Director of
thirty years announced that he would retire in Spring 2010. Under John’s
leadership the agency grew from having a few employees based in the
Kitchener area to a more than 4.3 million dollar budget with offices in
Kitchener, Cambridge and Guelph and about 70 full and part time em-
ployees! As a result, John Howard Society of Waterloo-Wellington
(JHSWW) is one of the largest of the 19 John Howard Society affiliates
in the province. Joan Brown, the long service Program Manager based
Stefan Loker-President, Board Of Direc-
in Kitchener also retired at the end of January. Through the leadership
tors of such staff as John and Joan, JHSWW has grown into the wonderful,
caring agency that we all know. One final note of thank-you to John
and Joan for the long service. I wish you well in the future.
With John’s announcement came the need to develop and implement a
comprehensive selection process to find a new Executive Director who
would lead the agency in building on the solid foundation established by
John. The search process started in October 2009 and in late February
2010 the Board was pleased to announce that it had selected a new Ex-
ecutive Director effective April 1, 2010.
Joan Nandlal comes to JHSWW with a wealth of education and experi-
ence. The Board wishes Joan well as she takes on the challenge of lead-
ership with our agency. Between Joan and the strong, experienced
management and staff at JHSWW, I am confident that JHSWW will
continue to flourish. However, the agency does face a challenging politi-
cal and economic context. The current “tough on crime” political con-
text means we have to work harder to advocate for clients and they may
be feeling even more stigmatized and marginalized. Fiscal restraint
means funding is harder to get and where it is provided it is often at the
same amount despite real increases in costs to the agency.

Message from the Executive Director
Thank you to John Bilton and the JHSWW staff, the Board of Directors and
our justice sector partners for welcoming me as the agency’s new executive
director. I continue to be impressed by the myriad of services we offer and
those of the other John Howard Societies. I often find that people are aware
of the John Howard Societies and our work with individuals upon release
from prison but are unaware of the breadth of services we offer. Moreover,
they are often not aware that the lion’s share of our programs are “primary
prevention” and “secondary prevention” programs with the former being
focused on decreasing the incidence of crime and the latter being focused
on intervening early where there are signs that criminal behaviour is starting
Joan Nandlal-Executive Director
to occur.
Our primary school-based anti-bullying program and our high school-based
“Communicating Our Perspectives and Emotions Successfully” program are
great examples of primary prevention programs while our pre-charge diver-
sion (also known as “extrajudicial measures”) and post-charge ( or
“extrajudicial sanctions”) diversion initiatives are demonstrative of our com-
mitment to secondary prevention. We continue to receive positive feedback
from stakeholders about these programs, particularly teachers and students
extolling of our anti-bullying prevention program. In particular our pilot cy-
ber-bullying module, that was added to the program this year, has been well
received by school communities such that it has become a permanent com-
ponent of the program. We are thrilled that earlier this month our crime
prevention programs were named the primary beneficiaries of the proceeds
from the 2010 Cowan Annual Charity Golf Tournament. Funds from this
event will enable us to augment these programs and it is a pleasure to see
staff generating ideas and excited about the potential for further innovation.
As Stefan noted, this past fiscal year has indeed been a year of change for
the organization. Three key leaders were lost. Joan Brown retired in Febru-
ary and John Bilton retired in March both having worked here for more
than 30 years. Sandy Sanders, a dedicated and hard working member of our
management team, died earlier this month and is missed dearly by all of us.
The agency has learned much from these three individuals.
As we go forward, we will begin developing a new strategic plan for the or-
ganization. We will also look to review our funding base and exploring other
options to enable program growth in light of diverse community needs. I
continue to enjoy my time with the John Howard Society of Waterloo-
Wellington and look forward to being an active participant in collaborating
with our Board, staff, and community partners in building and sustaining
community supports that address the root causes of crime.

Congratulations Dan Beckett, Family Violence Prevention Coordinator
-2010 Recipient of the Tom Dykstra Award
In 1995, the Executive Directors of the Affiliates of the John Howard Society of Ontario estab-
lished the Tom Dykstra Award in recognition of Tom’s work during his thirty-three years with
the Society. The Directors agreed to award this honour annually to one person across the prov-
ince who demonstrated the values and qualities of “Integrity, Commitment and Humanity” as
were exemplified by Tom.
Dan is the Family Violence Prevention Senior Program Coordinator. In the 29 years at
JHSWW, he’s worked in the Community Service Order Adult Program and supervised Federal Dan Beckett
Parolees. Before working for us, he was the manager of a halfway house for provincial inmates.
What has helped make our program successful is that Dan makes every client feel valued. He sincerely believes that
people can change and if they are treated in a human, caring manner, they will respond and begin to consider their
actions and the impact upon themselves and others. The people that Dan meets in the family violence program usu-
ally come in defensive and angry, and leave feeling listened to and hopeful; because they have been encouraged that
they can have better relationships with their family, their children and the people around them.
Dan is also committed to the agency and the John Howard Society ideals. He is a great colleague – humorous, open to
new ideas, supportive, a leader and committed to finding solutions to problems. Even after 29 years of working with
some of the most resistant individuals, he comes to work with energy and a positive outlook. We continue to treasure
his presence in our agency and appreciate his infectious service to the John Howard Society ideals.
In Memory of Sandy Sanders...
It is with great sorrow that we let you know that Sandy Sanders, Cambridge Area Of-
fice Manager passed away on June 14, 2010. Sandy was well loved by everyone at
John Howard. She viscerally understood the dignity, humour, gentleness and compas-
sion that is about so much of our work. She will be dearly missed and long remem-
bered.

Congratulations and Thank You to Bob Krische and Gary Boug
Both Bob and Gary have shared incredible dedication, enthusiasm and talent over the past 5 years with our
Board of Directors. Your leadership has been the behind many goals the organization has reached during
your time with us.
Congratulations to Chester Kreutzkamp on 25 Years Of Service
Chester Kreutzkamp sometimes forgets what program he coordinates. In the 25 years since
he began, it has gone full circle. In 1985, Chester was the coordinator of the Attendance
Centre, a recreation program for youth. In the years after, the program was re-jigged and
re-named the Alternatives to Custody Program, the Accountability Training Program and
then, under Ministry direction, renamed….you guessed it, the Attendance Centre program.
Even after all the program name changes, Chester has remained constant – constant in his
care for youth, steady in his ability to connect with their needs and strengths, stable in his
skill in mentoring new staff. Chester also helps us to keep our office space beautiful with Chester Kreutzkamp
his handyman talents. Chester, we are thankful for your presence at the John Howard Soci-
ety and hope we have many more years of your company!
Congratulations to Conny Muhic on 25 Years Of Service
To say that Conny Muhic has grown up with John Howard as a surrogate parent would be
tongue in cheek, but not totally untrue. At 19 years of age, Conny arrived at the doors of
the John Howard Society and somehow we haven’t let her leave. Conny has done almost
everything at John Howard Society of Waterloo-Wellington: Receptionist, Secretary, Of-
fice Manager, CSO Youth Coordinator and PACID/Sober Streets co-facilitator and organ-
ized the golf tournament (all at the same time), CSO Adult Coordinator, Adult Diversion
Coordinator and her current position as Training and Development Coordinator/Senior Pro-
gram Coordinator/IT coordinator. Just describing her current position would take an entire Conny Muhic
paragraph because she does so much for our agency. Conny is very dedicated to her job.
She is diligent, thorough, witty, intelligent and committed to quality in everything she completes. Twenty-five years
is a long time, but she stays fresh in her work and starts almost every day with a smile. Thanks Conny for 25 great
years!
