LOCATION:                          Within London Borough of Hackney

RESPONSIBLE TO:                    Head of Recruitment Strategy

RESPONSIBLE FOR:                   Occasional supervisory responsibility (1 – 4 staff)


PURPOSE OF THE JOB:

To be responsible for the overall management of the four Corporate HR recruitment
contracts (currently Recruitment Advertising and Response Handling; Executive Search
and Selection; Occupational Testing; Temporary Agency Supply), continually seeking to
improve services and value for money.

MAIN AREAS OF RESPONSIBILITY:

The postholder will have lead responsibility and accountability for the following:-

CONTRACT MANAGEMENT

      Provide specialist contract management expertise in managing the Council’s
       recruitment services contracts.

      Provide immediate help and support to service users and contractors to solve
       urgent and substantial operational problems and to ensure service delivery
       requirements within the council’s policies and contractual liabilities.

      Work with the Directorate Management Team (DMT), Hackney Procurement
       Centre (HPC) and the Directorate Procurement Manager, to produce strategic and
       annual procurement plans.

      Ensure that contracts meet stakeholders’ needs, including service quality,
       quantity, timeliness, flexibility and affordability.

      Work with a Project Manager / Procurement Manager to support the sourcing,
       tendering, negotiation and implementation of new contracts and variations to
       existing contracts.

      Create, develop and implement effective systems for monitoring and managing
       contracts and service delivery arrangements.

      Act as lead officer in managing contracts and keep services under constant
       review.

      Provide regular and appropriate feedback to Members, Directors, managers and
       other stakeholders on contract issues using written reports, presentations, etc.,
       and when necessary.

      Prepare and present reports to appropriate committees and Hackney
       Management Team regarding contractor performance, making recommendations
       where relevant.

      Conduct benchmark exercises on a regular basis to inform future directions.

      Continually apply risk and innovative approaches to contract handling, seeking
       opportunities to change and to take practices in different directions, where this
       may produce improvements and benefits to the Council.

      Forge and build effective working relationships with external contractors on a
       ‘partnership’ basis.

      Ensure contract activities comply with relevant EU and national
       legislation/regulations, Council policies, Standing Orders and HPC procedures.

      Ensure that the Council’s policy of diversity and equality is promoted and practiced
       in contract management activities.

TEAM

      Work as a co-operative member of the Recruitment Strategy Team and contribute
       to the development and enhancement of a strategic approach in the Council’s
       recruitment, selection and retention initiatives.

OTHER DUTIES AND RESPONSIBILITIES

      Build strong and effective working relationships with supplies of recruitment
       contracts and key internal contacts within the Council.

      Initiate and develop opportunities to enhance the profile of the Council, in
       partnership with various external agencies as appropriate.

      Take responsibility for and promote a culture of learning and development,
       maintaining up to date professional knowledge and expertise.

     Ability to evidence the understanding of the Corporate objectives including the

SERVICE SPECIFIC EXPERIENCE, KNOWLEDGE, SKILLS & QUALIFICATIONS:

     Demonstrate a proven track record and ability to effectively manage and
      implement contracts.

     Experience of developing and implementing contract compliance systems.

     Practical knowledge of how to identify contractual problems and to develop
      relevant strategies/solutions and initiate corrective actions.

     Commitment, knowledge and understanding of the Council’s equal opportunities
      policies.

     Proven experience of negotiating and dealing with external bodies and developing
      effective contractual relationships and partnerships.

     Experience of communicating, liaising and negotiating with stakeholders including
      the preparation and presentation of information and reports.

     Ability to generate opportunities for initiating/developing improvements in
      partnerships to provide quality and responsive services for Council needs.
