TOWNHOME OWNERS ASSOCIATION
RULES & REGULATIONS
(MAY 2005)
I. GENERAL PROVISIONS
1. No Townhome unit or lot shall be used for other than residential purposes. Units are
not to be used for business or commercial purposes. However, this rule does not pro-
hibit the owner or tenant from maintaining a personal office within the unit, provided
such use does not create a nuisance, commercial traffic, or other improper situation
(see #4).
2. Townhome owners shall be responsible for obtaining and maintaining adequate hazard
and homeowner’s insurance for their respective units.
3. Except for emergency situations, any request for action or any complaint must be
submitted in writing and signed in order to be given consideration by the Board or our
Management Firm. An appropriate form for this purpose is included.
4. Conditions or activities that are or produce noxious, offensive, hazardous, unsanitary,
or illegal circumstances, or are otherwise nuisances are strictly forbidden.
5. Except for a Covington Crossing event sanctioned by the Associations, Townhome
yard and garage sales are not permitted.
6. Owners and tenants must not give instructions or criticisms directly to Contractors
(e.g. Landscape Maintenance personnel) who have been engaged by the Board or
Management Firm. Instructions, criticism, complaints, and suggestions should be ad-
dressed to the Board or the Management Firm.
II. VEHICLES & PARKING
1. Permanent (i.e., ongoing or everyday) street parking is not allowed.
2. When a vehicle is temporarily parked on the street, the vehicle must not block or
hinder access to fire hydrants, mailboxes, or driveways, nor impede the safe passage
of any moving vehicle using the street.
3. No recreational vehicles or commercial vehicles, including, but not limited to, boats,
boat trailers, house trailers, other trailers, campers, trucks, camping trailers, and mo-
tor-driven tricycles shall be kept or parked on Townhome property, unless kept within
a garage with the door closed.

4. No inoperable vehicle (i.e., any vehicle that cannot move under its own power or
whose license plate registration is not current and up-to-date) shall be stored any-
where on Townhome property, unless it is kept within a garage with the door closed.
5. Vehicles may not be parked on the grass.
6. Vehicle repair or maintenance activity shall not be done except in a garage with the
door closed.
7. An occupant of a Townhome may wash a personal vehicle in the driveway of that
Townhome.
III Rentals
1. No more than five (5) Townhome units may be rentals at any one time. Rental
arrangements between parents and their children are not considered as rentals for the
purpose of these Rules & Regulations.
2. Rentals must be made on a lease basis. Leases must be for a period of no less than six
(6) months or more than one (1) year, except as approved otherwise by the Board in
response to a written request from the owner.
3. Information regarding a rented unit must be provided to our Management Firm at the
time the unit is rented. This information must be in writing and signed by the owner
or rental/realty agent. The required information is the name, address, and phone
number of the tenant and the beginning and ending dates of the lease. The owner
must provide a copy of the lease if requested to do so by the Management Firm.
4. A resident owner desiring to convert his/her unit to a rental must contact the Manage-
ment Firm to determine whether or not the maximum number of rentals exists. If the
maximum number of rentals is filled, the owner may place his/her name on a Waiting
List for future consideration.
5. An owner whose Townhome is a rental is responsible to make the tenant(s) aware of
the Rules & Regulations governing Covington Crossing and its residents.
6. No time-sharing arrangements are permitted.
IV. OWNER RESPONSIBILITIES
1. All Townhome lots shall be kept in a generally sightly condition by their respective
owners. This responsibility includes, but is not limited to, removing litter and loose
trash and watering lawns and plants, especially during dry periods.
2. Loose trash may not be placed outside for pickup. Trash must be securely bagged and
preferably the bags should be placed in secure and adequate containers.

3. The owner of a Townhome lot shall be responsible for the cost of repair or replace-
ment due to damage to any of that lot’s common areas or elements (such as, siding,
roof, driveway, gutters, etc.) when such damage is caused by circumstances other
than normal deterioration.
4. Except for a “For Sale” or “For Rent/Lease” sign, no signs or other advertising
material of any kind shall be placed on a Townhome lot or unit. When a “For Sale”
or “For Rent/Lease” sign is displayed, it must placed either in the unit's window or in
the mulched area bordering the front of the unit.
5. All garages must have their doors in a closed condition, except during the time of
actual entry and exit.
6. No outside clotheslines or clothes-drying is permitted.
V. CHANGES & ALTERATIONS
1. No Townhome owner or renter shall make or cause to be made any exterior change,
alteration, or construction on the Townhome unit or lot without first submitting in
writing an adequate description of the proposed change, alteration, or construction to
the Townhome Association Board or our Management Firm and receiving written
approval from the Board or the Management Firm. (An appropriate “Request to
Change” form is available upon request.)
2. Changes and alterations, as referred to above, include, but are not limited to: TV
antennas or satellite dishes, fencing, exterior painting, awnings, tool sheds, sunrooms,
screened-in porches, patios, prominent landscape alterations, etc.
3. No work on any changes, alterations, or construction may begin unless and until the
owner or renter has received written approval from the Board or the Management
Firm.
VI. ANIMALS
1. No animals may be kept or maintained on or in any Townhome lot or unit except for
ordinary household pets, such as dogs, cats, aquarium fish, and caged birds. Such
household pets must be kept within the unit and/or lot. Dogs and cats may not be al-
lowed to run loose.
2. All pets being walked shall be kept on a leash, and all pet excrement must be removed
and disposed of in a sanitary manner by the person walking the pet.
3. No more than four (4) cats and/or dogs are allowed at any Townhome unit.
4. The Townhome Board shall have sole discretion in determining the suitability of any
pet by size, weight, or breed. For example, rottweilers and pit bulls are prohibited.

ENFORCEMENT
1. Under Article XII of the Townhome Owners Association Declaration, the Board has
the authority to enforce any and all rules formulated and approved by the Board and
any provisions of the Declarations of the Townhome and Master Associations. Such
enforcement may include, but is not limited to, written notices, fines, and liens.
2. The fact that a given rule or provision has not been enforced does not constitute a
waiver of the right of future enforcement of such rule or provision.
3. All Townhome owners, tenants, and occupants are subject to the rules and provisions
of the governing documents relative to Covington Crossing. The acceptance of a
deed or the signing of a lease for a Townhome unit shall constitute agreement that the
owner or tenant accepts such rules and provisions.
