           RECREATION AND AMENITIES COMMITTEE
         Minutes of the Meeting held on Wednesday 6 January 2011
    at the Kings Worthy Community Centre, Fraser Road, Kings Worthy

RA/11/01     Apologies for Absence

Apologies had been received from Cllr Steventon Baker. Cllr Read did not attend.

RA/11/02     Public Question Time

Questions were asked on;

   o   Broadview – the construction and positioning of the new path.
   o   Litter Bins – the need for more signs
   o   Grit Bins – the need for more bins
   o   Building Developments – the effect on the existing infrastructure
   o   Parking – particularly on verges

Cllr White suggested the parishioner put in writing many of his concerns as
several of the topics raised were outside the remit of this committee.

RA/11/03     Minutes of the Meeting held on the 4 November 2010

The minutes were agreed as a correct record of the meeting and were signed by
Cllr White.

RA/11/04     Matters Arising from the Meeting of the 4 November 2010

  o RA/10/94 Dog Bins – a response had been received from the new
    contractor confirming the service commencement on the 1 January 2011.
    The contract documentation will be sent shortly.

RA/11/05     Burial Ground Registrar’s Report

Members noted the quarterly report.
RA/11/06     Project Updates

The Project Status Report had been circulated to members [copy attached].

  o Youth Shelter – Cllr White outline the public consultation. Members
    agreed that the project name be changed to just “shelter” to reflect the
    usage by all ages.

  o Church Lane – Bus Stop Seat – Members agreed that questionnaires
    should be distributed to the immediate area. Action – Cllr White

  o Upper Broadview Path – the contractor wished to hold a handover
    meeting on the 12 January 2011. Cllrs White & Sign are to attend with the
    clerk. The contractor had been asked to review the entrance from Tovey
    Place to allow easier access for mothers with buggies.

  o WCC Open Space Fund – Members agreed that the following projects be
    submitted for the 2011/12 programme;
           Eversley Park MUGA
           Eversley Park – Football Changing and Toilet Facilities
           Satellite Infant Playgrounds at Church Green, Lovedon Lane &
           Fraser Road

      Cllr Bohle gave a presentation on the proposed playground at Church
      Green emphasising its compact concept. Members asked the clerk to
      clarify the options for the positioning of the area. Action – the clerk

      Members also wish to have the ownership of the grass area outside the
      King Charles PH established. Action – the clerk

RA/11/07     Playground Equipment Repairs

Members accepted the estimate of £700 from Record/RSS for the repair of the
infant roundabout at Eversley Park. They also suggested that the contractor be
asked to install the replacement rope ladder to the slide. Action – the clerk

RA/11/08     Budget 2011-12

Cllr Prince presented the proposed budget for 2011-12. Members discussed and
agreed the figures.

RA/11/09      Newsletter

Members agreed that the next issue be published in April. Articles should ask for
feedback on the new communications strategy and comments on the location of
our notice boards

RA/11/10     Seats

Cllr Prince confirmed that financial provision had been made the refurbishment of
our seats.
RA/11/11 Hedges and Verges
Cllr White reported that the problems with the hedge on Stoke Charity Road had
now been resolved.

WCC had scheduled the work on the boundary hedge on Eversley Park for
January. The clerk confirmed that he had updated the parishioner who had raised
the issue.

RA/11/12     Clerk’s Notices

  o Church Fete – Members agreed to the fete being held on Church Green
    on the 30 May 2011.

  o Burial Ground Trees – Members agreed to the quotation from Worthy
    Tree Care to crown lift the trees in the new crematoria area.

  o    Legion Lane - a request had been received to attend to the vegetation on
      the banking to Kim Bishop Walk. Cllrs White & Sign and the clerk agreed to
      visit the area to review the situation.

RA/11/13     Chairman’s Notices

   o Eversley Park – details of an incident of bullying had been reported to the
     Parish Office whereby older boys had taken the football of younger
     children. The community police had been informed and were increasing
     their visits to the area.

RA/11/14      Any Other Business

   o St Mary’s Close Gate – Cllr Prince reported that the gate was defective
     and had concerns of children running onto the A33. The clerk was asked
     to investigate. Action – the clerk

RA/11/15     Date of next meeting

The next meeting was scheduled at 7.30pm on the 3 February 2011.

The meeting closed at 9.52pm.
