Subject: Reporting of Usage of Department of Transportation (DOT)
Certificates of Equivalencies (COE), Competent Authority Approvals
(CAA) and Special Permits (SP)
Purpose: To inform DOD Transportation Officers of the requirement
for submitting quarterly reports to the appropriate DOD Service Focal
Point (SFP) for all COE, CAA and SP usage originating from their Area
of Responsibility (AOR).
Be Advised: In accordance with (IAW) the provisions of the Defense
Transportation Regulation, DOD 4500.9R, Part II, Chapter 204, Section
H, all Transportation Offices are required to submit a Quarterly Report
to the appropriate DOD Service Focal Point (SFP) for all COE, CAA and
SP usage originating from their Area of Responsibility (AoR).
It is essential that this information be conveyed to the SFP in a timely
manner. The Usage Reporting provided by the shipping activities is
consolidated by the SFPs who upon receipt compile and forward to the
SDDC Safety Office and maintained in an electronic format. Usage
reporting data is used for renewals of CAA and SP and is a
requirement IAW the provisions of 49 CFR 107.109.
Failure to report the usage of a CAA or SP may result in the
cancellation of the transportation authority (TA) which could impact
DOD future operations. If there is no usage to report please indicate
those TA that are normally employed within the AoR annotating
negative activity. CAAs are normally renewed every 5 years, and SPs
renewed every 4 years. Certain CAA or SP may be renewed based
upon operational readiness requirements even though no relevant
shipping history is available.
COE, CAA and SP documents along with the appropriate SP
Authorization Letters are electronically stored in the SDDC SafetyNet
system which is available within the SDDC Electronic Transportation
Acquisition (ETA) Portal and maybe accessed through the following
