					XXXVIII SPARTACIADE FOR STUDENTS WITH HEARING PROBLEMS

I     THE AIM
        1. To promote ( physical activities and sports as well as to improve sports results
           among students with hearing problems
        2. To develop international links and friendship among special schools for students
           with hearing problems in the Baltic States
        3. To reward the best athletes and the best teams on particular sports events
        4. To determine the best athlete among all deaf students


II    PLACE, TIME AND ORGANISATION OF SPARTACIADE
          1. 38. spartaciade will be settled in Estonia on 13.- 15. March on 2009 in Tartu.
              Competitions will bei n:
                  basketball
                  swimming
                  chess
                  draughts
                  table tennis

                The day/time for arriving for participants is on 13. March at 13.00
                The day/time for departure is on 15. March at 15.00

            2. Responibility for organisation of the spartaciade ist aken by the special
               Organising Commitee that includes members of professional education
               institutions and organisations.
            3. The regulations of the XXXVIII spartaciade for students with hearing problems
               aredrawn based on the ´ Requirements for organising of the competitions for
               students with hearing problems in the Baltic States´, accepted 1983 (
               supplements made on 1975, 1980, and on 1981 ).


III   PARTICIPATION
           1. An eligible participants for the XXXVIII spartaciade are students from
              Estonia, Latvia and Lithuania who have acceptably marks at school and
              without problems of behaviour, who is born in1989 and junger.
              The same regulations are provided also for students with speech difficulties
              from Taru Hiie School ( Estonia ). However, the number of students from
              Tartu can´t exeed 25 % of the total number of participants from Estonian team.
              Each student can participate no more than in two ( 2) sports event.

                Total number of participants in the tea mis 39 persons ( 34 students- 17 girls/17
                boys, 4 coaches, 1 chief of the team).

IV   ORGANISATION OF COMPETITIONS
          Competitions on each sports event are organized by official regulations of the
            particular sports event are organized by official regulations of the particular
            sports event.
          Basketball- teams are playing in round system.
            Counting system:
                         Win- 2 points
                         Fail- 1 point
                         Reverse – 0 point

            The team having largest amount of points is a winner team. In case of equal
            amount of points between two possible winner teams, the winner teams is
            determined by counting of difference in successful and unsuccessful throws during
            games.

               Swimming- programm both girls and boys:
                                 Free style          100m
                                 Breast stroke       100m
                                 Backward            100m
                                 Relay ( free style) 4*100m

            The team where participants have gathered the most amount of points, is the
            winner team. In case of equal amount of points for two or for more teams, the best
            team is determined by counting of the I-st, II-nd, III-rd places.
            The total result of the team consists of two best results of each team on each event
            and the result on both relays. Each swimmer can participate no more than in three
            swimming events and in the relay.
            I place- 15 points, II place- 12 points, III place- 9 points, IV place- 8 points etc.
 Table tennis- teams are playing in round system.
21 game has to be played between two teams: 9 single game for girls, 9 single
games for boys, 1 pair game for girls, 1 pair game for boys, 1 mix- pair game.
Counting system:
 Win- 2 points
 Fail- 1 point
 Reverse- 0 points
Team having largest amount of points is a winner team. In case of equal amount of
points between teams, an additional pair game might be played. Results of
competitions played at home are required to submit at the mandates commitee of
the spartaciade.

 Chess- teams are playing on rules of the round system.
For reconsideration player can spend 1 h 30 min for 39 moves and then 15 minutes
for each move till end of the game.
Counting system:
 Win- 1 point
 Fail- 0 points
 Drawn game- 0,5 point
The team having largest amount of points after games is a winner team. In case of
equal amount of points between two, or three teams, the first prize is awarded to
the team wich has had:
     The most amount of wins
     The best individual results
     The best results on the board starting from the first move


     Draughts- teams are playing on rules of the round system
For reconsideration player can spend 1 h.
Counting system:
Win- 1 point
Fail- 0 points
Drawn game- 0,5 points
The team having largest amount of points after all games is a winner team. In case
of equal amount of points between two, or three teams, the prize is awarded to the
team which has had:
     The most amount of wins
     The best individual result
     The best result on the board starting from the first move
V     AWARDS

                  Individual winners will be determined in such sports events as swimming
                   and table tennis. In other the best teams will be awarded.
                  First three of all participants in individual events will be awarded with
                   diplomas. Participants of winner teams will be awarded with diplomas, too.
                   Athletes who have perfomed high results in swimming will recive
                   individual awards.
                  Following suggestions of referees, some athletes who have performed
                   good results on other events, could be awarded with souvenirs.


VI    RECEPTION OF PARTICIPANTS

                  Organization Committee of the XXXVIII spartaciade will cover all
                   expenses concerning accomondation and meals for all visitors during
                   competition.
                  Travel expenses must be paid by participant organisations
                  All participants have to students identity cards and each team has to have
                   one type of sports dress. Representative of the delegation has to have the
                   list of all team members and license of the doctor.

VII   APPLICATION



The deadline for application for the XXXVIII spartaciade for
students with hearing problems is 15.02.2009
