1.1   PUR POSE
DPS Software release 1.4.01 deploys to production 11 System Change Requirements, “SCRs”
and 23 system problem report, “SPRs” corrections.

1.2   SY ST E M C H A NG E R E QUI R E M E NT OV E R V I E W
The system change requirements deployed with version 1.4.01 provide improved functionality in
four modules: Shipment Management, Counseling, Claims, and Customer Satisfaction Survey.
The improvements within each module are summarized below.
Shipment Management- Excess cost shipment identification

Counseling- Personal Procured Move, BLUEBARK shipment
Claims- increase visibility for claim denial, BOS indicator

Customer Satisfaction Survey- Direct email link for CSS data input, improved look and feel.

As a continuation of the corrections and improvement process 232 system problem reports were
corrected and put into production with 1.4.01. The problems resolved in this release were in the
following modules:
Shipment Management

Counseling
Claims

Customer Satisfaction Survey
Costing

Analytics

RFQ

1.4   C A PA B I L I T Y UPDA T E .
These capabilities increase the possible shipment percentages in DPS from approximately 40%
to over 70% as compared to shipments in TOPS. Version 1.4.01 includes PPM capability. The
capability update for PPM functionality will not be used until appropriate Per Diem committee
approvals are promulgated. This approval has not been provided at the time of this release note.

The DPS Software release 1.4.01 places into production 5 system change request that add
functionality to the DPS system.

Shipment Management- Excess cost shipment identification

Customer Satisfaction Survey- Direct email link for CSS data input, improved look and feel.

2.1   SH I PM E NT M A NA G E M E NT
Problem Description: Excess Cost shipment identification SCR 5647
This DPS system requires means to identify shipments as candidates for possible excess cost.

Resolution:
The software has been modified to add a check box selection to identify shipments that may
incur excess costs. The selection of the box will also automatically print on the GBL and other
print out reports, that Pay Office review is required. This release does NOT include any cost
calculation functionality.

2.2   C OUNSE L I NG
Problem Description: BLUEBARK increase visibility of BLUEBARK in DPS SCR 2131
Processing of BLUEBARK shipments in DPS requires additional visibility and print output
changes to identify this type of shipment.

Resolution:
This SCR adds BLUEBARK shipment identifier in the DPS screens, printed products and system
interface messages.

Problem Description: BLUEBARK SCR 5205 Unable to select a Summary Courts Officer.
The BLUEBARK shipment process requires the ability to assign a Summary Courts Officer to
perform selected tasks.

Resolution:
The software was modified to allow selection of a Summary Courts Officer to peform tasks on
behalf of the service members estate.

Problem Description: Personally Procure Moves, Multiple SCRs
       5806 PPM Shipment Summary/Information details not clear

       5845 GAT Actual Cost Reimbursement calculation
       6153 Changes to Actual Cost Reimbursement and Incentive Based moves

       6158 Changes in text to improve usability
The DPS system did not provide a means to support a Best Value cost estimate for PPM moves.
The capability for PPM calculations requires updating to conform to new Per Diem Committee
revisions to the travel regulations.

Resolution:
The software was modified to incorporate requested PPM functionality. Three additional SCR
items that will complete the PPM functionality were in test at the time of this document
publication and are expected to be put into the release 1.4.01 in build 458.

2.3   C UST OM E R SA T I SF A C T I ON SUR V E Y
Problem Description: CSS survey access SCR 343
DPS DoD customers were required to obtain an ETA/DPS password in order to complete the
DPS customer satisfaction survey. There is a need to provide improved accessibility to DPS by
providing a direct access link similar to that provided with ICSS.

Resolution:
The software has been modified to issue an e-mail with a direct link to the DPS CSS page. The
DPS CSS page has been modified to provide improved look and feel.

2.4   CL AI MS
Problem Description: Claims functionality and usability: SCR 3062, 5088, 5179
The claims module required improvement for usability. Issues included: unable to provide reason
why a claim item was denied (SCR 3062), Adding BOS indicator (SCR 5088), and improving
the Claims counseling capability (SCR 5179).

Resolution:
The software has been modified to improve usability and address the subject SCRs..

This software release incorporates 23 system problem reports that are ready for production.
These SPR are in 9 different modules or functions of DPS to include.

3.1   SH I PM E NT M A NA G E M E NT
Problem Description: Origin agent roles and access permissions (SPR 5267)
The origin shipping agent was able to perform destination agent functions.

Resolution:
The software has been modified to correct the user access roles and permissions. .

Problem Description: BLUEBARK printing SPR 5390
The DD form 1203 was not printing BLUEBARK as required.

Resolution:
The software has been modified to incorporate the required printing function.

Problem Description: No Email notification to the PPSO for reweigh requests SPR 5586
The system did not provide an email notification to the PPSO when a reweigh request was
submitted.

Resolution:
The software has been modified to provide PPSO email notification.

Problem Description: Actual deliver date not populating in destination inspections SPR
5635 (HDT 1-15364567 / 1198)
The system did not populate actual delivery dates in the destination inspection.

Resolution:
The software has been modified to provide the required functionality.

Problem Description: Not all pre-approved item codes are being listed in the preapproval
screen SPR 5686
The system did not address all items codes such as the item 130-bulky in the pre-approval
screen.

Resolution:
The software has been modified to list all required items in the pre-approval screen

Problem Description: Diversion and TAC code not recognized SPR 5607- HDT 1-15252667
/ 889
When DPS user tried to perform a diversion, they could not complete the transaction because
DPS did not recognize the TAC code.

Resolution:
The software has been modified to correct the problem and allow the user to complete the
transaction..

Problem Description: Can not enter SIT Out Date SPR 6095 HDT: 1-17353064
The user can not enter SIT Out date.

Resolution:
The software has been modified to correct this problem.

Problem Description: DPS shipment management module becomes unstable when certain
data queries are performed SPR 6159.
Under certain conditions, individual components of the DPS system known as Java Virtual
Machines would become hung due to Java code thread issues.

Resolution:
The selected java code calling the data queries was modified to address this problem.

Problem Description: Alaska specific error message in route screen. SPR 6046 HDT 1-
17317309
An advisory field providing estimated cost of a shipment displays an error message. The routing
and booking function works correctly. The error occurs when an estimate cost cannot be
calculated.

Resolution:
The software has been modified to remove the error message

3.2   C OUNSE L I NG
Problem Description: DD form 1814 not available SPR 5299
The DPS system did not provide a DD form 1814.

Resolution:
The software has been modified to provide the required form.

Problem Description: Pro-rating of PPM calculations SPR 6182
The DPS system did not provide a means to perform a pro-rated PPM calculation for domestic
shipments weighing less than 1,000 lbs.

Resolution:
The software has been modified to provide the required capability



3.3   CL AI MS
Problem Description: Claims denied SPR 5283
The claims module claims denial process did not operate correctly.

Resolution:
The software has been modified to correct the DPS claims process.

3.4   C UST OM E R SA T I SF A C T I ON SUR V E Y

Problem Description: CSS follow from SPR 343 SPR 6154
There were additional usability enhancements for the DPS CSS required. This included but not
limited to: scroll bar updates.

Resolution:
The software has been modified to add additional usability enhancements.

3.5   C OST I NG
Problem Description: Invoices remain in queue after being approved SPR 5594 HDT 1-
15238756 / 841
The DPS system does not remove invoice items from the queue after they have been approved. .

Resolution:
The software has been modified to eliminate the display of approved invoices in the queue

3.6   I NV OI C E
Problem Description:      Oldest open item not calculating properly SPR 5629 HDT 1-
15323461/1099
The DPS system did not properly calculate the oldest open invoice item. .

Resolution:
The software has been modified to correctly calculate the oldest open item.

Problem Description: Display of SSN in DPS front end SPR 6150
The DPS system was providing a display of the SSN in the front.

Resolution:
The software has been modified to properly protect SSN display.

3.7   A NA L Y T I C S
Problem Description: Traffic distribution list results. SPR 6184 HDT 1-17375841
The system did not produce correct search results for traffic distribution.

Resolution:
The software has been modified to provide correct search results.

Problem Description: BVS reports are not running correctly. SPR 6183 HDT 1-17375841
The system did not produce correct results for BVS reports in certain situations.

Resolution:
The software has been modified to provide correct search results.

3.8   R E QUE ST F OR QUOT A T I ON R F Q

Problem Description: OTO one time BVS calculation SPR 5304
The DPS system did not calculate the OTO BVS correctly in all situations.

Resolution:
The software has been modified to address the BVS calculations to correct the calculation.

Problem Description: Data field transfers between different roles and modules SPR 55580
The DPS Remarks field data does not completely transfer and mapping between
Counseling/VM/OTO creation (VM)--SDDC Rates--RFQ module and other biddable/editable
attribute problems in RFQ.

Resolution:
The software has been modified to provide proper and complete mapping of remarks data among
the various modules in RFQ.

Problem Description: Short Fuse OTO is not correctly supported. SPR 5587
The RFQ did not support short fuse OTO requirements.

Resolution:
The software has been modified to provide short fuse OTO capability.

Problem Description: The Manuguistics (COTS software) does not allow bids for more
than $999 cwt. SPR 5721
The COTS software utilized for the RFQ did not allow bids for more than $999 cwt.

Resolution:
The software has been modified to accept bids higher than $999 cwt.

3.9   T E C H NI C A L

Problem Description: The DPS APPLOG SPR 5784
The DPS system has multiple servers with associated log files. DISA fielded a logging server
functionality in order to enable the various files to be stored and retrieved. Scripting files to
manage the logging files is required..

Resolution:
The software script files have been provided.

                            SE C T I ON 4. OT H E R DATA

4.1   OT H E R SY ST E M UPDA T E S
The DPS system is hosted at the DISA DECC Ogden, Utah Facility. As part of the DPS service
level agreement with DISA a technical refresh of DPS hardware and operating systems is
underway. This technical refresh is primarily a maintenance action that will provide improved
availability as well as improved performance.

4.2   POSSI B L E PR OB L E M S A ND K NOW N E R R OR S
This version of DPS incorporates changes to support the Personally Procured Move process. To
make use of this function the Per Diem Committee must issue a formal change to the appropriate
travel regulations. The effective date of the release had not been established at the time of
publication of these release notes.
