This a small question covering a multitude of details. Checking the model on the
Portal is essential for this item
In addition to school procedures that need to be brought to the attention of the
staff, guidance issued by the local authority or other sources may need to be
highlighted. The school should have a system for ensuring that Curriculum
Leaders annually review the guidance relating to their subjects (existing AND
new) to make sure that all staff are familiar with it and can access it
This item relates to the Construction (Design and Management) Regulations.
Guidance on the Form 13 procedure is on the Health and Safety Index page on
the Portal and separate guidance Planning, Managing and Implementing a
building project is on the Portal (front page) - NB: an update to this is pending.
Information required is the address of the Health and Safety Executive,
Employment Medical Advisory Service, and the school's management and
consultation arrangements. The school may choose to provide, as an
alternative, the proprietory poster with the additional information written in. Refer
to Health and Safety Law - What you Should Know item on the Portal health and
safety index page.
This is not necessary, but some schools may display if work experience or other
LSC sponsored trainees are present in the school. A copy of the certificate can
be obtained from the County Insurance Manager
Updated guidance for the Portal is in preparation
The school's DfES number must be written on every form. All reports must be
sent to the Area Office at least on a weekly basis, with the more serious
incidents being reported to the Area Office on the same day as the incident
This is used to record planned maintenance checks and contractors' work and
will be checked regularly by the Property Adviser
A county contract is available to schools which provides an assurance that
portable equipment is given its "MOT" at the recommended frequency. All
inspected equipment will be labelled and the next routine inspection date
indicated on the label. An inventory of equipment will be provided to the school
by the contractor. Privately owned electrical equipment kept in the workplace
must also be tested at the requisite frequency. However, privately owned
equipment should not be used in the workplace other than on an occasional and
temporary basis. Equipment brought into school for lettings must also be
accompanied by a suitable test certificate which the hirer should present to the
school when signing the hire/let agreement
Gas equipment, cookers, etc. used in food technology and other classroom
situations must be serviced annually.
This equipment is also known as local exhaust ventilation. Annual inspection is
ONLY required when the substances being controlled are hazardous and failure
to control will cause an adverse health effect. (see data sheets for substances
available from the supplier). Equipment in Science and Design Technology
areas can be inspected as part of the EMU service. Contact the County Adviser
for Design Technology for advice in respect of these teaching areas
Comprehensive inspection and test MUST be within last 12 months
Property Adviser will be able to advise on the detail of this check
Property Adviser will be able to advise on the detail of this check
Property Adviser will be able to advise on the detail of this check
MUST be within last 12 months
A record should be kept in the property maintenance log book (if used) and this
should be completed by the contractor at the end of the inspection. The
inspection is normally undertaken every 5 years, but this may be subject to
variation for a number of reasons. If doubt exists always consult the Property
Adviser
Gas and oil fired equipment can be dangerous and must be serviced and
inspected regularly, and in no circumstances less than annually. Equipment not
in use (eg if the caretaker's accommodation is vacant for more than 3 months)
MUST be isolated ffom the fuel supply
It is essential that schools take reasonable precautions to maintain the trees on
their site and manage the risks presented. The County Grounds Service offers a
service which meets the required standard.
Must be every 12 months, or whenever alterations to building or use of building
may have an effect on the fire safety regime in the premises
General guidance on the risks and procedures to be adopted is available on the
Schools Portal. Information on your school's specific water systems and the
particular tasks to be undertaken routinely is available in your Water Hygiene
logbook (which may be part of your Maintenance logbook) from Property (and
also via your Property Adviser).
Teachers, MDSAs and other supervisors must be strategically placed so that
they can see areas where supervision is the principal means by which risk is
controlled. Also, see the complimentary guidance document that accompanies
this checklist on the Schools Portal

Guidance for Science, Design Technology and Art teachers is available from CLEAPSS and
on the Portal and SLAMnet. This may also be relevant to all other activities. Caretaking and
cleaning staff may also need instruction (following the results of risk assessment) in relation
to the materials used in cleaning work. Staff who undertake 'handy-person' work will also
need to assess the risk from materials used and waste/debris/dust etc. created by the
activity.
This is an important requirement under new guidance from the Health and Safety
Executive. The county council's Well-being Scheme which provides both risk
assessment and the Employee Assistance Programme provides the complete solution
in respect of this requirement but, of course, other options are available
County Adviser for Sport & PE for further advice. A specific training course is
available through the County Adviser for PE & Sport
If YES, what is the date when retraining is due? Both fully qualified first aiders and those
trained to emergency assistance level need current certificates - Certificates last for 3 years.
The school must underatke a risk assessment to determine the numbers of first aiders and
those with emergency aid qualifications. The guidance on the Portal is being updated to
explain and simplify the risk assessment process.
In addition to the standard precautions to prevent electric shock occurring, in
cases where the risk may be increased (perhaps lone working by a caretaker)
The health and safety consultants (Safetyboss Ltd) are able to do this for the
school. The school may opt to use it's 1 day consultancy bought back service
for this task. It is a one-time only task, but once the assessment has been
completed it needs to be reviewed annually, kept up to date and the findings
implemented
The DfEE document 'Improving School Security' is the county council's current
advice on school security. It is a useful resource with plenty of guidance and a
premises checklist and simple scoring system. (NB: temporarily, there may be
formatting difficulties with the DfES website link)
Where stairways are more than about 1 metre wide additional handrails may be
required
Guidance available from Property Adviser
Spiked railings should be considered the last resort in terms of site security.
They may present unacceptable risk unless very well designed and only are
suitable as part of a comprehensive site security improvement programme.
As above
This is used to record planned maintenance checks and contractors' work
Schools may need to register as a producer of hazrdous waste if they produce
more than 200 kg of waste per year. While this is unlikely in many foreseeable
circumstances, it is possible that some schools could produce this quantity and
should contact the Environment Agency if they feel this could be a issue.
see above
Also - at least one member of staff teaching food technology must have suitable
food hygiene training.
This is a COSHH regulations requirement. Substances that could be included
are descaling, dishwasher and other cleaning chemicals. There is no need for
risk assessments for ordinary washing up liquid provided the advice and
instructions on the supplier's container is followed

See the associated guidance notes that accompany this checklist - particularly
the comment about the health and safety manual
The NHS published information from time to time on equipment that may nbe
related to health care and that could be used in Children's Services and
settings. The setting manager should have a system for checking the MDA
alerts at least 3 times a year. Check here
http://www.mhra.gov.uk/home/idcplg?IdcService=SS_GET_PAGE&nodeId=217
Due to the nature of the information, special schools are most likely to be
affected by the information available, but all settings should have a procedure
for checking the web site.
Ideally these should be located in every room
Work activities in these areas may be subject to lone worker risk assessment
requirements
Every incident should be investigated - the degree to which the investigation
should be recorded depends very much on the type of and severity of the
incident. Where an initial investigation does not indicate that: (1) a change to a
risk assessment is necessary, (2) the incident could have been prevented, and
(3) a significant injury would be likely if it happened again, then no formal
investigation report is likely to be required
The school's DfES number is an essential piece of information. Injury,
workplace and work activity codes must also be recorded. The school MUST
have a procedure which ensures that every form is signed by a senior manager
or someone delegated to act on their behalf. The signature indicates that the
incident has been appropriately investigated at the school (see above)
See the associated guidance notes that accompany this checklist - In particular,
Appendix 1
Educational visits guidance is up to date and comprehensive. The school's
Educational Visits Coordinator must have attended the county council's training
Once a member of staff has advised that they are pregnant or that they are hoping to
conceive within the foreseeable future, the expectant and new mother risk assessment
procedure should be started. Once the woman has notified the school of her pregnancy the
risk assessment should be reviewed periodically (as often as the circumstances demand, and
subject to the woman's medical advice). This is unlikely to be less than monthly
A fire exit sign (ie a sign that indicates the direction to the fire exit) should be
visible from any doorway into a corridor in the premises, unless the exit itself is
visible. The fire exit door should also be signed.
Signs are only necessary when sight of the call point or extinguisher may
be obstructed
It is important to review the outcome of the evacuation drill and to implement
changes necessary to improve performance. Note of changes can be made in
the fire precautions log book in the section headed "Nature of Instruction"
This document and its associated guidance notes are relevant. Defects should
be recorded and progress towards solutions tracked. When defects are
remedied the item can be 'signed off' as complete.
Store room doors that open onto corridors should be fitted with closers so that
they can not obstruct the means of escapoe in the event of fire. Shelves and
shelving should be fixed to prevent over-toppling. Unprotected light bulbs and
fluorescent tubes may be struck or broken in stores where high level or long
item storage occurs & should not be permitted
Cracked or loose socket face-plates, missing screws and those subject to damp
conditions must be looked at with a view to changing the design to one that is
more suitable for the situation.
Collisions with tilting windows that open across walkways can result in serious
injury. Falls from heights are often very serious; however, when considering
window restrictors, bear in mind the ventilation requirements and the need to
maintain a suitable temperature in rooms that may receive strong sunlight.
Whilst it is principally the hirer's responsibility to ensure the compatibility of the
user's activities with space provided by the school, the school should ensure
that the premises are in a reasonably acceptable condition for the hirer's
purposes
covered in various documents (Design Technology is the key area)
The duty is to maintain a suitable temperature, neither too hot or too cold.
Windows provide essential ventilation, but restrictions on the opening of upper
floor windows can mean that other controls are required. See also items 56 and
58.
Guidance available from Property Adviser
Fire escape notices must comply with the current standard (the running man
style pictogram)
Drinking ater fountains should be sited so that the drinker is protected from
being pushed or nudged - there is a significant risk of damage to teeth
See the health and safety manual COSHH factsheets and subject specific
advice - further general guidance is pending
As above
Guidance available from Property Adviser
Guidance available from Property Adviser
Guidance available from Property Adviser
Guidance available from Property Adviser
Property Adviser MUST be consulted, particularly if asbestos containing
materials are not in good condition. No work should be undertaken which
disturbs any asbestos containing material UNLESS the Property Adviser has
given advice. SECURELY SEGREGATE ANY AREAS WHERE ASBESTOS
HAS BEEN DISTURBED - DO NOT CLEAR UP DEBRIS. Separate guidance on
reporting damage to and the routine 'in-school' inspection of asbestos materials
is available on the Schools Portal. See also the guidance document assoiated
with this checklist on the Schools Portal.
The Association for Physical Education is the new name for BAALPE.
Wheelie bins should be stored and secured away from buildings. Where the risk
is considered to be minimal and site conditions present problems, some
flexibility is possible, but the fire risk assessment should note the school's
arrangements on the issue.
For those schools that run their own catering operation, comprehensive
maintenance arrangements must be in place. All equipment must be serviced at
the recommended intervals
The majority of staff development issues for County Catering staff are dealt with
outside the school's management system (in those schools not undertaking
their own catering service), however the school may wish to involve the catering
staff when school based training oppportunities arise

Every user of electrical equipment should give it the quick 'once-over' before
using it, noting any defects and deciding whether it is in a good enough
condition to use. Coiled extension leads may overheat and the insulation may
be melted and/or burned if used when coiled. This is a serious fire risk.
See HSE website http://www.hse.gov.uk/slips/index.htm
Are switches conveniently sited near entrances to rooms, or at the top and
bottom of stairs etc?
Ventilation is essential to maintain a suitable working environment. If windows
are hard to open poor performance may result, as well as risk of injury when
people struggle to open them or have to climb on furniture to gain access
Soap and water MUST be provided in toilets for staff and pupils. Facilties must
be maintained in a good condition as there is evidence that children's health
may suffer if they are, in any way, discouraged from using the toilet when they
need to.
Pre-activity checks must be undertaken to ensure risks are minimised. Is litter
removed on a reasonably regular basis and do arrangements exist to ensure
hazardous items (broken glass, etc) is identified and removed every few days?
Rabbit and mole activities can make surfaces unstable or uneven.
Also county advice (letter from County Adviser for Sport and PE). Mobile goal
sets and posts must also be stored securely when not in use.
