IEA: World Energy Outlook 2010 launched in London
The WEO 2010 looks at how the energy system will evolve in the next 25 years,
taking account of the broad policy commitments that have already been
announced by countries around the world to address climate change and
growing energy insecurity. The WEO also focuses on how emerging economies
will increasingly shape the global energy landscape, the role of renewables for a
clean and secure energy future and the benefits of phasing out fossil-fuel
subsidies. The book includes a review of energy in Caspian region, looking at the
trends in domestic energy markets and its implications for global energy supply.

IISD report estimates value of subsidies to Canada’s oil industry at $2.84
billion in 2008
The comprehensive report uses an internationally agreed definition of subsidy
adopted by the World Trade Organization to determine the value of oil production
subsidies in Alberta, Saskatchewan and Newfoundland & Labrador. This detailed
analysis is the first of its kind in Canada and allows appropriate comparisons of
subsidies with other countries.

Reducing the impact of price shocks in energy-intensive economies
This paper argues that countries which have higher energy intensity – those that
require more energy per unit of economic output – tend to suffer from deeper
recessions and are more susceptible to price shocks. In addition, price rises,
which cause demand to decrease in the short run and induce investments in
efficiency in the longer run, are the major channel for causing reductions in
energy intensity. Moreover, energy price subsidization dampens price signals
and the pressure that they put on energy intensity, and is therefore associated
with higher energy intensity. Price subsidization also involves significant fiscal
costs, which have effects on the business cycle, amplifying the magnitude of
downturns.

PAKISTAN: Petrol smuggling and prices
Due to the price increase of petroleum, smuggled petrol from Iran has become
very popular in Pakistan. The Pakistan government is losing well over five to six
billion rupees per year. Balochistan and Sindh are the two main markets of the
smuggled petroleum products. Recently, the market has been expanded to
Punjab and Khyber Pakhtunkhwa.

DOMINICAN REPUBLIC: Congelan los precios gasolinas; suben todos los
demás combustibles
El Ministerio de Industria y Comercio anunció este viernes que para la semana
próxima no ocurrirán cambios en los precios de los dos tipos de gasolinas, pero
los demás combustibles sufrirán alzas que van desde 2.00 en el gas licuado de
petróleo, 2.20 en el gasoil premium; 1.50 en el gasoil regular, 3.40 en el avtur y
el kerosene y 3.72 pesos en el fuel oil.

"International Fuel Prices" is a long-time effort of GTZ (German Technical
Cooperation) on behalf of the German Federal Ministry for Economic
Cooperation and Development (BMZ) to provide decision-makers with data on
fuel prices on a global scale. GTZ with its global network of projects in 135
countries, regional offices and representations in 64 developing countries,
publishes a biennial study "International Fuel Prices" on the global fuel sector
since 1999.

Our GTZ fuel price newsgroup aims at facilitating the exchange and
dissemination of information on recent developments and trends related to that
issue.
