                                  December 6, 2010

The Hurricane City Council met in regular session on December 6, 2010, with the
following members present:

                      Mayor:        Scott Edwards
                      Recorder:     Linda Gibson
                      Council:      Reggie Billups
                                    Lana Call
                                    Don Chaney
                                    Brian Ellis
                                    Marshall Ginn

Meeting called to order.

The Pledge Allegiance was led by Mayor Scott Edwards.

Motion was made by Marshall Ginn and seconded by Brian Ellis to approve minutes of
the November 1, 2010, regular session. Motion carried.

Motion was made by Reggie Billups and seconded by Brian Ellis to approve paying the
bills from the General Fund. Motion carried.

Motion was made by Reggie Billups and seconded by Brian Ellis to approve paying the
bills from the Coal Severance Fund. Motion carried.

Motion was made by Reggie Billups and seconded by Don Chaney to approve the
General Fund Budget Revision and submit to the State Auditor’s Office. Motion carried.

Motion was made by Marshall Ginn and seconded by Reggie Billups to approve the
Community Partnership Grant Resolution. Motion carried.

Motion was made by Don Chaney and seconded by Lana Call to approve the first reading
of ORDINANCE SECTION 303.17 FAILURE TO PAY FINE AND COSTS OF
MUNICIPAL COURT, NOTIFICATION TO WEST VIRGINIA TAX
COMMISSIONER. Motion carried.

Discussion was held concerning the B-3 Ordinance; amending the wording for the sale of
alcohol. Brenda and Deron will meet with City Attorney and report at January meeting.

Motion was made by Lana Call and seconded by Marshall Ginn to approve the first
reading of AMENDMENT TO ORDINANCE SECTION 529.06 POSSESSION OF A
CONTROLLED SUBSTANCE, SCHEDULE V (f) and (g). Motion carried.
Motion was made by Reggie Billups and seconded by Brian Ellis to approve the purchase
of the Sprayground Equipment to the Mazur. Motion carried

Motion was made by Don Chaney and seconded by Brian Ellis to give full time
employees a $200 gift card as a payroll supplement. Motion carried.


Hurricane Fire Department Report

Deron Wilkes reported that the Fire Department is experiencing growth with 13 new
volunteer fire fighters. The department had 72 calls of service. The hayride with Santa is
being offered again this year. Deron invited Mayor and council to the awards banquet on
December 18th at 6:30 at Forrest Burdette Church. Annual boot drive for the Community
Cupboard is December 14th from 9:00 to 2:00.


City Manager’s Report

Ben Newhouse, City Manager not present.


Police Chief’s Report

Mike Mullins reported that the department had 350 calls for service that included two
stolen cars , breaking and entering and shop lifting calls.


Announcements

Christmas Luncheon – December 16, 2010 @ 11:30 a.m. Councilman Chaney suggested
having the dinner catered.

Hayrides with Firemen – December 6, 7 and 8th.

Live Nativity – December 19th @ City Park from 6:00 to 7:30.

New businesses on Main Street, Pop Shop 2759 Main St.; E. Counting 2727 Main St.
Stone Art Studio on Midland Trail.


Old Business

Discussion on Giovanni’s Pizza open today December 6th.

Councilwoman Call ask about term limits for elected officials.
Executive Session

Motion was made by Lana Call and seconded by Brian Ellis to reconvene. Motion
carried.

Motion was made by Brian Ellis and seconded by Don Chaney that the meeting be
adjourned. Motion carried.
