									                 UNIVERSITY POLICY ON WRITTEN ENGLISH PROFICIENCY

                                                Justification

     This policy revises Academic Senate Policy #S09-14 in pursuit of several goals. It
     simultaneously reduces costs and increases the efficacy of the SFSU writing program by
     introducing well-established practices pioneered on other campuses and specifically designed for
     the needs of our students.



 1                                              OVERVIEW

 2   This document describes the formal University program in written English proficiency. It also
 3   highlights the special role and responsibility of instructors of undergraduate and graduate
 4   composition courses as well as the charge and the membership of the University Committee on
 5   Written English Proficiency.

 6   The development of student writing skills is both central to the mission of the University and
 7   dependent on the full and active participation of faculty from all segments of the academic
 8   community. Although major responsibility for teaching English composition has historically
 9   resided within the English Department, the University's written English requirements apply to
10   students, spanning a broad spectrum of academic majors and interests.

11   The University Committee on Written English Proficiency (CWEP) was established to
12   encourage and support broad and effective faculty participation in the teaching and assessment of
13   student writing. Towards these ends, the committee sponsors a wide array of services and
14   activities in support of curricula and programs that foster the teaching, learning and assessment
15   of written English; these services, activities and programs should be sensitive to the needs of a
16   multi-cultural diverse student population. Furthermore, the committee endorses the principle that
17   test development, procedures and instruments should reflect thoughtful and humanistic
18   consideration of all people, be sensitive to the multi-cultural and ethnic diversity of our students,
19   and to the extent possible be valid, reliable and free of bias.

20               UNIVERSITY POLICY ON WRITTEN ENGLISH PROFICIENCY

21   UNDERGRADUATE WRITTEN ENGLISH POLICY

22   Lower Division

23   All newly admitted undergraduate students who are subject to the 48-unit General Education
24   Program requirements must complete the appropriate written tests and English course
25   requirements listed below.

26   I. Undergraduate Entry Level Placement Tests (EPT and ESLPT)Placement into First-
27   Year Composition Courses

28   All newly admitted undergraduate students will be placed into First-Year Composition courses
29   using directed self-placement. Directed self-placement is a placement method that provides
30   students with information and advice about their placement options and places the ultimate
31   decision in the students’ hands. Students will receive directed self-placement information and
32   advising prior to registration, and will select placement into the appropriate First-Year
33   Composition course prior to, or at the time of, freshman orientation.

34   All self-identified non-native speakers of English multilingual students who self-place into the
35   Composition for Multilingual Students (CMS) option will receive additional advising, in
36   conjunction with the SFSU-CMST (Composition for Multilingual Students Test, formerly
37   English as a Second Language Placement Test [ESLPT]), in order to determine their placement
38   into the most appropriate CMS course.

39   As required by CSU policy, Aall newly-admitted undergraduate students must take the
40   California State University English Placement TEST (CSU-EPT) prior to their first semester of
41   matriculated attendance at SFSU, except those with an approved EPT test or course exemptions
42   listed in the University Bulletin. The results of the EPT determine placement into lower division
43   classes for all non-exempt students. However, the results of the EPT will not be used to
44   determine placement.

45   All self-identified non-native speakers of English who wish to enroll in Composition for
46   Multilingual Students (CMS) courses must also take the SFSU-ESLPT (English-as-a-Second
47   Language Placement Test) with the exception noted in section II. B. below.

48   International students will not participate in directed self-placement. These students will be
49   placed into appropriate First-Year Composition courses upon advisement.

50   II. First-Year Composition Requirement

51   Three equivalent pathways satisfy the First-Year Composition Requirement: Integrated Reading-
52   Writing, Composition for Multilingual Students (CMS) or ENG 114. ENG 104/105, First-Year
53   Composition (Stretch); ENG 114, First-Year Composition; ENG 209, Composition for
54   Multilingual Students (CMS). All first time freshmen must take enroll in First-Year
55   Composition in their first year.

57   II.A. Integrated Reading-Writing (IRW)

58   1. All entering freshmen who score 141 or below on the CSU-EPT must take the ENG 104-105
59   course sequence, except that entering freshmen who self-identify as non-native speakers of
60   English may take either the ENG 104-105 sequence or courses in the Composition for
61   Multilingual Students (CMS) program (see section II. B. below).

62   2. All entering freshmen who score between 142 and 150 on the CSU-English Placement Test
63   (EPT) must take ENG 106, except that entering freshmen who self-identify as non-native

64   speakers of English may take either ENG 106 or courses in the Composition for Multilingual
65   Students (CMS) program (see section II. B. below).

66   The ENG 104-105 course sequence or ENG 106 must be completed within the first year of
67   enrollment. Because the goals of the First-Year Experience (FYE) courses are accomplished in
68   the ENG 104-105 sequence and ENG 106, students who successfully complete the ENG 104-105
69   sequence or ENG 106 will not receive credit towards graduation for other FYE courses.

70   Grading in all composition courses will be either ABC/No Credit or Credit/No Credit (CR/NC).
71   A grade of CR or C- or better in the ENG 104-105 sequence or ENG 106 satisfies the First-Year
72   Composition Requirement. Students who receive credit for these courses will proceed to ENG
73   214. Students scoring 150 or below on the EPT who receive a grade of NC for ENG 105 or ENG
74   106 must enroll in ENG 114. Students who do not complete the ENG 104-105 course sequence
75   or ENG 106 within one year are out of compliance with CSU Executive Order 665 and will be
76   disenrolled from the University. They may be readmitted after successfully completing
77   equivalent coursework elsewhere.

78   II.B. Composition for Multilingual Students (CMS)

79   Entering freshmen who self-identify as non-native speakers of English, have received EPT
80   scores of 150 or below, and have attended high school in the U. S. may take CMS courses to
81   satisfy the First-Year Composition requirement upon advisement. They do not have to take the
82   ESLPT. Students must successfully complete this requirement in their first year.

83   II.C. English 114

84   Students who score 151 or above on the EPT should take English 114, a foundational course in
85   college-level composition skills, prior to completing 30 units of course work.

86   Only those students who can demonstrate one of the following are exempt:

87      1. A score of 3, 4, or 5 on either the Language and Composition or Composition and
88         Literature examinations of the College Board Advanced Placement Program.
89      2. Completion of an equivalent college-level course elsewhere of 3 semester- or 4 quarter-
90         units with a grade of credit (CR) or C- or better.

91   Students who self-identify as non-native speakers of English may enroll in English 209 to fulfill
92   the First-Year Composition Requirement only if they receive a qualifying score on the SFSU-
93   ESLPT exam and the approval of the CMS Coordinator.

94   Grading on all written composition courses will be either ABC/No Credit or Credit/No Credit.

96   IIA. English 104/105 (6.0 Units): First-Year Composition (Stretch)

 98   ENG 104-105 must be completed within the first year of enrollment. Because the goals of First-
 99   Year Experience (FYE) courses are accomplished in ENG 104-105, students who successfully
100   complete ENG 104-105 will not receive credit towards graduation for other FYE courses.

108   IIB. English 114 (3.0 Units): First-Year Composition

110   Students should take English 114 prior to completing 30 units of course work. Only those
111   students who can demonstrate one of the following are exempt from English 114:
112       1. A score of 3, 4, or 5 on either the Language and Composition or Composition and
113          Literature examinations of the College Board Advanced Placement Program;
114       2. Completion of an equivalent college-level course elsewhere of 3 semester- or 4 quarter-
115          units with a grade of credit (CR) or C- or better.

117   IIC. English 209 (3.0 Units): First-Year Composition Multilingual

119   Students with a qualifying score on the SFSU-CMST (formerly ESLPT) may take ENG 209 to
120   satisfy the university’s first-year composition requirement. First-time freshmen who do not
121   qualify for ENG 209 may take ENG 201 & ENG 208 their first semester, and ENG 202 & ENG
122   212 their second semester. Students who complete these courses with a B+ or better, and with
123   their instructor’s recommendation, have met the ENG 209 requirement and can accelerate
124   directly into ENG 310, the second-year composition requirement for multilingual students.

126   Grading on all written composition courses will be either ABC/No Credit or Credit/No Credit.

128   IID. Disenrollment
129   Students who do not meet the EPT cut score (currently 147) must successfully complete IRW
130   104-105, ENG 114 or the CMS course sequence within their first year or they will be
131   disenrolled. Students who have not met the EPT cut score (currently 147) and who do not
132   complete ENG 104-105 within one year are out of compliance with CSU Executive Order 665
133   and will be disenrolled from the University.

134   III. English 214

135   English 214 is a General Education Basic Subjects foundation course in composition, logic,
136   style, rhetoric and literature. Students should take English 214 after completing 24 semester units
137   and prior to completing 60 semester units, unless they have one of the following exemptions:

138      1. A score of 3, 4, or 5 on either the Language and Composition or Composition and
139         Literature examinations of the College Board Advanced Placement Program;

140      2. Completion of an equivalent college-level course elsewhere of 3 semester- or 4 quarter-
141         units with a grade of credit (CR) or C- or better.

142   Successful completion of English 114 or its equivalent is a pre-requisite for enrollment in all 214
143   courses. Students who self-identify as non-native speakers of English multilingual students may
144   enroll in English 310 as an English 214 substitute only if they receive a qualifying score on the
145   SFSU-ESLPTCMST (formerly ESLPT) examination and the approval of the CMS Coordinator.

146   IV. Alternate 214 Courses

147   The existing alternate 214 courses, as with English 214, are fundamental writing courses in
148   which a subject matter area serves as a vehicle for the teaching/learning of writing and
149   composition skills rather than discipline-specific content. The design and pedagogy of 214
150   alternates should focus primarily on writing and composition skills. In order to achieve this goal,
151   all active alternate English 214 courses shall be periodically reviewed by the University
152   Committee on Written English Proficiency.

153   Existing English 214 alternates are composition courses that are typically identified by 214
154   course number, but with a departmental prefix other than English.

155   Faculty teaching English 214 alternates must possess demonstrated qualifications and
156   competencies to teach a written composition course. The appointing department chair and
157   college dean, in consultation with the Dean of the College of Humanities and the Chair of the
158   English Department, are responsible for the assessment of these qualifications before the person
159   is assigned to teach any written composition courses.

160   The Dean of Undergraduate Studies will serve as a liaison with department chairs and college
161   deans to ensure that goal, and, if necessary, to facilitate resolution of conflicts.

162   For native speakers of English, sSuccessful completion of English 114, or its equivalent, is a
163   prerequisite for enrollment in all English 214 alternate course sections.

164   Grading on all written composition courses will be either A, B, C, No Credit or Credit/No Credit.

165   Upper Division

166   I. Fulfilling the Graduation Writing Assessment Requirement (GWAR)

167   As prescribed in CSU policy, “All students subject to the degree requirements of the 1977-78 or
168   subsequent general catalogs must demonstrate competence in writing skills at the upper division
169   level as a requirement for the baccalaureate degree and, if not previously met in the CSU, for a
170   second baccalaureate degree” (EO 665). SFSU undergraduates who are first-time college
171   students or returning students in Fall 2008 or later will satisfy the Graduation Writing
172   Assessment Requirement (GWAR) by earning a C grade or higher in an upper-division GWAR
173   designated course in their major department, college, or program.

174   II. Supplemental Instruction for GWAR Courses

175   All students have the option for supplemental instruction to optimize their success in GWAR
176   courses.

177   Using directed self-placement, students will select one of three options:
178      1. Enroll directly into a GWAR course without supplemental instruction;
179      2. Enroll in Grammar for Writers (ENG 418) concurrent with a GWAR course;
180      3. Enroll in CMS courses (ENG 310 and/or 410) prior to, or in conjunction with, a GWAR
181          course.

183   Students will receive directed self-placement information and advising regarding their options
184   for supplemental instruction prior to registration in a GWAR course.

186   IIIII. GWAR Designated Course Enrollment Requirements

187   Students must have satisfied the lower-division writing requirements (see above) and earned at
188   least 48 semester-units credit prior to enrollment in a GWAR designated course.

189   Students should pass a GWAR designated course, with a C grade or higher, before they have
190   completed 90 units.

191   Departments, colleges and programs may restrict enrollment in GWAR designated courses to
192   their declared majors with upper-division status, unless those courses are certified in the general
193   education program.

194   IIIIV. Implementation

195   CWEP is charged with the responsibility for approving GWAR designated courses. Other
196   responsibilities and functions of CWEP are described elsewhere in this policy.

197   It is expected that most departments, colleges, and programs will have GWAR designated
198   courses approved by CWEP and scheduled for matriculated students by Fall 2010. Departments
199   or programs for majors that do not meet that deadline must submit a GWAR proposal to CWEP
200   no later than Fall 2010.

201   IVV. Exceptions

202   SFSU undergraduates who were first-time college students or returning students prior to Fall
203   2008 and maintained continuous enrollment can satisfy the GWAR either by earning a C grade
204   or higher in a GWAR designated course in their major or by passing the Junior English
205   Proficiency Test (JEPET). Students in this category who take but fail the JEPET can satisfy the
206   GWAR by earning a C grade or higher in ENG 414, 410, or 411.

207   SFSU undergraduates who were first-time college students or returning students prior to Fall
208   2008 but did not maintain continuous enrollment can satisfy the GWAR by passing the Junior

209   English Proficiency Test (JEPET) before January 2011. Students in this category who take but
210   fail the JEPET can satisfy the GWAR by earning a C grade or higher in ENG 414, 410, or 411
211   before January 2011.

212   Undergraduates who were first-time college students prior to Fall 2008 but did not maintain
213   continuous enrollment and did not pass the Junior English Proficiency Test (JEPET) or earn a C
214   grade or higher in ENG 414, 410, or 411 before January 2011 must satisfy the GWAR by
215   earning a C grade or higher in a GWAR designated course in their major.

216   All students whose declared major is in a department, college, or program that does not have a
217   CWEP approved GWAR designated course when they achieve upper-division status will be able
218   to satisfy the GWAR by passing the Junior English Proficiency Test (JEPET). Students in this
219   category who take but fail the JEPET can satisfy the GWAR by earning a C grade or higher in
220   ENG 414, 410, or 411. However, students in this category who have not satisfied the GWAR
221   through JEPET (or ENG 414, 410, or 411) by the time that a GWAR designated course is
222   approved for their major and scheduled, must satisfy the GWAR by earning a C grade or higher
223   in that GWAR designated course.

224    “Continuously enrolled” is defined as matriculated attendance in at least one semester or two
225   quarters each calendar year.

226   Students who have fulfilled the GWAR requirement established by their major’s department,
227   college, or program will not have to take a second GWAR designated course if they change
228   majors unless that course is needed to fulfill the requirements of the new major.

229   Students with double majors who have fulfilled the GWAR requirement established by their
230   primary major will not have to take a second GWAR designated course unless that course is
231   needed to fulfill the requirements of the second major.

232   Pursuant to E.O. 665 Section II.C.5, students who fulfilled the GWAR requirement at another
233   CSU campus will not have to take a GWAR designated course at SFSU unless that course is
234   needed to fulfill the requirements of their major.

235   VVI. Assessment

236   In accordance with E.O. 665, the GWAR program shall be subject to periodic review and
237   evaluation, at least every five years, by CWEP and the Writing Across the Curriculum/Writing in
238   the Disciplines (WAC/WID) specialist, in consultation with the Academic Senate and the
239   Associated Vice President for Academic Planning and Educational Effectiveness (AVP for
240   AP&EE). Such review and evaluation reports shall be presented to the Academic Senate by the
241   WAC/WID Specialist. The first progress report is due no later than October 1st, 2011.
