Re:    Letter of Notice – Proposed Level II Changes to Existing OPP 003.2, OPP
       301, OPP 310, OPP 312, OPP 702, OPP 704 and Proposed LIII Changes to
       Existing OPP 302

Pursuant to Section 2(1) of the Alberta Utilities Commission (“Commission”) Rule 017,
the Alberta Electric System Operator (AESO) is providing notice and seeking feedback
on OPP Rule changes that are being considered for recommendation to the AESO
Executive Rules Committee (“ERC”) in April 2009.

For your consideration, attached are the proposed OPP Rule changes. If you are
interested in a particular OPP Rule, the following grid is hyperlinked to provide
assistance in directing you to the OPP Rule of interest.

changes.

The AESO will be publishing all stakeholder comments received for industry review
shortly after the comment deadline. Stakeholder comments received along with AESO
responses will be published with the final proposed OPP Rule changes being submitted to
the ERC for approval in April 2009.

                                       Proposed LEVEL II ISO Rule Changes
Level II changes are changes that are expected to have a moderate or low impact on the industry or the ISO, and generally require
little or no effort by stakeholders for implementing a solution. They are provided to stakeholders to review to ensure that the expected
impact is reasonable, to identify unrealized impacts and/or to provide notice of the potential change in administrative processes.

                    OPP 003.2 Automated Dispatch and Messaging System (ADAMS)

                                                                     (ADAMS)
Summary of ISO Rule                                                  OPP 003.2 specifies the automated dispatch and messaging
                                                                     system standards for pool participants who receive energy market
                                                                     dispatches, ancillary services dispatches and/or ancillary services
                                                                     directives. Additionally, the automated dispatch and messaging
                                                                     system will be used to notify participants of firm load alerts and
                                                                     energy market suspensions.

Summary of Amendment                                                 Proposed amendments to OPP 003.2 are required to delete the
                                                                     ADAMS workstation requirements in Table 2.

                                 OPP 301 Alberta-BC Interconnection Scheduling

Rule Section/Number                                     Part 3, OPP 301 Alberta-BC Interconnection Scheduling
Summary of ISO Rule                                     OPP 301 defines define the policies and procedures to be
                                                        followed by the system controller (SC) when scheduling
                                                        interchange transactions on the Alberta-BC interconnection.

Summary of Amendment                                    Proposed amendments to OPP 301 are required to change the cut
                                                        off time for British Columbia Transmission Corporation (BCTC)
                                                        to apply their cut order, from the current hh:40 to hh:45, to allow
                                                        more time for the SC to apply the Alberta cut order if required.

                          OPP 310 Alberta-Saskatchewan Interchange Verifications

Summary of ISO Rule                                  OPP 310 defines the policies and procedures for the system
                                                     controller (SC) in verifying scheduled interchange and actual
                                                     interchange with the Saskatchewan control area. The verifications
                                                     apply to previous hours when interchange has taken place. The
                                                     real time interchange scheduling procedure is covered in OPP
                                                     302.

Summary of Amendment                                 Proposed amendments to OPP 310 are required to update the
                                                     verification process in accordance with the current practice with
                                                     SaskPower.

     OPP 312 Import Load Remedial Action Scheme (ILRAS) and Load Shed Service (LSS)

                                            and Load Shed Service (LSS)
Summary of ISO Rule                         OPP 312 defines the policies and procedures for the system
                                            controller (SC) in the application of ILRAS and the LSS, in order
                                            to facilitate increased import capability on the Alberta-BC
                                            interconnection for energy and reserve services.

Summary of Amendment                        Proposed amendments to OPP 312 are required to change
                                            Canexus LSS volume reduced from 31 MW to 20 MW and
                                            ERCO to zero MW.

Explanation of Confidentiality              OPP 312 has a confidential appendix that contains LSS providers
                                            contact information (i.e. telephone numbers). No change is
                                            proposed to the confidential appendix.

                                            The AESO will not be requesting the Commission confirm that
                                            disclosure of confidential appendix to the OPP Rule would not be
                                            in the public interest as this has previously been confirmed by the
                                            Commission.

                                 OPP 702 Voltage Control

Summary of ISO Rule                          OPP 702 provide consistent voltage control guidelines for the
                                             Alberta Interconnected Electric System (AIES) and operating
                                             policy for all parties concerned with voltage control, including the
                                             transmission facility owners (TFOs), generation facility owners
                                             (GFOs) and the system controller (SC).

Summary of Amendment                         Proposed amendments to OPP 702 are required to reflect SVC
                                             additions, and revised voltage limits in the northwest area.

                      OPP 704 Remedial Action Scheme

Rule Section/Number                  Part 3, OPP 704 Remedial Action Scheme
Summary of ISO Rule                  OPP 704 identifies the remedial action schemes (“RAS”) that are
                                     installed on the Alberta Interconnected Electric System (“AIES”).
                                     RAS are defined in the ISO Rules as “protection schemes
                                     designed to perform pre-planned corrective measures following a
                                     disturbance to provide for acceptable AIES performance or
                                     equipment protection”. OPP 704 identifies and provides
                                     documentation on RAS that have significant effects on the AIES.

                                     OPP 704 is specific to the RAS that apply to all transmission
                                     facility owners (TFOs), all generation facility owners (GFOs),
                                     and BCTC and the City of Medicine Hat (the “Affected
                                     Stakeholders”). The Affected Stakeholders own and operate the
                                     RAS identified in OPP 704. OPP 704 includes requirements with
                                     regard to the review, testing, monitoring and maintenance of each
                                     RAS. Further, OPP 704 also prescribes actions required by
                                     system controller (SC), if RAS are out of service, unavailable or
                                     fail to operate.

                                     As part of the OPP 002: OPP Change Management Process, all
                                     Affected Stakeholders have received those amendments to OPP
                                     704 that are applicable to them, and have been provided the
                                     opportunity to verify and comment on those part(s). Further, once
                                     the amendments to OPP 704 are in effect, these stakeholders will
                                     receive those parts of OPP 704 applicable to them and now in
                                     effect.

Summary of Amendment             Proposed amendments to OPP 704 are required to update an
                                 Alberta system RAS.

Level                            II

Explanation of Confidentiality   The RAS descriptions contained in the confidential OPP 704
                                 expose the vulnerabilities in the AIES, which, if made public,
                                 could put AIES security and reliability at risk.

                                 The AESO will be requesting that the Commission confirm that
                                 disclosure of this OPP Rule would not be in the public interest.

                                 Final Proposed LEVEL III ISO Rule Changes
        Level III changes are administrative changes that do not impact the meaning and/or implementation of the ISO Rules.

                          OPP 302 Alberta-Saskatchewan Interconnection Scheduling

Summary of ISO Rule                                               OPP 302 defines the policies and procedures for the system
                                                                  controller (SC) and the policies for market participants when
                                                                  scheduling interchange transactions on the Alberta-Saskatchewan
                                                                  interconnection.

Summary of Amendment                                              Proposed amendments to OPP 302 are required to add back the
                                                                  operating policies and procedures regarding the AB-SK
                                                                  interconnection scheduling limits due to the McNeill Converter
                                                                  operating constraints. These were inadvertent left out of the
                                                                  November 13, 2008 version of OPP 302.
