1. Introduction

Gourlay Janes Park is a 3.5 acre park located on the Chemainus Highway at the
south end of the Town of Ladysmith on Vancouver Island. This waterfront park is
forested primarily with deciduous trees. Some of the trees within the park have been
identified as danger trees, blow downs and clumps of forest fire fuel.

The intent of this Request for Proposals is to seek a single qualified professional, or
consortium of professionals, to provide tree removal and other required services to
eradicate the identified problem trees and associated debris from the park.

All costs associated with the preparation and submission of a Proposal shall be borne
solely by the Proponent.

2. Background

Gourlay Janes Park is largely a deciduous forest consisting of declining Red Alder
Trees and Big Leaf Maples that have become dangerous to park users. All trees have
been inspected and those deemed dangerous are tagged. A short description of the
required works is available from the Parks Supervisor.

Additionally, there are a number of identified blow downs and clumps of forest fire
fuel that also need to be removed. These have been marked with yellow ribbons.

There are a number of fern beds and holly groves throughout the park. These areas
are not to be harmed when proceeding with the work.

3. Project Scope and Deliverables

The project will include the following deliverables:
   •   As per Schedule “A”

4. Project Schedule

The project is to be completed as soon as possible but no later than January 28,
2011.
Proponents must advise if they are not available during these dates, or cannot
produce the deliverables by the dates stated, and specify when their schedule would
permit commencement and completion.

5. Evaluation Criteria

The following criteria will be used to evaluate the proposals:

•   Proponent’s body of work
•   Experience and qualifications (technical and other) on similar projects;
•   Methodology/approach/creativity – Demonstration of project understanding,
    quality of the proposal, work plan, innovative considerations, proposed schedule;
•   Quality and completeness of proposal submission;
•   Fee Proposal– total fees, rates and charges.

Enquiries and responses will be recorded and will be made available, by request, to
all proponents for examination.

7. Proposal Submissions

Submissions in response to this Request for Proposals will include the following:

    •   proposed timetable of completion;
    •   summary of experience;
    •   sample work;
    •   price
    •   references

Proposals will be accepted up to 2:00 p.m., January 3, 2011 at the office of the
Director of Corporate Services. Original Proposals received after the closing date and
time will be cause for rejection of the Proposal. The Town will not accept any
responsibility for the timely receipt of, or adequacy of, any electronic transmissions,
and late receipt of proposals will be cause for rejection of a proposal.

The successful bidder will be required to obtain and provide proof of having the
following:

       •   A current business license for operating in the Town of Ladysmith
       •   Active WorkSafe BC Registration
       •   Minimum $2 million liability insurance with the Town of Ladysmith named
           as additional insured
       •   Employee criminal record checks where necessary
       •   Federal, provincial and municipal permits when and where applicable

Tenders will be opened publicly at the Town of Ladysmith Municipal Hall on January
3, 2011 at 2:00 p.m.

The Town reserves the right to accept or reject any or all Proposals either whole or in
part at any time, or waive formalities in, or accept a Proposal either whole or in part
which is deemed most favourable in the interest of the Town. The Town will be under
no obligation to proceed further with any submitted Proposal and, should it decide to
abandon same, it may, at any time, invite further proposals for the supply of the
described services or enter into any discussions or negotiations with any party for the
provision of the services. No alterations, amendments or additional information will
be accepted after the closing date and time unless invited by the Town.

The lowest or any Tender will not necessarily be accepted. The bids will be
considered on their merits and it is not the intention of the Municipality to buy on
price alone.

The Town of Ladysmith Purchasing Policy entails the following Principles of “Best
Value”:

•   compliance with requirements and specifications
•   quality of goods or services, including timeliness and quality of support and
    follow-up
•   availability of the goods or services
•   financial stability and business reputation of supplier
•   price
•   where the variation in price between comparable goods and services is less than
    5%, preference will be given to local suppliers
•   orders will not be split between bidders

8. Facsimiled or Electronic Proposals

Facsimiled and/or electronic Proposals (in PDF format) will be accepted up to 2:00
p.m. at the coordinates listed above provided the original Proposal is received at the
office of the Director of Corporate Services within two working days of the closing

date and time. Original Proposals received after the closing date and time or originals
of facsimiled Proposals received after the two-day grace period may be cause for
rejection of the Proposal.

9. Ownership of Proposals

All Proposals and subsequent information materials shall become the property of the
Town of Ladysmith after the closing date and time and will not be returned.

This Request for Proposals and all associated documentation is, and shall remain the
property of the Town of Ladysmith and shall not be copied or distributed without the
prior written approval of the Town.
