Technical Specifications for Electro Mechanical Component (EMC)

A) General Terms and Conditions

The project work for the Haluwa Khola Mini-Hydro Project will mainly be divided into three sectors,
                   (A) site civil construction works or cement masonry works,
                   (B) local fabrication work such as trash rack, sluice gate expansion joint pipes
                       and so on, and
                   (C) power house generating equipment from penstock valve to first pole of 11
                       kV line, like penstock valve, turbine, generator, Governing system, control
                       panel, synchronization system, transformer, etc. which will be almost imported
                       from abroad.


Sector (A) and (B) are already completed and this ITB cover section (C) only.

Sectorwise it will be dealt as a turnkey basis and the bidder will be fully responsible for their
respective work.

The type of Goods and Related Services for The electrical system in the power house of shall include
generators, transformers, switchgears, protection and control system, earthings system, auxiliary
supply system, communication system, electrical power generation of the plant is 400 kW and other
accessories making the system operational as per UNOPS specification.

The ratings and other technical parameters of each of the electrical equipment of the Power House
shall be fixed to ensure highest degree of performance in terms of availability, reliability and safety.

The system shall be easy to operate and maintain so that semi-skilled technicians could handle the
operation and general maintenance tasks. Necessary facilities shall be provided to allow black start
and off-grid mode operation.

The Bidder shall be responsible for designing, manufacture, fabrication, transportation, delivery and
installation, testing, commissioning of all electromechanical equipment/component of the Project at the
Project site as per the generally accepted prudent engineering practices and accepted international
standards (IS), such as International Electrotechnical Commission (IEC) or American Standard
(ANSI) .The bidder are strongly encouraged to visit and verify the site conditions before they submit their
bid


1.        All the necessary appropriate equipment and tools for the completion work has to be prepared before
start the work and appropriate work schedule has to be submitted to the UNOPS so that it will be convenient to
coordinate with other groups.

2.        Equipment shall be installed so that their position and alignment comply with the design. Care shall be
taken to ensure that surfaces are not scratched with foreign objects (iron stubs, concrete fragments, etc) in the
installation work.

3.       Painting

Painting work shall include the arrangement of all material for painting, surface preparation and all painting
works (including repair painting). Painting material and painting works shall conform to the appropriate ASTM
or DIN standard.
4.       Welding

The most suitable types of welding and welding materials shall be selected taking account of properties and
strength of parent metals and welding conditions. All welding shall be fusion welding carried out by an electric
arc process, whereby the arc and the deposited weld metal are protected from atmospheric conditions. NDT
report should be performing for critical welding places.

5.       Sealing Material

Seal materials for the seal part such as stainless steel plate, copper alloy plate and rubber shall be of proper
shape and high durability appropriate to the purpose of their use.

6.       Bolts, Nuts and Washers

Bolts, nuts and washers used for bolted connections shall be those specified in the appropriate ANSI or DIN
standard

7.       Tools and Spare parts

The Bidder shall supply all accessories and tools necessary for handling, repair, assembling and dismantling the
equipment. The Bidder shall also provide spare parts necessary for smooth operation of the Power House
electromechanical equipment for at least 5 years period. All the details have to be provided.

General Tool box is consists of all size and types for mechanical and electrical purpose:
a.      Mechanical Tool Box containing with all necessary relevant tools.
b.      Electrical Tool Box containing with all necessary relevant tools.
c.      Spare parts for electromechanical equipment and switch yard.
d.      Besides the above mentioned tools and spare parts, other any additional required special tools, spare
        parts must be to be included, detail list with individual price as possible to be submitted to the UNOPS.

8.       Time Schedule

The Bidder/Contractor shall furnish detail Time schedule for the project work (Section C) in form of a bar chart.
The time schedule shall contain all main activities ranging from design to commissioning. The time schedule
shall also indicate all inspection events to the UNOPS,
After the contract had been place the contractor shall on fortnightly interval submit progress report to UNOPS.
To progress report shall indicate achievements against planned activities.

9.       Drawings and Design


The Bidder/Contactor shall provide lay out drawings of power house electromechanical equipment including
Turbine, Generator, Control Panel, Governor, cable trenches etc. to the UNOPS not later than 30 days from date
of the contract award. The lay out drawing shall provide detailed foundation details for the equipment. e

Hydro mechanical design and drawing should also be provided to the UNOPS for UNOPS approval. These
documents must be provided to UNOPS 45 days from the contract award.

The contractor shall furnish the inspection/test procedures to be carried as specified in this specification. The
inspection test procedure must be submitted 30 calendar days before scheduled inspection date.

UNOPS will have one calendar week to review and reject or approve the documents. In case UNOPS of UNOPS
rejection of the documents the Contractor will have one calendar week for submission of updated documents.

10.      Technical Specifications

The specifications and technical information mentioned in this document refers to the general minimum
requirement for the Project. However, the bidder is free to propose technically better and economically more
viable technology. Any deviation proposed shall be explained in detail by the bidder explaining the rationale
thereof. The explanation shall be included in the bid.
The UNOPS is free to accept or reject any proposal submitted by the bidders without any obligation to furnish
any clarification to the bidders or their agents.


11.       Factory Test witnessing

The factory testing of all the major electromechanical equipment/component of the Project including, Turbine,
Governor, Generator, Transformer and Control Panel shall be carried out in presence of the two accredited
representatives from the UNOPS side. The cost of such witnessing by the UNDP's representatives shall be borne
by the Bidder.

12.       Training

      The Bidder shall provide required training to the staff of the Project regarding operation, assembling,
      disassembling, maintenance, safety and other relevant topics so as to enable the staff to operate and
      maintain the power house without supervision from the expatriate experts. The bidder must enclose in his
      proposal a detailed curriculum of the required training programme as well as a presentation of the proposed
      trainers, including their CV.

      The training part of the proposal will be evaluated against the contents and structure of the offered training
      programmes as was well the qualification and experiences of the proposed tutors.


13.       Manual and Documentation

The Bidder shall furnish a manual exhaustively describing principles, guidelines and step by step procedures for
operation, assembling, disassembling, maintenance, fault diagnosis and other relevant information of all major
electromechanical equipment including Turbine, Governor, Generator, AVR, Transformer, Control and
Protection, etc. The manual shall be well illustrated using color graphics and written in easy to understand
English. This manual must be submitted to UNOPS for their review 30 days befor the ordered delivery date
(FCA).

The Bidder shall also submit a complete set of 'As Built Drawings' (both electronic and hard copy) of the
facilities built/installed by them before the provisional handing of the Project to the UNOPS. This documents
must be provided with 5 days after the commissioning date.



14.       Test Certificates

Test certificates (from accredited lab and/or accredited third party inspection agencies) and manufacturing
certificates of the materials to be used for the runner and main shaft, bucket etc. shall be submitted to the
UNOPS as soon as they are available. All major electromechanical components including Generator, Governor,
and Transformer shall be carried out as per the specified international standards and prudent practices. Test
Certificates of the equipment's conformance to quality and performance standards shall be provided to the
UNOPS. No shipment must take place without UNOPS approval of the certificates


Technical specifications of Power House Equipment

SALIENT FEATURES

B ) General Arrangement of the equipment

1.       Penstock Pipe Valve

The main valve of the penstock pipe shall be butterfly type of 450mm diameter. It will be placed just before the
turbine. The valve shall be suitable for all operating conditions of transient and maximum water hammer. The
valves shall be operated by oil pressure and closed by oil pressure/counterweight, so that it is capable of being
closed under all emergencies. All associated equipment such as servomotors, oil pressure units, solenoid valve,
counter weights etc. shall be included in the offer. The valve shall close automatically by the counter weight
under normal and emergency shut down conditions. The valve set will be complete of the inlet pipe, outlet pipe
with dismantling joint, bypass arrangement if required for equalization of pressure on either side of the valve,
etc.

2.       Turbine

The turbine shall be of horizontal shaft, Pelton wheel with double jets type and so constructed as to allow all the
removal parts to be dismantled conveniently. The design shall also permit horizontal movements of runner shaft
by an amount sufficient for adjustment of bearing and for clearing the joint at the coupling of the turbine and the
Generator.

The maximum runway speed of the unit under any combination of head and load conditions shall be stated in
the tender. The turbine shall be capable of running safely at maximum runway speed without any damage to its
parts for a period not less than 15 minutes for every such occurrence.

The turbine shall be designed to give a rated output of 446KW at a rated head of 215 m. The turbine shall have
adequate capacity commensurate with the 10% continuous overload capacity of the generators (if stipulated).
The turbine would have output higher than the rated output when operating at heads higher that the rated head.
The Bidder may offer his nearest standard design. The maximum output, both at minimum and maximum heads
shall be stated in the offer.

All associated equipments shall be neatly arranged and shall be readily and easily accessible for operation and
maintenance.

The nozzle deflector or separator closing shall be so adjusted that the maximum momentary speed rise of the
unit shall not exceed 20% of the nominal speed under any condition of operation.

The turbine manufacturer shall co-ordinate with the generator manufacturer and provide turbine characteristic
curve to manufacture the generator accordingly to be safe against the run away speed.

Maximum noise level resulting from any of the operating conditions shall not exceed 90 db (A) at any place 1.0
m way from any operating equipment in the machine hall.

All parts of turbine shall be designed and constructed to safely withstand the maximum stresses during normal
running and runaway and short circuit conditions, out of phase synchronizing and break application. The
maximum unit stresses of the rotating parts shall not exceed two-thirds of the yield point of the material. For
other parts, the factor of safety shall be based on yield point.

The specific speed of the turbine shall be as per the best model practice and of proven design and operation.
Note: All details of assembly and detail drawing, standard operating practice and maintenance procedure
should be provided to UNOPS.

3.       Manifold

The manifold shall be fabricated from seamless steel pipe and shall have suitable sections for ease of shipment
and to be within transport limitation. It shall be designed to withstand maximum water pressure including water
hammer and shall be complete with anchors, supports, turn buckles, hold down rods, etc. The manifold shall
have suitable flanges for connection to the main inlet valve and openings for provision of nozzle-needle
assemblies.
4.       Nozzles and Needles Servomotor

The discharge of each unit will be regulated by spears moving axially in the nozzles. The necessary equipped
mechanism should be provided so that the needle valve will be automatically adjusted as per load demand or as
per command of speed sensor. Each needle shall be operated by an oil operated servomotor of adequate
capacity. The servomotors shall be capable of moving the needles smoothly during full opening and closing in
required time. Standard available hydraulic cylinders of approved make, proven design and suitable material can
be used as servomotor.

The nozzle mouth ring and the needle tip shall be of 13/4 chromium nickel stainless steel. The needle assembly
shall consist of an inlet bend, spear nozzle, spear rod, its guide and spear rod seal etc.

5.       Runner

The runner shall be of Aluminum bronze casted bucket/or stainless steel forged casted buckets and mounted on
main shaft and coupled with side discs. It shall be either bolted or keyed to the turbine shaft. The buckets shall
be machined and ground smooth. The complete runner assembly shall be statically balanced or dynamically
balanced if necessary. Specification of the material and the source of runner casting shall be stated in the tender.

6.       Jet deflector or separator

Suitably designed jet deflector or separator mechanism should be provided on each turbine nozzle. It will be
operated by a common servomotor through levers and links shall be provided to stop the jet from impinging on
the runner on load rejection to minimize pressure rise in the penstock. The deflector or separator shall be of
forged steel/cast steel/alloy steel.

7.       Housing of the turbine

The turbine housing shall be made out of mild steel plate. There should be provision of inspection cover which
will be useful for repair and maintenance work. There will be fitted lifting hooks at the appropriate places. Base
plate for the bearing of rotor shaft, deflector shaft, flanges for the manifolds shall be rigidly fixed to the proper
location and fitted with centering pins and tighten with nut and bolts. The complete housing will be mounted on
rigid base frame and tighten with nut and bolts.

8.       Base frame for Turbine and Generator

The base frames shall be made out of ISMC or ISMB material. It should be very rigid and fixed in the Machine
foundation or partially imbedded. The base frame with adjusting devices necessary seam plates and centering
pins shall be provided so that it will be easier to align the turbine and Generator shafts.

If there are any parts or portions of the base frame, which has to be embedded to the cement casting, such parts
the Bidder has to be delivered with relevant drawings to the UNOPS before machine foundation work starts.

9.       Shaft

The turbine shaft shall be of Stainless steel or alloy steel conforming to ANSI Wherever the flanges are integral
with the shaft, the same should conform and American standard ANSI 49.1-1967. The turbine shaft shall be
supported with the bearings at both side of the runner.

10.      Bearings

The turbine bearings shall be Anti-friction roller bearings, grease or oil lubricated. The bearings shall be
designed to withstand operation at maximum runaway conditions for a period of not less than 15 minutes. These
bearings shall be guaranteed for a minimum continuous operation of 150000 (one hundred fifty thousand) hours
and the design and performance shall be well proven and established.

As per requirement the cooling system has to be provided. The bearings shall be provided with a dial type or
resistance type thermometer and a pressure gauge with provision for alarm, annunciation, shut down on
excessive bearing temperatures, etc. The number and type of bearings shall be stated in the tender.
11.      Governing equipment

Suitable Speed Governing equipment shall be supplied to keep the constant speed or within the specific limit
speed of the turbine.

The governor shall be fully equipped with suitable hydro-mechanical or electric/electronic governor or any other
type of governor conforming to IEC308. The governor shall be of proven design capable of maintaining
constant speed of the turbine under all conditions of heads and loads. Such governing system shall be complete
with actuator unit comprising speed responsive element restoring mechanism load limiting device control etc.

The speed governor senses speed and regulates the flow by adjusting jet needle valve of the turbine according to
the load requirement.

In the system the surge pressure in the penstock should not exceed more than 20% and speed setting system to
adjust or limit the surge pressure as well as hydraulic mechanism with speed adjustment system to open and
close the main penstock valve.

Other all necessary component like amplifier, linkages or motorized system or hydraulic systems, the control
system for the jet deflector on and off or emergency shut down mechanism has to be incorporated.

The speed responsive element of the governor can be operated through speed generating turbine shaft via
toothed belt, gear box, any suitable device normally used as an input to speed sensing device.

Standards protections like over speed device, brake control, emergency shut down and alarms shall be provided
in the governing systems.

The speed governor mechanism and control system must be compatible to run at isolated operation and
synchronized with 11kV transmission line.

12.      The Fly wheel:

A suitable flywheel size (has to be furnished to have sufficient inertia of the rotating mass so as to assist the
governor in regulating flow to the turbine rotor.) be designed according to governor response time to adjust
spear valve or to regulate the speed of turbine The fly wheel will be fixed on the on the shaft rigidly and
perfectly through ring feeder or any other means which can be to easily assemble.

13.      The coupling

The coupling shall be of ample size to transmit torque at rated speed without excessive vibration or any
distortion.

14.      Speed Brake Mechanism

Speed brake mechanism should be provided to avoid runaway speed to bring the units speedily to rest which
occurs due to emergency shut down or fly wheel inertia. It could be brake jet which will strike the on the rear
side of the bucket till to the rest position then water supply system should be cut off. e and hydraulic or
magnetized clutch type or mechanical type or buckets any suitable mechanism.

hand drill, grinding, taps and dies with handles, chain-hoist with Stand, lifting belt, bull dog grip, D-ring
shackle, bench vice etc.
b)         Electrical Tool Box consist of line tester, insulation pliers, cutters, knife, soldering hammer, lead, paste,
Shoe clamping device, multi meter, RMS meter, Meggar, Tacho meter, power factor meter, stop watch,
insulation glove, helmet, aluminum ladders etc.
c)         Spare parts like sealing material for valve, servo cylinder, turbine, governor, bearings for turbine,
generator or fly wheel, hydraulic oils, mobile, grease, sealant, gasket, circlips, nipples, pin, diodes, AVR, fuses ,
indicator lamps etc.
d)         Besides the above mentioned tools and other any additional required special tools must be included in
the list in detail with individual price and submit along with tender document to the UNDP.

18.      Inspection

Generator

The generator, accessories and spare parts shall be subjected to the following shop tests.
1.      Inspection and test of Shop Assembly

The assembled generator, accessories and spare parts shall be inspected and tested.

b.      Measurement of no-load saturation characteristics
c.      Measurement of short-circuit characteristics
d.      Measurement of losses
e.      Measurement of insulation resistance
f.      Withstand voltage test (power frequency)

Material Tests
Test certificates and mill certificates on materials to be used for the main shaft shall be submitted as soon as it is
available to the UNOPS for their review and approval.

Automatic Voltage Regulator (AVR)
The AVR shall be subjected to the following tests in accordance with IEC 60034, in combination with the
generator.
1.       Measurement of insulation resistance
2.       Voltage build-up test
3.       Voltage control test

Generator Panel
The generator panel, equipment and devices shall be tested and applicable IEC standards.
1.      General Inspection

3.      Withstand Voltage Test (Power Frequency) except Semi-Conductor Device
4.      Protective Relay Test and Setting in accordance with IEC 60255

An outdoor switchyard shall be built in the Power House premises. Power Transformer and other necessary
equipment like Lightening Arrestor, Disconnect Switch, Vacuum Circuit Breaker and supporting gantries and
H-pole shall be erected in the switchyard. The Transformer shall be connected to the Generator busbar through
the armored cable. The switchyard shall be protected against unauthorized access by way of fences. All non
conducting parts of the switchyard equipment shall be solidly connected to the earth mesh consisting of copper
strips appropriately laid down in and around the switchyard.

20.     Control Cabinet/Panels

A       STEEL CABINET with door, locking system, enough ventilation, vermin roof. Cabinet consists of:

The battery-equipment is equipped with a gas-proofed lead-accumulator. Through the service-free execution,
the accumulator can be integrated in the low-voltage switchboard.
Consists substantially of:
−        gas-proofed lead-acid battery 24 V, 75 Ah
−        battery booster max. charging current 20 A
−        voltmeter 0 - 40 V
−        ampere meter 0 – 30 A

Through the breakdown of the 24 V-control voltage, the generator rating switch releases, respectively through
the closed-circuit connection of the rapid shut-off there will be a protection switch-off.
D.C. distribution
−        6 D.C. automatic machine with auxiliary switch for hazard-message
−        1 voltage supervisory relay for under voltage
−        1 main fuse for the battery- and charger-supply

F        ELECTRICAL MACHINE PROTECTION
The equipment for the electrical protection and its tripping-circuit are constructed independent for the planned
Stored Program Controller (SPC). There is planned a digital machine-protection with the following property:

−         synchroscope
−         change over switch manual/ automatic
−         actuating key switch for power circuit breaker and speed- and voltage adjuster (higher/low)

K        TURBINE CONTROLLER – ELECTRICAL PART

PLC-turbine controller system to regulation, operating and supervision hydro power plants with the following
functions:

−        speed regulation for parallel running and isolated mode

−        regulate the spear valve according to water level.
−        digital speed measuring, (pulse generator)
−        manual-operation panel to control the turbine
